Established by the Economic and Social Council (ECOSOC) of the United Nations (UN) in 1958 as one of the UN’s five regional commissions, ECA’s mandate is to promote the economic and social development of its member States, foster regional integration, and promote international cooperation for Africa’s development. Made up of 54 member States and playing a dual role as a regional arm of the UN and as a key component of the African institutional landscape, ECA is well positioned to make unique contributions in addressing the Continent’s development challenges. Context
The incumbent will be stationed in the Green and Blue Economy Section of the Technologie, Climate Change and Natural Resources Management Division of the UNECA in Addis Ababa. The Programme Officer reports to the Chief of the Section
Task description
Under the direct supervision of the Chief of the Green and Blue Economy Section, the International UN Youth Volunteer will:
As part of a team, the young volunteer will provide substantive/technical support to the Great Blue Wall Initiative (GBWI) and the Blue Economy (BE) in Africa:
• Support the implementation of the GBWI in the West Indian Ocean and its extension in another region in Africa
• Participate in the activities of the section in support of the GBWI and the BE
• Contribute to the research and analyses related to different aspects of the GBWI and the BE
• Assists in policy development, including the review and analysis of issues and trends related to the GBWI, or other research activities and studies related to the BE
• Support survey initiatives; design data collection tools; review, analyze, and interpret responses, identify problems/issues, and prepare conclusions.
• Participate and support the preparation of various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides support to consultative and other meetings, conferences, etc., including agenda topics, identifying participants, preparation of documents and presentations, etc.
• Support outreach activities; training workshops, seminars, etc. related to the GBWI and BE, and support presentations on assigned topics/activities.
• Contribute to logistical and other support in the running of meetings, workshops, and conferences for the section and the Division.
• Any other related tasks as may be required or assigned by the supervisor.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking an active part in UNV activities (for instance in events that mark International Volunteer Day).
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
• Provide annual and end-of-assignment self-reports on UN Volunteer actions, results, and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

This assignment is funded by the Government of France, therefore the following specific criteria will apply:
• Candidates may apply to a maximum of three assignments per advertisement and indicate the order of preference in the ‘Additional remarks’ section (please include country and title of assignment).
• Only French nationals are eligible to apply.
• Candidates must be between 23 and 26 years of age at the time of the application.
• In addition to the requirements of the DOA, candidates must have obtained a Master II certificate and should have at least 6 months up to a maximum of 3 years of experience.
• Shortlisted candidates will be invited for interviews with the UN Host Entity.
• Deployment will be in October 2023, after the Journée d’Accueil organized by MEAE in September 2024.
• The UN Youth Volunteers will be invited to a regional Youth Workshop organized by UNV.
Nationality
Candidate must be a national of a country other than the country of assignment.

Required experience
1 years of experience in sustainable development in developing countries . The minimum requirement is 6 months up to a maximum of 3 years of experience.

Living conditions and remarks
Addis Ababa is the capital of the Federal Democratic Republic of Ethiopia. The population is estimated at about 4 million or so. Addis Ababa located in the Ethiopian highlands at an altitude of 2,500-2,700 meters. The climate is sunny and temperate, but it can be very cold at night, with freezing temperature at times. It is therefore advisable to bring warm clothing and foresee using heaters and/or log fires when necessary. Addis Ababa is the headquarters for the UN Economic Commission for Africa as well as the African Union (ex-OAU). Thus, there is a very large community of expatriates from all over the world. There are some 80 embassies/diplomatic missions. Housing is most of the time readily available and the rents are, on average, reasonable. Most foodstuffs, beverages, household goods, furniture and clothing, mostly imported from the Middle/Far East, South Africa and Europe, or local brands, can be found, although they can be expensive. Meat, fish, fresh fruits and vegetables are cheap and abundantly available.
The basic infrastructures – roads, utilities, and telecommunications – are below standard, as are medical facilities, which are still largely inadequate, although a few private clinics and hospitals provide reasonably good routine care. There are lots of tourist attractions to visit around the country, although the amenities are often poor to average. Several restaurants around the city serve local or international cuisine and there are numerous social and cultural events throughout the year organized by the international and local communities. Sports facilities (fitness, tennis, swimming, riding, golf, etc.) exist in the major hotels or in different establishments around the city. There are no major or special security concerns within Addis Ababa city limits.
As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
