Job Description
It is for this purpose that the GEMS Project has been designed with enabling functional tools of professionalizing the Ministry of Interior with focus on adoption of integrated soft borders approach through bilateral cooperation, inter-agency cooperation, intra-agency cooperation and local stakeholders’ participation that safeguards customary rights of local communities and economic activities for accelerating the growth. The Project has been envisioned to induce behavioural change in conduct of public affairs, learning from relevant comparative experiences and changing the attitude of immigration and border police to match the standards of good governance for accelerating reforms.
The Special Skills Analyst (SSA) for Ministry of Interior, supports the Change Agents and the Office of the Minister through trainings, coaching and mentoring about the enforcement of the rule of law, integrated border management with focus on immigration and customs, operational policies, and professional ethics for informed decision-making. The SSA focuses on effective and efficient handling of issues arising from transhumance (e.g., subsistent cross-border trade and combat of trans-border crimes, especially smuggling and trafficking). These are coordinated with the work of PFM-RS Secretariat and in collaboration with development partners who appreciate triple nexus approach of linking peace, humanitarian, and development to the following Public Finance Management Reform Strategy (PFM-RS) Priorities:
- Implementation of the Treasury Single Account (TSA);
- Strengthening of Cash Management;
- Relocation of the Loans Committee to the MOFP;
- Reviewing, Verification and Clearance of All Arrears;
- Reviewing and Verification of Loans and Contracts Collateralized or Guaranteed Against Crude Oil;
- Strengthening of Anti-Corruption Commission (ACC) and National Audit Chamber;
- Establishing of Public Procurement and Disposal of Assets Authority (PPDAA);
- Rolling out of the Electronic Payroll Using a Biometric System;
- Strengthening of the Fiscal Financial Allocation & Monitoring Commission (FFAMC);
- Strengthening of the Macro-fiscal Framework;
- Strengthening of the Budget Process and Budget Credibility;
- Improving Revenue Management;
- Boosting of Legal Frameworks for Institutional Strengthening;
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Special Skills Analyst (SSA) for Ministry of Interior – Immigration and Borders, shall be supervised directly by GEMS/PFM Project Management Specialist as indicated in the Organigram in the Annex showing the position of this function within UNDP South Sudan Country Office and under Strategic Governance Unit (SGU).

- Advanced University Degree (master’s degree or equivalent) in Computer Science, Law, Political Science, Economics, International Relations, Public Administration, Management, Policy, Sociology or other related field is required.
- A first-level university degree (bachelor’s degree) in above listed fields of study, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Up to two years (with master’s degree) or minimum of two years (with bachelor’s degree) of working experience in public or private sector with particular focus on immigration, borders, and diplomacy.
Required Skills:
- Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheets and web-based management systems such as ERP financials and database packages.
Desired Skills:
- Professional experience in working at Ministry of Interior of South Sudan or as Special Skills Expert (SSE) under UNDP contract;
- Demonstrated Mentoring, Coaching and Training Skills;
- Working experience in the UN.
Required Language(s):
- Fluency in Written and Spoken English and Arabic is required.
