About work 

DRC/ACM has been present in Colombia since 2011, focused on capacity building, creating humanitarian demining programs and supporting populations affected by conflict in the south of the country. 

We work to enable communities emerging from conflict to regain access to their homes and support the efforts of governments, relief and development organizations to enable community recovery and transition to social and economic development. 

Purpose of the position 

Exercise command and control in team leaders and deminers in the ET/Clearance tasks of the APS/APC, in the search for Explosive devices, in addition to carrying out internal quality control processes and monitoring the assurance of the internal quality to the teams in charge as established in the DRC-ACM regulatory documents.

 

Responsibilities: 

  • Plan and coordinate clearance work in the APS/APCs assigned to you.
  • Responsible for the security and execution of assigned operations (including logistical aspects).
  • Comply with the work schedules established for the Demining Unit.
  • Coordinate Supervision work with Team Leaders, Quality Officer, Field Technical Manager and with the Monitoring Body (CEM).
  • Verify with the respective Team Leaders daily that all logistical, technical and human resources are in perfect operational condition for the effective and safe development of tasks.
  • Supervise and consolidate the daily report inputs of the Team leader(s), integrating the information into the Daily Progress Report, sending it to the Field Technical Manager in copy to the Quality officer.
  • If an accident occurs, immediately inform the Field Technical Manager and Radio operator of the base.
  • Maintain good relationships with the staff of the National Authority, the CEM-OAS, the DRC-ACM staff (subordinate teams and other members) and especially with the community.
  • Carry out random inspections of demining material, in coordination with the Team Leader.
  • Verify the correct marking of the APS/APC, that personnel movements are carried out correctly, and ensure that safety distances are respected.
  • Verify that the transportation and storage procedures for explosive, deflagrant or combustible material are carried out in exhaustive compliance with safety regulations and that these, in turn, are in accordance with Colombian legislation.
  • Verify daily the safety, environmental management and hygiene conditions in the accommodation area.
  • Control that the elements and technical material used by the staff are appropriate and used efficiently, especially the detectors.
  • Exercise control over the maintenance and conservation of equipment and tools.
  • Coordinate the execution of in-situ destruction of the MAP/AEI/MSE when it is at its EOD level.
  • Carry out the CCI weekly according to the DRC-ACM regulatory guidelines, or when deemed necessary by the GTC.
  • Carry out monitoring (ACI) of the teams under your charge as established in POA04 (minimum one Check List per week per team).
  • Monitor and analyze the productivity achieved and recommend methods and practices to improve the profitable productivity of the operations to be carried out in the project.
  • The Supervisor must suspend humanitarian demining operations if individual or collective security conditions are being violated and place people’s lives at serious risk.
  • Be responsible in the ET/D Operations area in the event that an accident or incident occurs (in his absence or if the Supervisor is the injured party, this responsibility rests with the corresponding Team Leader, and successively).
  • You may be part, if not involved, in the Accident and Incident Investigation Team.

Security and health at work

  • Actively participate in the formation of COPASST – Labor Coexistence Committee – Emergency Brigades, as well as the activities they carry out.
  • Comply with the rules, regulations and instructions of the SG SST.
  • Report in a timely manner the dangers and risks latent with your workplace.
  • Attend OSH training defined by the SG-SST training program.
  • Ensure the maintenance of order and cleanliness in your position and work area.
  • Provide clear, truthful and complete information about your health status.
  • Immediately report work accidents, incidents (near accidents) and illnesses diagnosed as work-related to the OSH area and your immediate boss.
  • Report to the immediate boss the need to take corrective or preventive actions, which correspond to real or potential non-conformities of the process to which it belongs.
  • Participate in training activities, drills and those that are scheduled from occupational health and safety.

Medical support, Command and Control:

  • Keep the first aid and MEDEVAC skills that the organization instructs you up to date.
  • Know in detail the MEDEVAC Plans at your work site, base, camps and/or en route.
  • Assist the Team Leader or anyone responsible at all times in the execution of the MEDEVAC in the event of an accident.
  • Verify that the MEDEVAC Plan, communications and marking is in condition to be able to start the work.
  • Verify the proper location of the nearest landing site (HLS) and/or parking location of the evacuation vehicle, to ensure adequate MEDEVAC.
  • You will verify with the respective Team Leaders that the MEDEVAC Plan is available at the work sites, updated and in optimal operating conditions.

Logistics and resources :

  • Ensure that the equipment and means made available to you are used correctly, keeping them in perfect operational condition (cleanliness and care).
  • Immediately report all damage and/or loss of materials/equipment to the Field Technical Manager.
  • You must comply with traffic laws, vehicle care and maintenance and any other regulations that ensure the care of the vehicle.
  • Support in the daily maintenance activities of the areas inhabited by DRC, camp, demining areas and others related to the organization.

Cross-cutting responsibilities :

  • Attend special training as required.
  • Apply humanitarian and DRC principles in the exercise of their functions.
  • Be willing to carry out other tasks, in which DRC-ACM trains you, for the best fulfillment of the objectives and indicators of the program, for example, performing tasks as NCD Supervisor, ERM Leader.
  • Comply with the organization’s code of conduct and Local Safety Standards.

All DRC staff are expected to undertake the following general duties:

  • Work within the framework of DRC’s core values ​​and standards.
  • Be familiar with and adhere to all DRC policies and procedures.

 

Education:  (Include certificates, licenses):

  • Complete bachelor’s degree.
  • Team Leader course and accreditation.
  • B1-B2 driver’s license

Desirable: 

Equivalent training and positions in other organizations are valid: 

  • Course and accreditation of non-technical study.
  • Experience in Internal Quality control and quality assurance processes.
  • Technician or Technologist in some area of ​​knowledge.
  • EOD I and 2 course and accreditation.

Languages:

  • English desirable.
