Background

UN Women Mali is seeking qualified personnel with strong skills for the position of Human Resources Associate to provide assistance to the Operations unit.

Under the technical direction of the WCARO Region HRBP and daily supervision of the Director of Operations, the Human Resources (HR) Associate is responsible for administrative and logistical support of recruitment and placement, administration of benefits and entitlements staff and external contractors, other HR administration matters and separation of staff.

 

Duties and Responsibilities

Functions:

1. Administer and implement UN Women Mali’s human resources strategies, policies, rules and regulations

  • Provide general and specialized information to management and staff on human resources strategies, rules and regulations;
  • Identify ways to meet administrative needs within existing policies;
  •  Interpret processes and procedures, anticipate and manage operational needs;
  • Prepare a written response to human resources-related questions.

2. Provide administrative and logistical services in full compliance with UN Women human resources rules, regulations and policies and guidelines

  • Process, draft, revise, proofread and finalize for approval a variety of correspondence and other communications;
  • Ensure administrative coordination in the extension of contracts, the processing of national benefits and allocations and the renewal of UNLPs and visas;
  • Enter and track transactions related to positions, recruitment, benefits, earnings/deductions, retroactivity, recoveries, adjustments and terminations in Quantum;
  • Facilitate responses to audit findings and recommendations;
  • Assist in the management of leave and personnel files;
  • Facilitate the integration of new employees and provide administrative support for those leaving the organization.

3. Facilitate and coordinate recruitment processes in full compliance with UN Women human resources rules, regulations and policies and guidelines

  • Write vacancy notices;
  • Pre-select candidates, host and participate in interview panels as needed;
  • Prepare recruitment recommendations and related documents for the regional oversight committee (CRB);
  • Prepare the establishment of positions, liaise with the region’s HR administration and ensure that appropriate measures are taken;
  • Provide regular reports on the status of recruitment;
  • Provide advice to local recruitment into programs/projects if necessary.

?4.   Provide administrative support for staff performance management, learning and development in full compliance with UN Women human resources rules, regulations and policies and guidelines

  • Assist in monitoring and compliance with staff evaluations, learning and staff development;
  • Help employees design multi-year training plans.
  • Assist in compiling and rolling out the staff training and upgrading policy.

5. Maintain HR data in full compliance with UN Women human resources rules, regulations and policies and guidelines

  • Maintain and update the internal database and records on HR administrative matters in a confidential and secure manner;
  • Produce a variety of standard and non-standard statistical and other reports from various databases;
  • Updating position data in Quantum and updating COAs information.

6. Facilitate the acquisition and sharing of knowledge

  • With the assistance of the HR Associate, present capacity building programs for staff;
  • Provide a synthesis of lessons learned and best practices in human resources administration.

7.   The holder of this position carries out other tasks falling within his functional profile deemed necessary for the functioning of the UN Women Mali Office.

Supervision:  The incumbent of this position works with an HR Assistant who is under his direct supervision.

Required Skills and Experience

Education and Certificates:

  • A secondary school diploma is required.
  • A degree in human resources, business administration, public administration, management or any other related field is an asset.

Experience:

  • At least 6 years of relevant experience in personnel administration and/or human resources management.
  • Experience in recruiting and benefits administration in international organizations is an asset
  • Experience researching and interpreting UN Staff Regulations and Human Resources policies and procedures is highly desirable.
  • Experience using computers and office software packages (MS Word, Excel, etc.) and experience handling web-based management systems, including experience using a system ERP (i.e. Oracle Cloud, SAP or PeopleSoft) is an added advantage.

LANGUAGES:

  • Speak and write French fluently;
  • Speaking and writing English fluently is an asset;
  • Speaking a local language of Mali is an asset.
