Protracted conflict in Yemen has not only caused widespread damage and displacement, but also significantly reduced livelihoods opportunities and food security. Weaknesses within community institutions and local authority has eroded the social contract between them, whilst marginalization of communities’ further limits access to services and social cohesion. Local and community institutions are under resourced and under capacitated, limiting access to basic services. Communities are also subject to environmental shocks and threat at a time when coping mechanisms, strategies and assets are significantly depleted. Exposer to environmental stressors exacerbates the existing precarious situation and requires risk reduction strategies to mitigate the potential for further disaster. The combination of these hardships not only leads to increasing vulnerability to the point of famine, but also further weaken social cohesion and leads to inter-community conflict. Income generating activities, small businesses and both formal and informal employment opportunities continue to be profoundly impacted by the conflict, as well as the impact of Covid-19. Many households, especially female-headed, the poorest, IDPs and the marginalized, lost their source of income due to damage to infrastructure, the collapse of the local economy and a closure of businesses, including but not limited to the agricultural sector.
UNDP has been implementing the Enhanced Rural Resilience in Yemen (ERRY) project for the last six years to address to strengthen community and institution resilience and uplift their livelihoods. A new Phase of the project (ERRY III) has started in 2022. The Overall Objective (Goal) of the Programme is: Crisis affected communities are better able to manage local risks and shocks for increased resilience and self-reliance. Specific outcomes of the project are:
- Community institutions are strengthened and capacitated on gender sensitive resilience planning, conflict resolution and social cohesion.
- Vulnerable communities’ benefit from equal access to clean energy solutions, environmental protection, and climate adaptive capacity in sustainable manner.
- Sustainable livelihoods of women and men created through improved production, food security and income opportunities.
UNDP is seeking to recruit M&E officer based in Aden/Sanaa to support the ERRY Project Manager as well as lead project operation.
Duties and Responsibilities
Under the direct supervision of the UNDP ERRY Project Manager, the M&E officer will support project management, in providing support to the results-based project management and develop management system framework in accordance with the UNDP standards and best practices.
Specifically, the M&E officer will undertake the following:

Under the guidance of the Project Manager Supporting Resilient Livelihoods, Food Security and Climate Adaptation in Yemen (ERRYIII)
1.Ensure project monitoring and evaluation with focus on measuring progress towards results. |
2. Provide technical support to ensure all required M&E information is incorporated in designing, implementation and monitoring of Annual Work Plans. |
3. Ensure effective management of project monitoring and evaluation activities/processes. |
4. Manage project monitoring and evaluation information and data for quality reporting. |
5. Knowledge building and management in the areas of monitoring and evaluation |
6. Develop management information system framework, tools and application for ERRY, SIDA and Famine response projects. |
7. Gender Equality and Women’s Empowerment, ensure gender is integrated in all different evaluations/studies/reviews/assessments/audits design and methodology including mainstreaming gender in the TORs, tools, selection of consultants and reporting. And support the development of gender responsive monitoring framework |
8. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that

9. Organize trainings for implementing partners and UNDP project staff to manage the database, produced products such as factsheet, gender disaggregated data across the intervention, and targeted beneficiaries process monitoring of interventions (Baseline, beneficiaries’ profile, support received, and progress made against baseline), and Lead on UNDP innovation tools to monitor resilience indicators and support Project Manager with key data and evidence to produce resilience indicator report on quarterly basis. |
10. Support the development of the annual work plan, activities, targets, budget, standards for measuring progress and results and determine the processes, tools, and methodologies to be used to ensure effective and efficient project implementation and operations. |

Required Skills and Experience
Min. Education requirements |
- Advanced university degree (master’s degree or equivalent) in Business Administration, Management, economics, development studies, Computer Sciences, or relevant related field is required. OR
- A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
