Purpose of the Post:

To provide assistance in emergency and humanitarian health information systems management and support the adoption of different healthcare applications and frameworks to the country context, assessing the available health services and resources. Participate in developing reliable data management processes, generate routine statistical and analytical reports, and participate in the training to support national capacities on Emergency health information systems implementation.

Objectives of the Programme and of the immediate unit or field activity (Overview of the programme):

The mission of WHO’s Health Emergencies Programme is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Programme supports countries and coordinates international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Organizational Context (Describe the work environment, the role of the individual within the team – team member, specialist, adviser, facilitator, coordinator/manager, representative, expert, authority in the field, etc; available guidelines and degree of independence in decision making, and nature and purpose of contact within and outside the Organization):

Under the direct supervision of HIM Officer, and overall guidance of EPR Team Lead, the incumbent will assist and support emergency health information management operations. This requires contacts with a broad range of staff and partners, as well as ongoing contacts with officials and representatives from UN agencies, international, governmental and non-governmental organizations and institutions to provide advice and technical input in the field of health information management.

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):

  1. Be responsible for collection, analyses, production and dissemination of data/information. This includes supporting response specific information and aggregating and maintaining information from technical teams, and partners including contact lists, event specific information (what, where, who, how many, how quickly, current status) health indicator data, health situation data, health response data, etc.
  2. Produce information products enhanced with data visualization such as Info graphs GIS, Charts and Graphs
  3. Develop tools to harmonize data collection and processes across WCO and Regional Hubs to facilitate consolidation of information. Respond to specific information requests from the technical teams and partners, ensure dissemination of information and knowledge sharing with all partners.
  4. Collect, compile, and analyze data from partners, prepare and submit reports on regular basis as required.
  5. Verify data quality (completeness, timeliness), identify gaps in health information management, recommend corrective actions and prepare relevant documents to include in project proposals, internal and external situation reports (SitReps), bulletins, health risk assessments, health needs overviews (HNO), and strategic response plans (SRP), etc.
  6. Support the strengthening of information generation for prioritization, monitoring and evaluation.
  7. Assists in adapting standard multi-sectorial rapid assessment tools.
  8. Conducts standardization of reliable data management processes of data formatting, sustainable structure of data collection, validation, analysis and eventually results dissemination.
  9. Generates routine statistical and analytical reports as required, based on the existing databases.
  10. Provide information management input into the planning and data/information management process;  on data gathering and analysis, quality assurance, performance monitoring, information dissemination  and management.
  11. Performs all other related duties as assigned.

Functional Skills and Knowledge (Describe skills and knowledge specific to the post): Describe the essential knowledge and the skills specific to the position

  • Demonstrated knowledge of health information systems with ability to identify and manage difficult situations.
  • Excellent skills in the assessment, monitoring, analysis and evaluation of emergency health situations.
  • Excellent interpersonal skills and ability to work under pressure.
  •                      Proven ability to communicate effectively.
  • Tact, discretion, and ability to promote consensus.
  • Excellent Presentation Skills

Education (Qualifications):

Essential: First university degree in information or data management, computer sciences, data science, GIS, statistics, applied math, public health, demography, statistics or a related field.

Desirable: Specialized training in Information management, Information Systems, Computer Science / analytical software application packages, planning or Monitoring and Evaluation.

Specific training in humanitarian response or emergency information management would be an asset.

 

Experience:

Essential: At least two years of related experience in information management, monitoring, and data analysis. Proven experience in Health Information Management Systems in emergencies.

Desirable: Relevant work experience in WHO, other UN agencies; experience working in relevant non-governmental or humanitarian organizations.

Languages:

Essential : Excellent knowledge of English.

Desirable : Knowledge of the local language(s)

Other Skills (e.g. IT):

  • Proficiency in MS Office
  • Knowledge of current GIS software (ArcGIS, Google Earth, QGIS)
  • Knowledge of Power BI, Adobe Illustrator, Mobile Data collection tools
