Background

UN Women, based on the vision of equality enshrined in the Charter of the United Nations, works to eliminate discrimination against women and girls, empower women and achieve equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Many countries in the West and Central African regions are in crisis or emerging from recent crises and are in the recovery phase and others are experiencing an uneasy peace with factors that could trigger conflict at any time if effective prevention measures are not adopted. The factors at the origin of this conflict situation are complex and interrelated and include: economic factors, political and/or historical factors as well as demographic factors coupled with climate change and competition in access to natural resources. . Thus, inter-communal conflicts, the problem of violent extremism and tendencies towards popular uprising following various frustrations are serious security problems in many countries. These crises have led to population displacements and a serious humanitarian crisis in the region.

Women in the region have long been subject to several forms of violence and discrimination underpinned by several beliefs and socio-cultural barriers deeply rooted in tradition. This vulnerability and discrimination of women means that in crisis contexts, they still remain the most affected by conflicts. They constitute the vast majority of displaced people and are the most affected by the humanitarian situation prevailing in the region. Even though they have great potential for peace and despite the existence of several norms and standards for the women, peace and security agenda, they are not often associated in frameworks dealing with peace issues socially considered to be important. male order. Despite this trend towards their marginalization in peace mechanisms, women leaders continue to carry out actions of their own to promote peace and their role is very important. Various research has demonstrated that they represent invaluable potential and are essential for building lasting peace.

Based on the prevailing security situation in the region and the priorities of the Women, Peace and Security agenda, the UNWomen regional office for West and Central Africa is implementing a regional program aimed at accelerating the implementation of the women’s peace and security agenda and strengthening women’s leadership for peace. In addition UNWomen works to promote women’s leadership in humanitarian response and capacity building of actors. The regional office supports country level offices and several regional and civil society actors in achieving the objectives of the women, peace and security agenda and taking gender into account in humanitarian and resilience actions.

It is in this context that the UNWomen regional office for West and Central Africa is recruiting a person responsible for monitoring and evaluating the women, peace, security and humanitarian action program.

Under the responsibility of the Regional Advisor, the person provides support for the effective management of projects related to peace, security and humanitarian action of the Regional Office, by contributing to coordination efforts, design, planning, implementation implementation and monitoring and evaluation and will contribute to the knowledge management of projects and programs. He/she will work closely with the Regional Office Programs and Operations teams and colleagues based at country office level.

 

Duties and Responsibilities

Contribute to the formulation and planning of WPSH (Women, Peace, security and humanitarian) projects

  • Support project managers in designing project proposals and initiatives related to the office’s WPSH;
  • Contribute to the preparation of WPHS sections of strategic planning (SN, AWP, etc.) and planning tools (executive summary, DRF/OEEF, MERP, HR plan, risk management, etc.);
  • Contribute to the development of relevant documents such as project summaries, conference papers, briefing notes, speeches and WPSH donor profiles.
  • Provide support in the preparation of calls for proposals (including ToRs) in accordance with UN Women partner selection procedures.
  • Follow up on required actions/outstanding issues and report results;

Facilitate and contribute substantially to the incorporation of monitoring and reporting into program formulation

  • Facilitate and contribute substantially to the development of monitoring indicators, monitoring schedules, field monitoring plans and quality assurance processes;
  • Include the contributions of the results, conclusions and recommendations of relevant evaluations in the formulation of WPSHA programs;
  • Contribute to monitoring, reviews and reporting of the annual work plan;
  • Provide technical support to partners in the development of performance monitoring frameworks, systems and plans, and baseline surveys;
  • Facilitate the approval of agreements with donors and cooperation agreements with the country office.

Coordinate monitoring of results against regional objectives and the UN Women Strategic Plan and WPSH programs/projects

  • Design tools to facilitate the collection and online supply of data from partners
  • Develop project monitoring-evaluation plans
  • Develop and regularly update the risk analysis monitoring plan for projects and programs and prepare updated risk analyzes to submit to donors
  • Monitor partner data on a quarterly basis and provide substantial contributions to regular briefings to Management to inform decision-making;
  • Visit partners, with the program team, to support results monitoring and planning processes, as appropriate;
  • Provide support for the development and monitoring of the program’s integrated monitoring, evaluation and research plan (MERP), including an annual update and regular monitoring reports on the status of implementation ;
  • Assume responsibilities as focal point for regular updates of the Results Monitoring System (RMS) and data collection for semi-annual and annual reports
  • Collaborate with project managers in the development of quarterly reports, donor reports and other reports on the outputs, results and outcomes of the WPSH Unit
  • Maintain close collaboration with the Regional Office M&E team

Coordinate in collaboration with the Evaluation Unit of the Regional Office the evaluation of WPSH projects

  • Coordinate the development of the Terms of Reference for consultants for project evaluations and monitor their recruitment;
  • Facilitate monitoring of their deployment in the field and access to project and program monitoring data
  • Provide advice to program staff on evaluations;
  • Ensure communication between the regional office and country offices and partners regarding evaluations
  • Contribute to the review of evaluation reports to ensure the quality of evaluation processes and products using standard quality assurance checklists and the global system for evaluation and analysis of evaluation reports (GERAAS);
  • Support the use of evaluation results and recommendations in the formulation of policies and programs as well as in organizational decision-making.

Facilitate the communication of results to internal and external audiences

  • Facilitate the process for the program to meet internal and external reporting requirements and deadlines, including the annual reporting process;
  • Identify relevant evaluation results, conclusions and recommendations and integrate them into program reports;
  • Review progress reports submitted by partners and provide feedback to improve the quality and timeliness of reports;
  • Collect and maintain data for regional and global reports, mid-term reviews and final evaluations.
  • Work with the communications team to design communications materials on the results achieved with supporting figures by UNWomen in WPSH in the region

Contribute to knowledge development and capacity building

  • Organize sessions with partners and staff to identify good practices and lessons learned
  • Coordinate the documentation and dissemination of good practices, lessons and knowledge, as identified through program implementation, monitoring and evaluation activities;
  • Contribute to the development of capacity building tools, including training materials and modules;
  • Facilitate capacity building opportunities for staff and partners in the areas of results-based management (RBM), monitoring, evaluation and results-based reporting;
  • Promote awareness and understanding of the shared responsibility for monitoring and evaluation among all WPSH team staff through communication, training, learning and development activities.

Required Skills and Experience

Education and certification:

  • A Master’s level or equivalent in Development, Project or Organization Management, International Business, Political or Social Science, Human Rights, Gender/Women’s Studies, etc.

Experience :

  • At least (two) 2 years of relevant professional experience in supporting implementation, coordination, monitoring – evaluation of programs/projects, donor reporting and capacity building;
  • Knowledge of monitoring-evaluation IT tools and applications is an added value
  • Knowledge and experience in programming and program/project management
  • Experience working with international development institutions (e.g. UN agencies, multilateral/bilateral development institutions, etc.);
  • Experience with the United Nations system, working tools, platforms and procedures is an asset.

Languages ​​required:

  • Fluency in French and a working knowledge of English are required;
  • Knowledge of another official UN working language is an asset.
