BACKGROUND AND PURPOSE OF THE ASSIGNMENT :
The Consultant will work under the direct supervision of the Head of the Partnerships & Reporting Unit, and in close collaboration with the Programme & Policy units.
The purpose of the position is to foster and lead partnerships with International Financial Institutions (IFIs) and strategically position WFP within the humanitarian & development spheres and mobilize new resources to achieve zero hunger and advance the Haiti Country Office’s goals.
The Consultant will carry out a broad range of partnerships and reporting activities in support of the Country Office, which is classified as an ‘Corporate Attention’. The post holder will engage with internal stakeholders and a host of IFI and government entities.

QUALIFICATIONS & EXPERIENCE REQUIRED:
How can you make a difference?
Within delegated authority, you will be responsible for the following tasks:
Lead WFP Haiti’s engagement with International Financial Institutions, including through scoping and mapping national and regional priorities (including national capacity gaps, budget allocations and fiscal space) and, drafting tailored strategies and value propositions, and process support.
Provide tailored support to Programme & Policy colleagues in their engagement with National Government counterparts, as well as supporting follow up on strategic and funding opportunities to advance countries’ development agendas.
Proactively scan the country development landscape and support exploration of viable opportunities and new approaches for WFP’s strategic engagement in the development space with the IFIs.
Support the design and negotiation of partnership proposals, joint strategies and/or MOUs in line with corporate norms, processes and external regulations;
Contribute to negotiations on strategic partnership agreements in line with WFP’s corporate norms, processes and external regulations, in order to reach advantageous outcomes for WFP, with IFIs and government partners.
Undertake any other duties as requested related to IFI and government engagement, in line with the Terms of Reference and purposes of strategic partnerships.
DELIVERABLES AT THE END OF THE CONTRACT :
1. By strategically positioning WFP Haiti, increase funding from IFIs.
2. Institutionalize the Strategic Partnerships function within the Haiti Country Office.

Education:
Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications, or other relevant field, or First University degree with additional years of related work experiences and/or trainings/courses.
Experience:
Between 2 – 5 years of postgraduate professional experience in public sector management, development projects, emergency assistance and/or institutional strengthening.
He/She has knowledge of International Financial Institutions and sound understanding of their structure and mechanisms.
Knowledge & Skills:
Strong writing, analytical and research skills;
Good interpersonal skills,
Teamwork spirit and ability to work in multicultural settings;
Superior cognitive capacity.
Languages:
Fluency (level C) in French and English are a must.
