JOB DESCRIPTION

NRC is looking for a motivated, committed and qualified Liaison Officer who will actively contribute to managing contacts with administrative authorities in advance to provide support for the implementation of projects linked to the country strategy.

RESPONSIBILITIES

General responsibilities:

  1. Ensure adherence to NRC policies, manuals and guidelines.
  2. Implement administrative tasks delegated to him in accordance with the NRC action plan and RACI. 
  3. Ensure the correct archiving of documents (physical archiving and on Office 365 filling tree and ShairePoint)
  4. Provide administrative management support based on requests
  5. Facilitate access to state services as part of NRC activities 
  6. Contribute to the good management of good relations with the state service.
  7. Regularly support field offices in liaison activities.

Specific responsibilities: 

  • Coordination of the process of passport registration for international staff, registration with required authorities, movement clearances, visa extensions and exit visas – this will include monitoring and reporting the status of each staff member the human resources manager.
  • Facilitate obtaining entry visas for international staff joining the Chad program.
  • Support the administration officer in supervising the administrative management of international staff and visitors/visa/work permit formalities, monthly declarations, monitoring the situation of their stay in Chad. 
  • Support Human Resources in the process of obtaining approvals for international staff recruited for a period of more than nine months.
  • Ensure that all international staff are always registered for security purposes in accordance with procedures in place.
  • Coordinate with other humanitarian agencies to inform line manager of new changes.
  • Performs all other tasks assigned by his/her supervisor.

QUALIFICATIONS

General professional skills : 

  • Professional experience as a manager in a support function in a humanitarian context or in an international NGO
  • Experience as general resources manager in an international company or organization
  • Previous professional experience in complex and unstable contexts.
  • Proven results on position responsibilities.
  • At least 3 years of experience in a similar position.
  • English is an asset.
  • Good command of MS Office software, and any other management software would be an asset
  • Good knowledge of current labor legislation and the general tax code
