Background

Organizational context

The United Nations entity for Gender Equality and the Empowerment of Women, UN Women, based on the vision of equality enshrined in the United Nations Charter, works to eliminate discrimination against women and girls; for the empowerment of women, and to achieve equality between women and men as partners and beneficiaries of development, for human rights, in humanitarian actions, in peace and security. By placing women’s rights at the center of its work, UN Women leads and coordinates the efforts of the United Nations System to ensure that commitments to gender equality and mainstreaming are translated into action around the world. At the same time, it exercises substantive and coherent leadership to support the priorities and efforts of Member States, building an effective partnership with government, civil society, as well as other relevant actors.

UN-Women comprehensively addresses the root causes of inequality from a perspective of transforming the systems that reproduce gender inequalities and discrimination and with a peace-building approach around:

  • Voice, leadership and autonomy of women
  • Strengthening multilateral and regional regulatory frameworks, and laws, policies and institutions that promote gender equality at the national and subnational levels;
  • Effective participation and protection of women in all areas of the construction of Peace, Security, and humanitarian action
  • Equitable access of women to services, goods and resources;
  • Financing gender equality and women’s empowerment;
  • Positive social norms, including the participation of men and boys;
  • Production, analysis and use of gender statistics; and
  • Coordination of the United Nations system for gender equality and the empowerment of women.

The 2022-2025 Strategic Plan seeks to achieve gender equality, the empowerment of all women and girls and the full realization of their human rights. The Strategic Plan is based on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Beijing Declaration and Platform for Action, United Nations Security Council Resolution 1325 on women, peace and security and subsequent Resolutions of this agenda, the Program of Action of the International Conference on Population and Development and other outcomes of relevant intergovernmental processes, such as resolutions of the General Assembly and agreed conclusions of the Status Commission and Social of Women. UN Women contributes to the implementation of the Regional Gender Agenda of Latin America and the Caribbean and the 2030 Agenda for Sustainable Development by placing Sustainable Development Goal (SDG) 5 of gender equality at the center of the SDGs and in coordination with all the other Objectives in order to ensure comprehensive progress.

Background

In recent years, the countries of Latin America and the Caribbean have experienced notable advances in the economic field. However, the challenge of becoming equal to the most developed countries remains. Financial inclusion is a topic of great relevance in the debate tables on how to combat poverty and confront inequality in middle-income countries; like those in our region. Although studies on said inclusion have multiplied, there are relatively few that apply a gender perspective and even fewer that focus on all its dimensions, the most basic being access.

In order to strengthen the work that UN Women promotes in terms of financial inclusion, in 2023 a memorandum of understanding will be signed with the National Commission for Micro and Small Enterprises (CONAMYPE) that aims to contribute to the financial inclusion of women. women entrepreneurs in the Micro and Small Business (MYPE) segment, through business and financial technical assistance. 

This memorandum aims to hire a consultancy within the framework of the regional economic empowerment programs of UN Women active in the countries of northern Central America such as MELYT II (Women, Local Economy and Territories), financed by the Ministry of Foreign Affairs and Cooperation International of Italy through the Italian Agency for Development Cooperation (AICS), and EFI (Inclusive Financial Ecosystem), financed by the Directorate of Development Cooperation and Humanitarian Action of the Grand Duchy of Luxembourg.

Within this framework, this call is open to provide financial advice to businesswomen served by the Micro and Small Business Development Centers (CDMYPES) ​​of the Salvadoran Trifinio region (CDMYPE UNICAES and CDMYPE CAYAGUANCA), in the development of business plans. bankable businesses for the submission of applications to the Entrepreneurship and Working Capital Funds (FECAMYPE) system.

 

Duties and Responsibilities

The main objective of this consultancy is to provide financial advice to businesswomen served by the Micro and Small Business Development Centers (CDMYPES) ​​of the Salvadoran Trifinio region (CDMYPE UNICAES and CDMYPE CAYAGUANCA), in the development of bankable business plans for the submission of applications to the Entrepreneurship and Working Capital Funds (FECAMYPE) system.

The specific objectives are:

  1. Support CDMYPES in the analysis of eligibility of Fund users.
  2. Provide business monitoring to determine the impacts that the Fund has had on the productive unit.

Scope of objectives

The consultant is expected to carry out the responsibilities and activities necessary to deliver the products described below in order to achieve the objective(s) of the consultancy.

