 The IRC has worked in Liberia since 1996 and is one of the largest humanitarian actors in the country. Guided by its 2015 – 2020 Strategic Action Plan, the IRC implements innovative health, women’s and child protection and empowerment projects in Nimba, Lofa, Bong, and Montserrado counties.  The IRC has also implemented projects in Maryland, River Gee, Grand Bassa and Margibi counties.

 The IRC is currently leading the USAID Partnership for Advancing Community Based Services (PACS) Activity in Bong, Lofa, and Nimba counties of Liberia. This integrated community health, water, sanitation and hygiene (WASH) activity was designed to provide technical and operational support to the Government of Liberia’s Ministry of Health (MOH), Ministry of Public Works (MPW), and Ministry of Gender, Child and Social Protection (MOGCSP) as well as civil society organizations (CSOs) to deliver high quality community health and social welfare services.

 The USAID Community Health Activity is building upon the successes of USAID PACS and support the Government of Liberia’s advancement towards self-reliance. The anticipated overall objective of this investment is to support a robust community-based program including the scale up of the National CHA Program (NCHP) for the delivery of efficient, responsive, equitable, and quality health services for improved access and health status for Liberians.

 The IRC is seeking a Senior Monitoring, Evaluation and Learning (MEL) Advisor for this project. The MEL Advisor will support and oversee the monitoring, evaluation and learning system across all project components and will be based in Liberia’s capital, Monrovia.

 Scope of Work

 Job Overview

 The senior MEL Advisor will provide technical leadership, oversight and strategic direction for MEL activities in accordance with IRC, USAID and international best practice. Work to create and maintain tools, systems and processes that support programs to have better access to quality data and use that data to monitor and evaluate projects. The Sr MEL Advisor will work collaboratively with other partners to implement the project MEL plan, work within the MEL and project framework to measure progress against results and effectively monitor, evaluate, and report on project activities, and to document and promote the use of project learning. The position will manage the field MEL teams in partnership with Community Health Coordinators in their specific locations.

 The Specific Responsibilities Include

  •  Provide technical leadership, oversight and strategic direction for MEL activities in accordance with IRC, USAID and international best practice.
  • Work within the project framework with plans and indicators to measure progress against results and effectively monitor, evaluate and report on project activities, including Working collaboratively with other partners to implement the project MEL plan.
  • Ensure that relevant data is collected, analyzed and used to inform management and program decisions.
  • Lead the design, implementation and analysis of program regular monitoring, evaluations and assessments, ensuring that appropriate strategies and methodologies are followed for collection, compilation, and storage of data; In some cases, may lead collaborations with third-party evaluators.
  • In coordination with other program staff, assist with the preparation of consolidated reports, including concise narratives and relevant tables, graphs, and other visualizations to demonstrate progress against expected results and outcomes.
  • Document and promote the use of project learning and promote greater sharing and use of gender-sensitive monitoring data, feedback, context analysis, and lessons learned within the program and partners.
  • Support data needs and information requests for health focused advocacy and communication when required internally or externally.
  • Technical support, including capacity building to M&E staff  and program team in MEL.
  • Hiring, supervision, and encourage adaptation of GEDI practices among direct reports, and staff performance management.

 Key Working Relationships

 Position Reports to: Project Director (Monrovia)

 Position Directly Supervises: M&E Manager

 Internal: Regular relationships and interaction with IRC internal departments and project technical teams at Monrovia and field levels.

 External: May participate in outside meetings with donors and provide technical support to project partners as needed.

 

Qualifications

 

Education: University degree in a related field plus a master’s degree in public health, Statistics, M&E, or a related field is required.

 Skills: Ability to work optimally and respectfully on diverse teams and across diverse contexts. Good technical acuity, takes initiative and produces results, ability to accept feedback and integrate it, strong communication and presentation skills, and a dedication to contribute to a positive work environment. Strong data analytical skills and understanding of health monitoring and evaluation in low resource contexts, including strong understanding of USAID  frameworks, regulations, compliance and reporting requirements is required; Committed to upholding diversity, equality and inclusion principles. Good level interpersonal skills with a high level of English oral and written skills. Experience working with digital technology for health platforms (CommCare, PowerBi) is required. strong skills in use of data analysis packages such as Excel and SPSS.

 Work Experience: A minimum of 5 years’ experience is required leading health M&E within humanitarian and /or USAID settings. Expertise and experience working on the monitoring and evaluation of similar sized project in Africa for USAID in management role is a plus, familiarity and experience with CLA approaches is a plus.

 Working Environment: Based in an IRC office in Liberi, Monrovia. Ability to travel up to 40% within Liberia field sites (remote settings) and internationally as needed is required.

 Language Skills: Strong written, oral presentation and facilitation skills in English required.
