Organizational Context:

This position is in the Information Management and Analysis Unit, Office for the Coordination of Humanitarian Affairs (OCHA) Syria in Gaziantep-Turkey. OCHA Syria in Gaziantep coordinates the emergency response to save lives and protect people in north-west Syria.    United Nations Office for Humanitarian Affairs (UNOCHA) in Gaziantep is seeking applicants for the national Information Management Officer position in Gaziantep.    Please note that applicants applying for UNOCHA Local Fixed Term positions is applicable for Turkish Citizen. Position Purpose

Under the guidance and direct supervision of the head of Information and Analysis Unit, the National Information Management Officer (NIMO) plays a key role in managing the information flow, developing information products on CASH and Accountability to Affected Populations (AAP) that enable CWG and ICCG members to make informed, evidence-based, and strategic decisions.

Functions/Key Results Expected 

Under the overall supervision of the OCHA Head of the Information Management and Analysis Unit, the National Information Management Officer is expected to perform the following tasks:

1. Ensure implementation and development of IM strategies and standards focusing on achievement of the following results:

  • Full compliance with corporate information management standards, guidelines and procedures for the OCHA office environment.
  • Play a key role in streamlining of internal information management processes in the OCHA office through training and assistance with establishment of relevant guidelines and procedures.
  • Contributes to the development and implementation of a dissemination strategy for all information products (e.g. reports, data, and maps) through appropriate media.
  • Standardized Methodology for Collecting, Validating, and Calculating Reach: Develop an endorsed methodology with the CWG to calculate people-reached estimates. Minimizing double counting and delivering this analysis within the agreed timeline is a significant challenge.

2.Ensure effective data management focusing on the achievement of the following results:

  • Ensures availability of updated information for informed decision making by OCHA and partners by consistently updating and maintaining the existing databases.
  • Maintaining up-to-date contact information for humanitarian partners and stakeholders engaged in cash interventions is crucial for efficient and timely information exchange.
  • Improves the effectiveness of the databases by making them more user friendly and error free by continues improvement and being open to comments and criticisms.
  • Analyze and interpret cash and AAP data and participate in the ongoing report preparation and dissemination.
  • Develop data collection tools for both CASH and AAP, set up appropriate data collection methodologies, design and implement database systems for data management and analysis purposes.
  • Coordinate the integration of cash interventions into broader monitoring processes for a holistic view. Embedding cash monitoring within the 3W collection minimizes data duplication and provides key information about actors, roles, and geographic locations involved in cash interventions.

3. Create CASH and AAP products focusing on the achievement of the following results:

  • Creates cash and AAP tools and products using OCHA templates and styles, ensuring that they are appealing and adequately detailed, and effectively communicating key information to users.
  • Promptly attends to the requirements of stakeholders by disseminating products through suitable media, i.e, email, etc.
  • Standardized repository of cash IM products and services.

4. Ensures effective digital designing support focusing on the achievement of the following results:

  • Creates and designs graphic elements and reports using OCHA standard styles and guides.
  • Effectively represents information through graphical media, i.e, graphs, charts, presentations etc., using advanced designing programs, ensuring their attractiveness and effectiveness in communicating key messages.
  • Maintains and improves the layouts of reporting and presentation of AAP and CASH templates using graphic design programs ensuring consistency in look and ease of navigation.
  • Facilitate staff’s ability to use existing and emerging technology to achieve organization’s mission and objectives.
  • Support the lead development of electronic data collection platforms such as using KoBo Collect for assessment data collection, train enumerators on the data collection system and remotely facilitate its implementation.
  • Support the production and update CASH and AAP information products such as reports, charts and infographics by turning data into graphical products to convey messages and storyline; develop advocacy materials including posters, presentations and other visual materials.
  • Support IMAU in development of static and on-line bilingual products (Arabic and English), coordination with SNGOs and represent in meetings where Arabic language is used.

5. Ensure coordination support to the Inter-cluster Coordination unit focusing on the achievement of the following results:

  • Support inter-cluster coordinator in CASH coordination, inter/multi-sector assessments which includes planning, indicator and questionnaire development support, client management, data analysis, trainings and data compilation, aggregation, and dissemination.
  • Support to the Head of IMAU and other team members on urgent tasks.

6. Ensure facilitation of knowledge building and knowledge sharing, focusing on achievement of the following results:

  • Work with CWG, support to develop training materials, conduct workshops, and provide support in cash-related orientations to enhance partners’ knowledge and skills in cash interventions.

Required Skills and Experience:

Education:

Master’s degree or equivalent in political science, social science, international studies, public administration, economics, engineering, earth sciences or other related fields with up to 2 years of relevant experience. Bachelor`s degree with 2 additional years of relevant experience can be accepted in lieu of Master’s degree.

Experience:   

  • A minimum of two (2) years’ relevant experience at the national or international level in information management is required.
  • Experience in the use of computers and office software packages (ArcGIS, KoBo, Adobe in Design, Adobe Illustrator Script, PowerBI) and handling of web-based management systems are desirable.
  • Former Experience in UN/international organization on Syria crisis and humanitarian is desirable.

Language Requirements: 

  • Fluency in English (written and spoken) is required.
  • Fluency in Arabic is desirable.

 Other:

  • Proven skills in infographic management, web development is desirable.
  • Proven abilities in data collection, compilation, analysis, coordination and reporting are desirable.
