Mission and objectives
Since the establishment of its country office in Ethiopia, the World Health Organization has provided a wide range of technical support to the Government of Ethiopia. This has been mainly in strengthening health services, addressing public health issues and supporting and promoting research for health. The major areas of WHO collaboration with the Government of Ethiopia are based on the following triple billion goals to ensure healthy lives and promote well-being for all at all ages:
1) One billion more people to benefit from universal health coverage
2) One billion more people better protected from health emergencies
3) One billion more people enjoying better health and well-being.
The strategic directions to address these priorities are broadly in line with WHO’s 13th General Programme of Work 2019–2023 endorsed in May 2018 by the Seventy first World Health Assembly. As the lead health agency, WHO works with different partners to support the Government of Ethiopia to achieve universal health coverage and the Sustainable Development Goals.
Context
In the context of the WHO’s Health Emergencies Programme and within the Emergency Preparedness and Response Program Programme (EPR), the international UNV will provide planning, monitoring and evaluation support for the Ethio-Pandemic Multi-Sectoral Prevention, Preparedness, and Response (EPPR) initiative funded by the pandemic fund and for related emergency preparedness and response initiatives at the WCO.
Task description
Under the direct supervision of the EPR Team Lead and the EPPR Project Manager, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
1. Facilitate a systematic collection of information pertaining to the joint operations plans (4Ws), from relevant units and key operational partners, to generate a consolidated overview of needs and requirements.
2. Coordinate data collection and analysis to monitor progress against plans according to established key performance indicators. Regularly report on response activities across all partners.
3. Collaborate with relevant internal WHO Ethiopia clusters and teams and key operational partners in the development of a strategic response framework and joint operations plan (4Ws) to outline the response strategies to emergency incidents.
4. Development of M&E frameworks, indicators, data collection tools and collection of both monitoring and evaluation data.
5. Monitor the implementation of Pandemic project and grant, ensuring that implementation, expenditure and reporting are consistent with plans and projects; Analyze risks for implementation and bring them to the attention of the responsible officers.
6. Support the development of strategic and operational plans and associated budgets outlining the required activities and resources.
7. Undertake regular planning reviews, when necessary, to provide periodic estimates and forecasts on response requirements based on technical needs.
8. Actively participate in internal and external communication activities and support resource mobilization efforts through providing overall analyses of needs and technical contributions to the development of project proposals and identifying budget needs.
9. Provide guidance on project management, promote best practices on the development of work breakdown structures, project plans, timelines, etc.
10. Facilitate the monitoring of the EPPF project activities at the country level including designing methodologies, tools, and indicators for monitoring the implementation of projects and operations.
11. Provide technical support in identifying public health baselines, health specific interventions that are evidence based; synergize the integration and incorporation into related work plans, ensuring compliance with existing reporting requirements.
12. Monitor all technical reports and assist project managers for corrective actions.
13. Perform any other related incident-specific duties, as required by the functional supervisor

Requirements
Required experience
5 years of experience in planning, developing, managing, and monitoring technical programmes or operations or financial reporting, in a public or Private health or humanitarian international context
• Demonstrated ability to synthesize disparate measures, indicators, and results into cohesive narratives on programmatic progress for the purposes of reporting to senior management and donors
• Demonstrated ability to break down and communicate complex concepts and facilitate learning from M&E findings with a range of stakeholders (including implementation teams) in multi-cultural settings
• Excellent data analysis, report writing and facilitation skills.
• Demonstrated knowledge and skills in reporting on large budgets and financial resources.
• Ability to clearly and articulately present concepts and strategies on a broad range of issues.
• Proven knowledge of programme and financial management as well as administration of complex health programmes and services at the international and country level.
• Concrete skills in conceptualizing strategies and public health interventions.
• Ability to perform and adapt to complex and changing political, social, and economic contexts.
• Ability to work in diverse teams, a good listener and have an ability to consider other team members point of views
• Relevant work experience in WHO, the UN and/or international organization, health cluster partners, recognized humanitarian organizations, Civil Society or Private health sectors including at the regional/country level is desirable.

Bachelor degree or equivalent in Public Health, Epidemiology, Management Sciences, Business Studies, Computer Science / IT, Information Management, Public Administration, or related fields from an accredited/recognized institute.
Specialized training or postgraduate degree in Planning, Monitoring and Evaluation, Information management, Computer Science / analytical software application packages is desired

The position is based in Addis Ababa – the capital city of Ethiopia. The city is generally safe, apart from occasional petty crime. Addis Ababa is a regional hub for many humanitarian, development, and diplomatic agencies. Living conditions are good with basic services easily available (e.g. schools, restaurants, health, and recreation facilities). Good options for accommodation are available; and taxis are generally safe.
