Appointments with technical cooperation contracts do not confer the right to a career in the ILO or to automatic renewal of contract or conversion to a commitment of another nature within the Organization. One year of fixed-term contract will be granted. Furthermore, extensions of technical cooperation contracts are conditioned in particular on the following elements: the availability of funds, the continuity of the need for the functions carried out and satisfactory services and conduct.

 

*Conditions of employment for external candidates: In accordance with current practice at the ILO, the external candidate will normally be recruited at the first step of this grade. The entry salary for this grade is: 44,221.00 Tunisian Dinars per year.

Introduction

The International Labor Organization (ILO) is the United Nations agency whose mission is to promote and implement fundamental rights at work, to increase employment and income opportunities for women and men. , to extend the benefit and effectiveness of social protection for all, and to strengthen tripartism and social dialogue.

The ILO Country Office for Algeria, Libya, Morocco, Mauritania and Tunisia, based in Algiers, is seeking to recruit an Administrative and Financial Assistant for a cooperation project development in Tunisia supported by the Secretary General’s Fund for the Consolidation of Peace (“PBF”), called “  Responsible and inclusive social dialogue for lasting social cohesion in Tunisia”. This project will be implemented jointly with UN Women over a period of 2 years.

In a context of social tensions in Tunisia, the project is designed both to preserve the space for dialogue in Tunisia and as a platform aimed at strengthening national capacities in conflict prevention. In order for the project to create sustainable and nationally appropriate capacities, particular attention will be paid to mechanisms and spaces enabling targeted beneficiaries to act as early warning actors and/or institutions capable of engage with authorities to influence decision-making processes at sectoral, regional and national level.

This project aims to strengthen the foundations of social dialogue as an effective tool for conducting structural and consensual socio-economic reforms making it possible to establish an inclusive and sustainable development model, guaranteeing social cohesion. This begins by raising awareness of the importance of maintaining social peace in times of crisis and of the essential role that social partners must play through close and effective collaboration. In the same direction, the project aims to strengthen the skills of tripartite constituents at both the organizational and technical levels in order to bring about a qualitative change in their intervention in terms of collective negotiations, prevention and resolution of social and even political conflicts, as was the case in 2014. The project also aims to strengthen the skills of constituents in terms of prospective vision and planning as well as the operationalization of socio-economic and environmental policies. In this context, the project aims to support the main actors of social dialogue in the implementation of operational plans relating to the reforms addressed and to conduct advocacy promoting the role of social dialogue and its structures in particular in taking into account the age and gender dimension in reform processes.

The project seeks to strengthen the inclusive nature of social dialogue in Tunisia, in particular by promoting the equal representation of women within all dialogue bodies but also by integrating into the substance of the dialogue the response to the specific needs of women, the advancement of gender equality and women’s empowerment. To achieve this objective, which will be implemented mainly by UN Women, the project aims to strengthen the knowledge and capacities of tripartite institutions regarding the inclusion and effective leadership of women as a guarantor of resilience and lasting social peace ( top-down). The project also directly supports women in their knowledge and abilities in order to contribute to decision-making (bottom-up). In this way, by strengthening the capacities of institutions and women, the project will enable social dialogue actors to promote gender equality in the world of work. Concretely, the project will support actors to discuss and adopt in a participatory manner new sectoral conventions or the revision of existing conventions based on an inclusive approach, including gender and youth dimensions and an operationalization of the gender approach by the through action plans. At the same time, the project will also increase inclusiveness through the dissemination of evidence regarding social dialogue, its implications, and means of contribution to a large and diverse audience.

Within the framework of the procedures established by the ILO for the management of development cooperation projects, the Senior National Coordinator will be responsible for the day-to-day management and implementation of the project and will provide services technical advice to project beneficiaries. He/she will ensure that the objectives defined in the project document are achieved within the indicated time and budget and will ensure compliance with ILO financial and operational procedures.

The central project unit – made up of the Senior National Coordinator as well as a based administrative assistant – will be located at the ILO project office in Tunis , which is administratively covered by the ILO Country Office in Algiers.

Supervision:

The post holder will be directly responsible for achieving the expected results of the project, under the direction and general supervision of the Director of the ILO Country Office in Algiers, and the direct supervision of the National Coordinator principal of the project.

The position is based in Tunis.

Essential Functions and Responsibilities

  • Maintain administrative and financial project files and documents, search for and select information and documents in the requested form, or on the basis of general guidelines, for use by third parties, for the drafting of reports, correspondence;
  • Prepare financial operations concerning commitments and expenditures and make the necessary adjustments to optimize the use of resources;
  • Prepare and ensure the development, management and budgetary monitoring of service and external collaboration contracts, workshops and training activities, official missions as well as other project actions;
  • Participate in the organization and preparation of meetings and make all important administrative arrangements for the organization of workshops and seminars and provide administrative and/or secretarial services for these meetings, seminars and/or workshops;
  • Verify payment supporting documents, ensure that all transactions are duly authorized and supported by paid invoices;
  • Ensure electronic archiving and sending of documents to the ILO Country Office in Algiers;
  • Make travel arrangements, hotel reservations, and create travel authorization forms for technical experts and partners;

  • Provide administrative and financial support and guidance to project staff and consultants regarding payments, benefits, travel claims, and other accounting and financial requirements;
  • Prepare periodic reports on time and contribute to any other necessary reports;
  • Work closely with project staff and the ILO Country Office in Algiers;
  • Maintain, update and transmit non-expandable equipment inventory records;
  • Perform any other tasks assigned by the line manager.

Required Qualifications

Training

The incumbent must have completed secondary education. Training in accounting, finance or a field related to administration.

Experience

At least six years of experience in the accounting and financial field, with good knowledge of administrative and financial management and project management. Experience in administrative and financial management within UN Agencies would be an asset.

LANGUAGES

Excellent command of French and good knowledge of Arabic. Good knowledge of English would be an asset.

Skills :

  • Good knowledge of financial management, accounting techniques, local taxation and banking methods.
  • Good knowledge of international accounting standards such as International Public Sector Accounting Standards (IPSAS) or other international or national accounting standards.
  • Knowledge of methods and techniques for evaluating the quality and efficiency of process execution.
  • Substantive knowledge of ILO programs and activities.
  • Knowledge of United Nations common system policies in the area of ​​finance.
  • Good knowledge of PC software (including word processing software, spreadsheets and presentation software) such as Microsoft Office.
