Background
The eastern zone of El Salvador has socioeconomic and environmental characteristics that generate vulnerability for the
population. The Multidimensional Poverty Index (MPI) for the eastern region is 42.2%, with an incidence of 55%
in the rural area (the national average is 34%). The livelihoods of the eastern zone require adaptation to
climate change, inclusion of excluded populations and the creation of production mechanisms and linkages to
markets to obtain the best benefits.
The Rural Adelante program, implemented by the Ministry of Agriculture and Livestock with the support of the
United Nations Development Program and the International Fund for Agricultural Development (IFAD), seeks to contribute to
reducing socioeconomic vulnerability and increasing income, so sustainable, of poor families in
rural areas in municipalities of the departments of San Miguel, Morazán, Usulután and La Unión. The objective of the program
is to sustainably increase the income of rural families living in poverty, through three
complementary components: 1) Strengthening capacities for sustainable production with adaptation to
climate change, 2) Development of competitive value chains, sustainable and inclusive, and 3) Strengthening the
public policy framework for rural development.
Under the supervision of the General Management of the Program, the person in charge of the Planning, Monitoring and Evaluation Unit will be responsible for coordinating the planning, monitoring, evaluation and knowledge management functions, ensuring that they contribute effectively and efficiently to the implementation and achievement of the objectives and expected results of Rural Adelante
Duties and Responsibilities
- Coordinate the planning, monitoring, evaluation and knowledge management functions, ensuring that they contribute effectively and efficiently to the implementation and achievement of the objectives and expected results of Rural Adelante.
- Coordinate with the PMU team the design and implementation of the planning, monitoring, evaluation and knowledge management (PSEG) system, in accordance with national, MAG and IFAD guidelines.
- Coordinate the definition of the Program baseline, including the IFAD Monitoring Baseline. Will be responsible for promoting discussion on baseline results and their use to guide strategic planning of the Program.
- Facilitate, together with the General Manager, the development, review and adjustments of the Program strategy, at the start of execution and at the end of the year, to review its relevance and relevance towards achieving the objectives and results of the Program.
- Lead jointly with the General Manager the preparation of the Annual Operating Plan (POA), in accordance with the results of the execution of the previous period, the indications for the preparation of the Annual Plan and Budget and based on the demands of the organizations (PNO). and other Program participants.
- Coordinate with the Administration Area the linking of the POA with the budget for the execution of said plan
- Coordinate with the General Manager, component coordinators and advisory staff the implementation and monitoring of the progress of the execution of the POA activities.
- Coordinate the work of PSEG at the chain level. Responsible for installing a participatory SE in the PNOs, where the target groups will have the necessary and appropriate assistance and training to carry out their own monitoring and evaluation, which involves developing methodologies appropriate to the target groups and organizing training in their use.
- Prepare periodic progress reports on the execution of the POA, required by GOES, IFAD and others.
- Organize meetings and workshops to discuss the results obtained from the execution
- Report to the General Manager the progress and any situation that affects the results and the good progress of the execution of activities
- Coordinate the self-assessment processes and thematic evaluations prepared by the Program
- Support in the planning and execution of mid-term and final evaluations and other external evaluations of the Program
- Coordinate the processes of institutionalization of learning about experience and incorporate recommendations
- Integrate Knowledge Management actions together with the coordinators of the technical components and advisory units, as well as conduct the knowledge activities that correspond to their unit
- Assist the technical components in conceptual and methodological issues of planning, monitoring and evaluation and knowledge management and its application
- Organize meetings and workshops to train PMU staff and service providers on PSEG issues with emphasis on results-based management and participatory monitoring and evaluation approaches, as well as the use of internal planning procedures and mechanisms. policy monitoring and evaluation
- Prepare the necessary information for Supervision Missions
- Manage the archive of technical documents, in coordination with the Administration Area
- Perform other tasks that are assigned, as long as these are within the purposes of the area

Required Skills and Experience
Education:
- Professional in the areas of Engineering, Social Sciences, Economics or related areas, with a minimum bachelor’s degree, preferably with specialization courses at the master’s level in Administration and/or specialized studies in Planning, Evaluation, Knowledge Management or related areas.
Experience:
- At least 5 years of proven experience in rural development projects, with emphasis on planning, monitoring, evaluation and knowledge management, with a results-oriented approach
- 5 years of experience in participatory monitoring and evaluation, including the design and application of participatory, quantitative and qualitative methodologies for planning, monitoring and evaluation
- Experience as an advanced user in the use of computer programs and spreadsheets (Windows operating system, SPSS, Microsoft Project, among others)
Relevant Knowledge:
- Knowledge of participatory planning, group techniques and dynamics, negotiation techniques and conflict resolution
- Knowledge of the value chain approach and the formulation of projects and business plans
- With extensive knowledge of current legislation and public institutions related to the environment and climate change.
Abilities and qualities:
- With extensive knowledge of the national planning framework
- With the ability to systematize information, prepare reports and disseminate results. With ease of oral expression
- With knowledge of the value chain approach
- With team coordination and conflict management skills
- Licensed and experienced in driving vehicles