For successful fulfillment of the contract, at least the following activities have been identified:

  1. Provide business and financial strengthening to women clients of CDMYPE who wish to obtain credit with the FECAMYPE system.
  2. Analyze the state of the economic situation of FECAMYPE users.
  3. Support in the preparation of the documentation required to obtain credit.
  4. DAF team planning support
  5. Implementation of monitoring and follow-up instruments for financed business plans.
  6. Support in the preparation, review, updating and management of both administrative and client files.
  7. Support in the reception, review and preparation of client files for financing, as well as accompanying the financing settlement and implementation process.
  8. Facilitate the linking of financed entrepreneurs with support institutions or specialized areas in CONAMYPE.
  9. Promote funds.
  10. Prepare business plans with their respective investment plans for FECAMYPE. In the event that the amount of the credits is less than five thousand dollars, a business model or profile will be developed.
  11. Implementation of monitoring and follow-up instruments for financed business plans.
  12. Preparation of consolidated monthly reports and monitoring of the activities carried out.
  13. Support in information management through qualitative reports and monitoring of results.
  14. Carry out administrative actions within the Project.
  15. Coordinate with the staff of the Mortgage Bank to monitor the credit application, in order to support the businessman in obtaining the credit and monitoring it, having to carry out technical and/or financial-administrative inspection visits and in other activities of monitoring and supervision, including the evaluation of Project risks.
  16. Provide the people of the Mortgage Bank with all the necessary information for the evaluations of the credit application.
  17. Prepare, edit and integrate the work documents carried out jointly with CONAMYPE, carried out with the Project.
  18. Visit the localities of the country, as many times as necessary, to achieve compliance with the objectives and result indicators of the Project.
  19. Ensure the visibility of the cooperator, UN WOMEN, and FECAMYPE, key actors of the Project.
  20. Other activities and responsibilities that are delegated within the framework of their functions and the Project.
  21. Give everyone who has been approved for credit the baseline survey.
  22. Coordinate credit promotion activities with territorial representatives of UN Women

Work methodology

The consultant will work in close coordination with the Fund Administration Directorate (DAF) and CDMYPE. She must present a Work Plan for a period of six months that includes the means and time in which the products aimed at achieving the Project goals are developed.

The consultant must present on magnetic media and on paper, the original and a copy of:

  • Work plan for a period of six months, according to the specifications provided by the DAF and the CDMYPE.
  • Monthly report of the work carried out and the results obtained with the number of companies served, detailing the type of care provided, the follow-up provided, initial business diagnoses and links made to strengthen the company.

Way to pay

Payment for the services will be made after the delivery of each product established in the previous table, subject to satisfaction and approval by CDMYPE and the CONAMYPE Fund Administration Directorate in accordance with the schedule established below.

The SSA contract determines the inclusion of all costs (all-inclusive); The Organization will not assume additional costs or benefits to the fees for services. Therefore, it is the consultant’s responsibility to have medical insurance for the contract period and it is recommended that it include medical coverage for illnesses related to COVID-19. Medical coverage must be international in cases where the contract requires international missions or assignments.

If selected for this vacancy, proof of medical coverage will be required to be presented within the first two months of the contract.

Supervision and performance evaluation

The consultancy will be managed by UN Women El Salvador. The supervision of this consultancy will be carried out by the MELYT Program Coordinator in coordination with the Fund Administration Directorate (DAF) and CDMYPE. The Consultant is not a United Nations official and will carry out the activities related to her consultancy virtually and in person, from his/her own workspace in accordance with what was agreed in the work plan.   

For the proper development of the consultancy, the supervisor will provide the selected person with the existing documents and information that UN Women has linked to the consultancy topics. It is the consultant’s responsibility to obtain primary and secondary information from other sources, if necessary.

The selected person will maintain permanent coordination with the supervision in charge, for effective execution and development of the products requested in these Terms of Reference and will provide information as requested within the framework of the terms of reference. 

In the current context of the crisis due to COVID-19, travel is not planned for this consultancy, but rather remote and virtual work. This may change after the current crisis situation.

Intellectual Rights , Patents and Other Property Rights

The right to equipment and supplies that may be provided by UN Women to the consultant for the performance of any obligation under this contract shall remain with UN Women and such equipment must be returned to UN Women upon termination of this contract. or when it is no longer necessary for the consultant. Said equipment, when returned to UN Women, must be in the same condition as when it was delivered to the consultant, subject to normal deterioration. The consultant will be responsible for compensating UN Women for damaged or damaged equipment regardless of its normal deterioration.

UN Women shall be entitled to all intellectual property and other proprietary rights including but not limited to: patents, copyright and trademarks, in relation to products, processes, inventions, ideas, know-how, documents and other materials that the consultant has been prepared or collected in consequence of or during the execution of this consultancy, and the consultant acknowledges and agrees that such products, documents and other materials constitute work carried out pursuant to the contract of UN Women. However, in the event that such intellectual property or other proprietary rights consist of any intellectual property or proprietary rights of the consultant: i) that existed prior to the consultant’s performance of his/her obligations under of this contract, or ii) that the consultant could develop or acquire, or could have developed or acquired, regardless of the performance of its obligations under this contract, UN Women will not claim and should not claim any ownership interest in the same, and the consultant will grant UN Women a perpetual license to use such intellectual property or other proprietary right solely for the purpose and requirements of this contract.

Required Skills and Experience

The selection process will be carried out through a desk review , in which a formal verification is first carried out that the applications comply with the documentary evidence to be examined and the minimum requirements established for the consultancy. Then, the technical evaluation of the applications received is carried out, which will be qualified based on technical requirements established in the following qualification table:
