Overview of position
Background & context:

Fish contributes to poverty alleviation, food & nutritional security primarily in the coastal governorates of Aden, Taiz, Hadramawt & Mahrah as well as Hajjah, Hudaydah, Lahj, Abyan, Shabwah & in other inland parts of the country such as Sana’a. Food prices, including fish prices have been increasing due to continued fluctuation of local currency, impacts of the COVID-19 pandemic & the ongoing conflict. While fish is a staple of Yemeni diet, there is evidence there is a significant number of households who do not utilize fish at a level it could be utilized & lack understanding of the nutritional benefits of using fish.

Climate change is altering physical properties such as salinity, temperature & pH levels in the marine environment which can lead to adverse impacts on marine biodiversity. For example, there is increasing evidence that coral reefs in the northern part of the Gulf of Aden are being damaged by unusual marine conditions & coral bleaching & mortality events, attributing to higher sea water temperatures.

Continued weak capacity to monitor, control & enforce sector regulations are leading to rampant marine pollution through spilling oils from on water & inland machinery, dumping of sewage & discarding undesired fish & other waste in the sea. Moreover, there have been reported cases of overfishing & possible depleting stock of species.

There are only a few places (Aden, Lahj & Al Mahara) where women, mostly from the low social status groups, are actively involved in fisheries related work. In urban areas, women are more commonly employed in secondary fisheries related activities with around 45% of the employees in fish processing plants & quality control laboratories. Women’s roles in fisheries & its development are matched to the pattern & scale of fishery resources, their uses & state of exploitation. In general, rural women, including the fisher women communities continue to struggle under the burden of production & domestic labor & are confronted by poverty, lack of access to productive resources, illiteracy, high health risks & denial of market access in profitable food sectors. Overall, the fish supply chain has been greatly dented.

SFISH project is working to contribute to support livelihoods of the fishery folk & also the governance structure in an attempt to revamp the sector through, fish data collection & analysis for sustainable fisheries management & investment in fishing community infrastructure.

Assignment objective:

The objective of the assignment is to establish regular fishery data collection & reporting.

Regular collection of fishery data will contribute to sub national governance decision making & also contribute to regional reporting. Given the capacity & access limitations, utilization of simplified fishery data indicators will assist in assessing challenges that impacts the sector & proxy status of fish stocks.

Role objectives
Scope of work:

The specialist’s primary objective will be to understand the end users’ data needs & identify relevant data sources. The focus will be on developing a comprehensive data collection matrix tailored to the fisheries sector. This matrix will be designed to systematically organize & structure the data collection process, ensuring the capture of essential information relevant to the fisheries management & policymaking. The consultant will pilot this approach in selected fishing communities, emphasizing the adaptability of the matrix to the current context. The matrix developed will serve as a foundation for future integration into a more advanced digital information system. Therefore, the consultant will:

Develop a comprehensive matrix to capture essential fishery data indicators, tailored to the specific needs of Yemen’s fisheries sector.

Establish a structured approach for regular data collection, identifying responsible fisheries authorities & their equipment & training requirements.

Assist fisheries authorities to identify officers, community members or others to be equipped & trained Enumerators in selected communities.

Create a reporting matrix to streamline data submission from Enumerators & plan training for identified Officers & community members in selected communities.

Supervise the pilot program in selected communities & the responsible fisheries authority in a startup phase followed by mentoring over within the 12 month assignment period.

Methodology:

This assignment will involve fishery data collection, indicators & management reports that will support documentation of fishery governance actions that will be identified through the course of the project.

The specialist will work closely with MoAIFW & GAF while conducting several meetings & providing training to selected Enumerators & fisheries administration staff. This collaboration will also include overseeing the initial phase & offering guidance & mentoring within the 12 month period.

The consultant will undertake field missions to the targeted landing sites for data collection, consultation with the key stakeholders, landing site officials & respective GAFs as well as conduct the training on operation of the system. S / He should also conduct monitoring missions to ensure & inspect the functionality of the data collection system & take propose measures for improvement as needed.

The specialist will be expected to generate the following specific outputs in the following table:

Monthly data summaries during supervision & support for monthly data analysis through mentoring over the project period.

Directly after receiving the report on the data collection system.

Final monitoring report for the whole 8 months & final report of the assignment, including the following:

Review of outcomes & lessons learnt up to month 11 of the pilot project.

Recommendations for the continuation of data collection at pilot sites & phased extension of data collection to all fish landing sites.

The last month of the assignment.

This role reports to the line manager.

Key competencies
Bachelor’s degree in data science, statistics, fishery science, economics, business administration or any other related discipline with 10 years of professional work experience in the general area of environment, marine biology, fisheries management & / or agricultural economics, in addition to experience in policy advice, policy studies & / or program support in different development contexts is required.

Experience in data collection & analysis including quantitative, qualitative & mixed methods.

Strong capabilities in reporting & data visualization with tools like Power BI or Excel are essential.

Processing, formulating & writing policy advisory services to governments related to sustainable development in the fishery sector management.

Experience working with at least two projects with the same methodology (surveys) related to the fisheries sector, in a developing country setting in the context of design & / or implementation of development projects.

Team management
This role has no team management responsibility.

Further information
It is expected that the study will be launched at the beginning of March 2024 for an estimated duration of 4 months for analysis, training & on site support followed by 8 months of remote monitoring & support.

The assignment will be Aden based with travel to selected fisheries administration & fishing communities.
