ORGANIZATIONAL CONTEXT

In September 2018, after more than five years of civil war, the Republic of South Sudan signed a peace agreement with several opposition parties, including the SPLA-IO. Yet over the past two years, implementation of the peace agreement has stalled, and South Sudan continues to present a wide array of challenges to the conflict sensitive delivery of humanitarian assistance. While an enduring ceasefire covers most of the country, new armed opposition groups have emerged, with some remaining outside the peace agreement, and the peace process is deeply troubled and at risk of collapse. Armed conflict continues in several parts of the country, particularly in parts of Central and Western Equatoria. Sub- national and local violence has increased in Warrap, Lakes, Jonglei, Upper Nile, and Unity states, resulting in the killing of civilians and large-scale displacement, as well as contributing to widespread food insecurity and malnutrition.

United Nations Security Council Resolution 2417 (2018) reaffirmed the well-evidenced role of conflict as a primary driver of food security – including famine risk and occurrence – economic crisis, and the degradation of resilience in rural and urban contexts. These links demand a heavy analytical emphasis on the interactions of conflict, socio-economic wellbeing, and humanitarian programming if WFP is to be effective in South Sudan. Likewise, the role of humanitarian assistance – especially food and cash – in armed conflict and the associated risks of unintended negative consequences and opportunities for positive contributions to peace demands integrated conflict, food security, and programmatic analysis. The World Food Programme requires dedicated analytical staff to ensure conflict sensitive programming and to further the Triple Nexus agenda in South Sudan.

JOB PURPOSE

The Security Officer (Roving) will be a key member of the Emergency Operation Roving Teams in South Sudan. He/She reports operationally directly to the Head of Security for technical advice and final approval of recommended actions related to security. He will liaise closely with the Team Leader and the Head of Security to ensure that the team deployment is conducted in a safe and secure manner, with focus on the security of WFP staff, partners and assets. She/he will ensure that ground contact is established with the relevant authorities in control of the area, prior to deployment. Provide area specific security briefing to the team members before departure and make sure that the team deploys adequately prepared for deep field mission. On arrival to the location, she/he will as a matter of priority meet with the security authorities in control of the area and get their support and assurance for guaranteeing the safety and security of the team for the duration of their deployment. The incumbent will closely coordinate and advise the Team Leader on the most appropriate negotiation strategy when interacting with security authorities in the area of deployment. Ensure that the contact with Country Office interacting with security authorities in the area of deployment. The Incumbent will ensure that the humanitarian activities are conducted in a manner that would provide maximum safety and security of WFP staff, partners and assets on the ground. Besides the above the He /She will provide support for security assessments, plans, training and security drills to strengthen the capacity within security management and crisis readiness and preparedness, contributing to the development of country strategy, policies and planning.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Coordinate and liaise closely with the Head of Security for all security issues related to the deployment of the WFP Emergency Operation Roving Teams.
  • Ensure that all international staff in her/his team are SSAFE trained, briefed and security cleared prior to any field deployment.
  • Liaise closely with the Head of Security and UNDSS and have a contingency plan for any identified critical scenario (looting, rioting, ambush, armed attack, etc.).
  • Ensure a relocation/extraction and CASEVAC/MEDEVAC plan is put in place for the team in the advent of any emergency.

KEY ACCOUNTABILITIES CONTINUED

  • When required, assist and/or conduct security assessment in new locations identified by WFP for any project.
  • Ensure that the teams are in compliance with the security measures in accordance with the SRM of the location they are in.
  • Ensure that the contact with the Country Office/SO Radio Room is maintained as per the reporting SOP.
  • Immediately report to the Head of Security any incident or information that may jeopardize the operations and can put the life of WFP staff at risk.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.
Experience: Typically one year or more of progressively responsible professional experience in security management (relevant military, policy or corporate) and/or security risk management, with a background and interest in international humanitarian development. Experience in managing support staff.

Knowledge & Skills:

  • Good theoretical understanding of security management concepts and principals with a knowledge of best practices, techniques and processes.
  • Ability to assimilate a range of information and make basic analyses to support the development of efficient solutions.
  • Good communication skills and ability to adapt communication style to different situations and individuals.
  • Ability to contribute to and/or deliver effective briefing and training, assessing participant needs.
  • Knowledge of common business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems
  • Be conversant and have good understanding of the WFP and UNDSS security system and management procedures and ensure that they are applied accordingly.

Language: Fluency (level C) in English language and the duty station’s language, if different.
