BACKGROUND
Purpose of Activity/Assignment:
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does – in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. To the degree that any child has an unequal chance in life – in its social, political, economic, civic and cultural dimensions – her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens – addressing inequity – not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital.
Related to this mission, UNICEF is directly involved in addressing gender-based violence (GBV) in some of the world’s most intense and complex conflicts and disasters. GBV in its various forms constitutes a global crisis which undermines social and economic progress; as one of the world’s greatest human rights violations, GBV must be addressed to ensure universal rights and principles with regard to equality, security, liberty, integrity and dignity of human beings. Preventing and responding to gender-based violence in emergencies (GBViE) is recognized as a life-saving measure and an essential component of humanitarian action. As a lead agency in addressing GBViE, UNICEF has expanded its on-the-ground programming in recent years and made prevention and risk mitigation of, and response to GBViE one of its targeted priorities in its new Strategic and Gender Action Plans (GAP) 2022-2025, as well as in the new Child Protection Strategy. GBViE contributes to the results under Goal Area 3 and is also now a cross-cutting priority across the new Strategic Plan-, making GBV risk mitigation one of UNICEF’s change strategies and a key contributor across all Goal Areas.
Following years of implementation of the GBV Case Management Capacity Building Initiative (CM CBI), UNICEF received feedback on the need for practical guidance on how to deliver GBV case management in the context of child, early and forced marriage (CEFM). To respond to this need, UNICEF will revise the 2017 Interagency GBV Case Management Guidelines section that addresses case management for child/early marriage, as well as the accompanying training module. The objective is to improve and harmonize the quality of case management provided for CEFM cases by developing practical guidance and tools for training caseworkers. The project started with (1) the establishment of an Advisory Board; (2) an initial scoping of relevant stakeholders; and (3) the identification of the country for the co-creation workshop and pilot: Somalia. During the contract period, the consultant will finalize the development of the CEFM guidance, as described below.
The consultant will also support the expansion of the rollouts of Primero/GBVIMS+. In November 2020, the latest iteration of Primero was released (Primero v2) with the first inter-agency launch of the GBVIMS+ v2 in September 2021. Since 2021, UNICEF has been leading on the inter-agency efforts to rollout Primero/GBVIMS+ into national, government-level structures for greater sustainability. This initiative is being implemented in Sierra Leone and Iraq. At this stage of implementation, the system deployment still requires, both in humanitarian and government contexts, guidance and capacity development to ensure sustainable use.
Scope of Work:
- Organize and facilitate quarterly Advisory Board meetings to support the development of the CEFM Guidance;
- Finalize the global desk review and produce the report;
- Plan and facilitate the co-creation workshop in Somalia, including drafting the report with recommendations;
- Develop the Guidance based on the recommendations and the Advisory Board’s inputs;
- Facilitate the field testing in Somalia and generate recommendations to finalize the package;
- Finalize Guidance based on the recommendations of the pilot, with the Advisor Board’s review;
- Facilitate a global dissemination event to launch the CEFM package;
- Provide mentoring sessions for the end user of GBVIMS+ in Sierra Leone, especially focused on data analysis;
- Develop and disseminate at least two GBVIMS+ learning products;
- Provide coaching sessions for in-country or regional system administrators.
The consultancy will be home-based with travels when need be/feasible.

Qualifications
Education:
- Masters in Public health, social work, gender studies, international law or other related degree.
Work experience:
- Minimum of 8 to 10 years of programme management experience, including at least 5 years implementing GBV programming and/or engaging with GBV coordination in humanitarian contexts.
- Demonstrated experience with GBV case management and its intersections with information management. Knowledge of the inter-agency GBV case management guidelines a plus.
Competencies/Knowledge:
- Deep understanding of GBV guiding principles and the survivor-centred response.
- Experience on Primero/GBVIMS+ and its deployment. Experience providing training on GBV information management, case management and GBVIMS+ a plus.
- Demonstrated understanding of issues related to confidentiality, data safety/security and other ethical concerns related to the sharing of sensitive data between humanitarian agencies.
- Excellent Computer skills and in-depth knowledge of pivot table/chart and data analysis.
- Demonstrated experience facilitating remote workshops.
- Experience in GBV related knowledge management and sharing is an asset.
- Ability to develop an understanding of the UNICEF processes.
- Excellent drafting skills and ability to write effectively for UNICEF.
- Demonstrated organizational skills, including the ability to work independently and productively with multiple stakeholders in a fast-paced environment.
- Excellent interpersonal and communication skills.
Language proficiency:
Fluency in written and oral English is required. French and/or Arabic are an asset for this role.

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4
