International Consultant: Climate Landscape Analysis for Children – UNICEF jobs in Senegal

Purpose of Activity/Assignment:

The international consultant supports the country office in producing a Climate Landscape Analysis for Children (CLAC) for Senegal. S/he will be responsible for collecting, compiling and reviewing key resources and coordinating the information gathering and review processes. In addition, the incumbent will also provide overall support in preparing the study by researching specific issues and drafting individual sections. The supervisor of the consultant will also liaise with the climate, environment, energy and DRR teams in regional offices and UNICEF headquarters.

Scope of Work:

Under the direct supervision of the CSD Chief and with the guidance of the Deputy Representative for Programme and Chief of Equity, Governance & Social Policy and support from the CEED Programme Specialist, the consultant shall do the following.

Inception Phase

The inception phase will consist of the production of an inception report outlining the following:

• Final conceptual framework and data collection tools
• Initial desk review and stakeholder mapping
• Proposed plan for the field mission(s) and stakeholder consultation process Detailed workplan including a timeline and deliverables.
• Proposed outline for the CLAC report
• Any other element as agreed upon with the UNICEF Country Office

CLAC Reference Group

A Reference Group comprising the key Section Climate focal points from the UNICEF, Regional Climate Advisor, and government counterparts (including but not limited Environment and Classified Establishments Department (DEEC), Public Health Department, Water and Sanitation Deparment, Ministry of Education, Ministry of Youth, Youth Environmental Associations) will be established to provide the overall oversight and guidance/technical inputs to the development of the CLAC including guidance in the document mapping, stakeholders consultation, and overall methodology. The reference group will also quality assure all the deliverables (from a technical point of view) which include the inception report, draft report, and final report.
