Details
Mission and objectives
Since the establishment of its country office in Ethiopia, the World Health Organization has provided a wide range of technical support to the Government of Ethiopia. This has been mainly in strengthening health services, addressing public health issues and supporting and promoting research for health. The major areas of WHO collaboration with the Government of Ethiopia are based on the following triple billion goals to ensure healthy lives and promote well-being for all at all ages:

1) One billion more people to benefit from universal health coverage
2) One billion more people better protected from health emergencies
3) One billion more people enjoying better health and well-being.

The strategic directions to address these priorities are broadly in line with WHO’s 13th General Programme of Work 2019–2023 endorsed in May 2018 by the Seventy first World Health Assembly. As the lead health agency, WHO works with different partners to support the Government of Ethiopia to achieve universal health coverage and the Sustainable Development Goals.

Context
In the context of the WHO’s Health Emergencies Programme and within the Emergency Preparedness and Response Program Programme (EPR), the international UNV will provide critical support in strengthening high-level multi-sectoral engagements in emergency preparedness, Pandemic Fund and other investments that fund health security preparedness, country readiness, infectious hazards preparedness, and risk communication and community engagements (RCCE).

Task description
Under the direct supervision of the EPR Team Lead and the EPPR Project Manager, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

• Support introductions, adaptations and rollout of partner initiatives focusing on the project in emergency preparedness and responses.

• Provide secretariat support to One Health platform hosted by WHO Ethiopia working closely with relevant technical Officers and agencies engaged in human-zoonotic
interface.

• Explore additional partnership opportunities with upcoming collaborations with partner institutions in collaboration with AFRO and WHO Country office colleagues
under emergency preparedness and response program.

• Coordinate and manage multi-sectoral engagements with stakeholders, including governments, private sector organizations, philanthropic foundations, and
international development partners, to support the establishment and implementation of the Pandemic Fund.

• Support coordination and management of Pandemic Fund proposal development, and implementations for project sub grantees in Ethiopia.

• Develop and implement strategies to raise additional financial resources from stakeholders to support PF projects, including domestic, private, and philanthropic
financing, or as co-financing from International Entities.

• Facilitate the identification and selection of EPPF projects that align with the objectives and priority areas of the Pandemic Fund and provide technical support and
guidance to project implementers to ensure the efficient and effective use of resources.

• Develop and implement monitoring and evaluation frameworks to track and report on the progress and impact of PF projects and ensure accountability and
transparency to stakeholders and the public.

• Develop and maintain effective partnerships and collaborations with relevant stakeholders, and represent the Pandemic Fund at meetings, conferences, and other
events to promote the Fund’s objectives and priorities.

• Support the project engagements in conferences, meetings and capacity building activities ensuring cross-fertilization of knowledge and competencies.

• Perform other related duties as assigned, including backstopping for other EPR colleagues in WHO, Ethiopia.

Eligibility criteria
Age
27 – 80

Nationality
Candidate must be a national of a country other than the country of assignment.

Requirements
Required experience
5 years of experience in programme management, stakeholders’ engagement, and convening high-level events at national and international level.
• Demonstrated knowledge of the international health regulations (2005), HEPR, and EPR flagships.
• Demonstrated sound knowledge of the partnerships in the Ethiopia and the African region.
• Capacity to conceptualize, organize and critically analyse situations and solve problems.
• Sound organizational and planning skills and ability to multi-task and produce results under pressure.
• Excellent communication and negotiation skills.
• Specialized training in project management is desirable.
• Certification of project management is desirable.
• Relevant work experience in WHO, UN agencies or other reputable international organization is desirable.
• Experience and knowledge of emergency preparedness and response programmes is desirable.

Living conditions and remarks
The position is based in Addis Ababa – the capital city of Ethiopia. The city is generally safe, apart from occasional petty crime. Addis Ababa is a regional hub for many humanitarian, development, and diplomatic agencies. Living conditions are good with basic services easily available (e.g. schools, restaurants, health, and recreation facilities). Good options for accommodation are available; and taxis are generally safe.
