Job Description

The Large Marine Ecosystem of the Humboldt Current (GEMCH) is one of the largest and most productive ecosystems in the world, providing about 15% of the total production of fish and shellfish and supporting the largest single-specific fishery globally (anchovy). In addition, it has biodiversity of high conservation value; however, the risk of deterioration of the GEMCH attributes is high. In this context, Chile and Peru have joined forces by establishing a joint vision that allows for a healthy, productive and resilient Large Marine Ecosystem, through management with an ecosystem approach that guarantees the conservation and sustainable use of its goods and services for the benefit of their towns.
Based on the above, the project “Catalyzing the implementation of a Strategic Action Program for the sustainable management of shared living marine resources in the Humboldt Current System” , known as “Humboldt II Project” , is being implemented . The initiative is executed by the Undersecretary of Fisheries and Aquaculture of Chile (SUBPESCA) and the Vice Ministry of Fisheries and Aquaculture of the Ministry of Production of Peru (VMPA-PRODUCE) and implemented by the United Nations Development Program (UNDP) with co-financing from the Global Environment Facility (GEF). The objective of the project is to “facilitate ecosystem-based fisheries management and ecosystem restoration in the Humboldt Current System for the sustainable and resilient provision of goods and services from shared living marine resources, in accordance with the Strategic Action Program (PAE) approved by Chile and Peru.”
In the context of the execution of the aforementioned project, UNDP requires a Binational Project Coordination Analyst . The professional will be responsible for coordinating and directing the project both in Chile and Peru and for ensuring the generation of the specified products and results defined in the Project Document, in accordance with the required quality standards, within the limitations of established time and cost, and with the scope indicated in these Terms of Reference.
Scope of work
The main objective of this position is to comprehensively coordinate the implementation of the project in Chile and Peru, facilitating coordination and collaboration between interested parties, leading and technically supervising the Project Management Unit to ensure compliance with the project’s products and results. , in accordance with the required quality standards and the committed times.
Among the functions and expected results are:
  1. Project execution. Comprehensively plan and coordinate (binationally) the execution of project activities as established in its results framework, planning and monitoring the execution of annual activities, supporting the work and coordination between the National Directors of the project. and the other instances of collaboration of the project (Steering Committee, Technical Committee, Tables or Working Groups, subcommittees, UNDP country offices, etc.), through effective and efficient direct management and with the support of the National Coordinator of Peru, and the other members of the project management unit.
  2. Comprehensive Management of the Project Unit. Direct, coordinate, supervise, evaluate the performance, and directly organize the tasks of the professionals of the project management unit (PMU) under your supervision in Chile, and of the professionals of the project management unit in Peru, through the National Coordinator of the project in Peru.
  3. Procurement of services and supervision of suppliers. Drafting and/or approving terms of reference (TDR) for the procurement of services by the UGP professionals, supervising directly and/or indirectly the consultants and contractors executing project activities at the national level (Chile) and binational (when appropriate), supporting the UGP members in all that is appropriate, and effecting the final review of the products and approving the same for subsequent payment.
  4. Relationship with Partners. Ensure collaboration and coordination with the national counterparts of Chile and Peru of the project (public institutions, beneficiaries, GEF focal points, etc.), in addition to other projects and actors with similar objectives and themes, who act in the areas of interest of the project, in order to align the execution of the project with the institutional agenda of the partners.
  5. Relationship with UNDP Chile and Peru. Maintain close communication and coordination with the UNDP offices in Chile and Peru, as well as with the Regional Technical Advisor of the project (UNDP regional headquarters), providing regular information on the progress status of the project and satisfying the needs for data, reports ( partial, annual and final), minutes, or other documentation required regarding the project and its progress.
  6. Gender and interculturality. Guarantee the mainstreaming of the gender and intercultural approach in all project actions, guaranteeing the implementation of the Gender Action Plan and the necessary measures to ensure the implementation of the intercultural approach in it.
  7. Knowledge management. Systematize learning and compliance with results for correct reportability to executing agencies, UNDP, donors and interested parties; prepare information and participate in events/discussions to disseminate and position the progress of the project at the national, binational, regional and global level; prepare knowledge management and communication products of the project’s progress for dissemination on IWLearn, UNDP platforms, platforms of the member countries (Chile and Peru), as well as in other spaces of importance to the topic.
Institutional agreement
Whoever holds the position of Binational Coordinator of the project will work under the supervision of the National Project Director in Chile and Peru and the Environment and Sustainable Development Program Officer of UNDP in Chile. He will be responsible for serving as Executive Secretary of the Project Steering Committee, supervising the project management team and coordinating with the Peruvian management team and the government counterparts of that country. As indicated in the functions, he must maintain adequate coordination and fluid communications with various actors. His workplace will be established in the Undersecretariat of Fisheries and Aquaculture of Chile, in the city of Valparaíso. Likewise, he must comply with the field work requirements that the position demands, as well as deal with possible contingency situations.

Required skills and experience
Education
  • Advanced university studies (Master’s degree or equivalent) in the area of ​​engineering, applied sciences, social sciences, natural sciences, biology, law, administration, or another field related to the responsibilities of the position, is required.
  • University studies (Bachelor’s degree or professional degree) in the areas of interest of the Project, such as sustainable development, conservation, sustainable fisheries or in a field related to the responsibilities of the position, in combination with two additional years of relevant experience, will be considered favorably in lieu of Mastery.
Years of relevant work experience
  • Minimum 2 years (with a Master’s degree) or 4 years (with a bachelor’s degree or university professional degree) of relevant experience.
Relevant experience will be understood as the set of work experience that includes:
  • Experience in areas of planning, direction, coordination, supervision of multi-stakeholder plans, programs or projects, including leadership and coordination of work teams, whether in the public or public-private sphere, in institutions related to the fisheries sector or another related sector.
  • Experience in supporting the management of sustainable fisheries and/or sustainable value chains; o fisheries research; o productive diversification of industrial or artisanal fishing; or a combination of them.
  • Experience in initiatives related to planning, management and management of marine-coastal governance models or systems, with a focus on sustainable fishing and/or biodiversity conservation.
In the case of graduates or professional graduates, it will be considered an advantage to have a minimum of 7 years of relevant work experience. In the case of professionals with a Master’s degree or higher in the indicated fields, having a minimum of 5 years of relevant experience is desirable.
Additional requirements
  • Management of office tools, collaborative tools, storage clouds and platforms such as Teams or Zoom.
  • Knowledge and experience with management tools, planning, ERPs.
Additional Desirable Criteria
  • Experience in planning and managing multisectoral plans, programs or projects financed by international cooperation instruments (GEF, Green Fund, European Union, etc.).
  • Experience working in direct collaboration with coastal communities, with a focus on the productive development of fishermen or other related sectors.
  • Previous experience in or with international organizations or equivalent, preferably from the United Nations System. – Experience in writing reports on results and achievements of international cooperation projects.
Languages
  • Fluency in the Spanish language required.
  • Working knowledge of English is desired.
Professional certificates
  • Applicants will be required to prove, through certificates or other similar documents, their work experience in handling the aforementioned tools.
Trips
Official travel is planned for this position, both national and international. These include trips to localities where there are pilot sites of the project, both in Chile and Peru, as well as to other regions for dissemination activities, training and exchange of experiences that contribute to expanding the results and scope of the project.
