OBJECTIVES OF THE PROGRAMME

Country Office Management Support Units have been established in the organizational structure to provide support to managers and staff to fully carry out their responsibilities in the GSM environment and ensure compliance with policies, procedures, rules and regulations relating to financial management and transactions in the context of an ERP system

DESCRIPTION OF DUTIES

1. Installation, Administration and Maintenance (i) Coordinate the installation and maintenance of all ICT software, according to ICT AFRO standards. (ii) Ensure uninterrupted and efficient ICT services to the Office. (iii) Install and support the LAN/WAN and communications systems given according to ICT AFRO standards (Windows Operating System XP/2000/2003, TCP/IP, Ethernet, VPN, PIX, Firewall, Proxy server, Microsoft Exchange server 2003, VSAT, VolP, SNMP. DNS , DHCP, etc…);(iv) Maintain, find solutions and repair ICT equipment.(v) Perform daily server backup of data files;(vi) Establish and maintain recovery procedures in the event of a crisis;(vii) Establish and maintain the security of the ICT infrastructure (hacker protection and virus protection, protection against electrical failures, fires, etc.; (viii) Maintain the inventory of the Office’s goods, equipment and software; (ix) Manage the software and their updating; (x) Be in contact with other United Nations agencies and external partners on ICT issues.2. Reports (i) Make quarterly reports on the inventory of IT equipment; (ii) Provide technical documentation on all activities relating to ICT and update them; (iii) Make a monthly activity report.3. Administrative support to usersi) Provide assistance/training to staff in the use of programs (software) of IT equipment (computers and accessories);ii) Assist in the design and implementation of database applications and other computer programs ;iii) Coordinate the activities of external consultants; iv) Serve as the ICT/AFRO focal point at Country Office level.4. Asset Management: • Oversee the registration of WHO assets and maintain records in accordance with the relevant provisions of the WHO Manual • Ensure the accuracy of data entries by verifying the information contained in the WHO fixed assets register the unit (CSU) • Administer the transfer of assets which are no longer used, after obtaining clearance from the WHO Representative and authorization from AFRO (PSO); • Supervise periodic physical verification (at least once a year) of all country office assets and carry out reconciliations with the fixed assets register; • Develop a report on anomalies observed (items not recorded, not found or destroyed) which it submits to the hierarchy for control and decision-making purposes • Coordinate the transfer of assets from one person to another or from from one unit to another and ensure that this is reflected in the central fixed assets • Supervises the reform process (auction, donation, cannibalization) of assets that have become obsolete, ensures that this reform is carried out in the best interest of the Organization and maintains the data appearing in the fixed assets register; • Supervise the preparation of the annual statement of assets and their total value subdivided into different categories, in accordance with the WHO Manual; prepares the administrative document of the reform reports and physical inventories and presents other statistics • Answer all questions posed by the fixed assets specialists of the Regional Office regarding the standard operating procedures used for the management of fixed assetsOtheri) Complete all other task requested

REQUIRED QUALIFICATIONS

Education

Essential : –> Essential: Secondary studies (baccalaureate); plus technical or university degrees in computer science or information technology.
Desirable : a degree in computer science, telecommunications or similar field would be an asset. -Training on asset management

Experience

Essential : At least ten years of experience in information technology and telecommunications administration, with a few years of progressive responsibility in LAN management work, including at least 3 years in asset management
Desirable : Experience in the field of communications: LAN design, troubleshooting file maintenance and configuration, internet/tunneling-Relevant and progressive experience in asset management

Skills

The work requires very good knowledge of LAN and TCP/IP networks, Windows 2000 and XP Professional Windows 2000/2003 Server, Microsoft Active Directory; Good knowledge of E-mail system administration (Exchange Server 2003 and Outlook 2000/2003); Good knowledge of computer security, including firewall and Virus protection; Good knowledge of data recovery and recovery procedures following crises (Veritas Backup Exec is the software used); Good knowledge of database programming with Visual Basic; Good knowledge of telecommunications administration systems, including PBX; Ability to analyze and find solutions to problems; Ability to write technical documents.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at XOF 17,327,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
