Mission and objectives
UNFPA is formally named the United Nations Population Fund. The organization was created in 1969, the same year the United Nations General Assembly declared “parents have the exclusive right to determine freely and responsibly the number and spacing of their children.”UNFPA calls for the realization of reproductive rights for all and supports access to a wide range of sexual and reproductive health services – including voluntary family planning, maternal health care and comprehensive sexuality education. Since UNFPA started its work, the world has seen progress: The number and rate of women dying from complications of pregnancy or childbirth has been halved. Families are healthier. Young people are more connected and empowered than ever before. But too many are still left behind. More than 760 million people are mired in extreme poverty. Sexual and reproductive health problems are a leading cause of death and disability for women in the developing world. Young people bear the highest risks of HIV infection and unintended pregnancy. Many millions of girls face the prospect of child marriage and other harmful practices, such as female genital mutilation (FGM). Much more needs to be done to ensure a world in which all individuals can exercise their basic human rights, including those that relate to the most intimate and fundamental aspects of life. In 2018, UNFPA launched efforts to achieve three transformative results, ambitions that promise to change the world for every man, woman and young person:
Context
In Senegal, UNFPA supports national efforts to address priorities in sexual and reproductive health, population and development, and gender, at strategic and operational levels through the various cooperation program cycles. The ninth program 2024-2028 will contribute to universal access to reproductive health, including accelerating the achievement of 3 UNFPA transformative outcomes (zero preventable maternal deaths, zero unmet need for FP and zero gender-based violence, including female genital mutilation, early marriage and harmful practices), particularly for women, youth and adolescents, in view of capturing the demographic dividend and the country’s targeted emergence in 2035.
It will contribute to strengthen national capacities to provide and create demand for integrated, quality maternal health, family planning, nutrition and sexual health services for women, young people and adolescents, especially the most vulnerable; to prevent and manage gender-based violence/harmful practices/female genital mutilation; to produce and use quality data to inform/model/monitor sustainable development goals/development policies favorable to investments in women and young people to capture the demographic dividend. The program focuses on 5 modes of intervention: (i) service delivery, (ii) advocacy and policy dialogue, (iii) capacity building, (iv) partnership, (v) knowledge management.
The 9th country program focuses its 2nd output to gender equality and women’s empower-ment. This output ensures the strengthening of national capacities to prevent and manage gender-based violence/nefarious practices/female genital mutilation in order to realize the re-productive rights and empowerment of women and girls, particularly the most vulnerable.
The strategies adopted for this output include:
– Strengthening of intervention capacity of stakeholders (family, justice, youth, security, education, health sectors) for a multi-sectoral response to gender-based vio-lence/female genital mutilation in line with standard operating procedures;
– Strengthening of community initiatives to prevent female genital mutilation and pro-mote human rights;
– Advocacy for harmonization of the family code with international conventions on child marriage, and adoption of a decree implementing the law on reproductive health;
– Partnership with networks (religious, parliamentary, youth, traditional communicators, journalists, champions) in social communication to overcome socio-cultural barriers to accelerating the abandonment of female genital mutilation;
– And strengthening the coordination/monitoring/reporting mechanism for the elimination of gender-based violence/harmful practices/female genital mutilation through universal periodic reviews/monitoring of action plans, and setting up a management/information system on gender-based violence.
One of the major challenges in the field of gender-based violence remains the need for both quantitative and qualitative data, in order to provide evidence on which to base a plea.
The implementation of an information management system on FGM and GBV, and tools for collecting data on changes in social norms are therefore key priorities of this 9th program.
To facilitate the implementation of these strategies, the country office plans to strengthen its gender unit by recruiting a specialist in gender, gender-based violence and human rights, who could help implement a national information management system on GBV.
Task description
Under the direct supervision of the NPO Gender, GBV and Human rights the UN Volunteer will undertake the following tasks:
1. Contribute to programmatic and operational excellence in the implementation, moni-toring/reporting and evaluation of the UNFPA programme including the Joint Pro-gramme for the Abandonment of FGM through the following specific tasks :
1.1. Support the development and implementation of the annual results-based work plans of gender implementing partners.
1.2. Support the monitoring of the preparation and implementation of Quarterly Work Plans (QWP) and Annual Work Plans (AWP) activities according to funding sources.
1.3. Support the preparation of quarterly and annual activity reports for the Gender IPs’ AWPs and ensure their timely availability.
1.4. Participate in quarterly field missions to identify technical, programmatic and man-agement constraints of the Gender IPs’ AWPs and propose solutions.
1.5. Support the implementation of a national information management system on GBV and FGM.
1.6. Support the implementation of the Joint Program for the Abandonment of FGM, and the development of collection tools to measure changes in social norms.
1.7. Facilitate the use of tools, state-of-the-art techniques and strategic, diversified ap-proaches to collecting and analyzing quantitative and qualitative data, so as to demonstrate strong evidence of the results achieved and the impact of said pro-jects through key indicators;
1.8. Contribute to the management of the program database and other projects (JP FGM); the “data for all -DFA” and the various gender-related program databases.
1.9. Contribute to the updating of milestones and key indicators for the program and other projects, based on SIS, DFA and other data (quarterly, annually).
2. Contribute to the efficient management of financial and material resources, including in humanitarian emergencies, through the following specific tasks:
2.1. Contribute to the facilitation and execution of spot-check, pre-audit, audit and evaluation missions of gender IPs.
2.2 Contribute to the proper follow-up of the implementation of spot-check, pre-audit and audit recommendations.
2.3 Contribute to the monitoring of expenditures and disbursements made within the framework of work plans and projects to ensure that they are carried out in compliance with approved budgets and in relation to the targeted level of achievement.
2.4. Contribute to the preparation of the annual activity report submitted to the parties (MFFPE-UNFPA) at the end of the year.
3. Contribute to advocacy/partnership and resource mobilization in favor of gender equality and equity through the following specific tasks:
3.1. Participate in the production of documents to capitalize on experience and lessons learned in implementing the Program.
3.2. Participate in the advocacy and resource mobilization efforts of the Country Office in favor of gender promotion by preparing appropriate documentation and contributing to the elaboration of proposals.
3.3. Support the follow-up of synergy actions (evaluations of specific AWP initiatives, par-ticipation in special days and events, gender/GBV-related activities, etc.).
3.4. Participate in and contribute to strategic thinking on all aspects of the 9th Programme.
3.5. Support the scaling-up of innovative interventions in the field of gender promotion and the fight against GBV/NGF/ME/PN.
3.6. Support operational research into the promotion of gender equality and the fight against GBV/FGM/CP, including at community level.
4. Collaborate in all other tasks required for the smooth running of the UNFPA Program and carry out any other work requested by the hierarchy and supervisors.

This assignment is funded by the Government of Spain and therefore specific criteria apply:
– Candidates must be Spanish nationals.
– Candidates who already served on an assignment funded by the Government of Spain are not eligible to apply for an assignment in the same category. Former UN Youth Volunteers may apply for UN Volunteer Specialist assignments and former UN Volunteer Specialists may apply for UN Volunteer Expert assignments
– Candidates may apply to a maximum of three assignments and indicate the order of preference in the ‘Additional remarks’ field when filling in the application form.
Only shortlisted candidates will be contacted. The selection will be done by the UN Host Entity at the level of the country of assignment. Interviews will be conducted by the UN Host Entity in May.
