ORGANIZATIONAL CONTEXT

In Ethiopia, WFP provides food assistance to 9.8 million people under the Country Strategic Plan (2020 – 2025) through life-saving food and nutrition assistance, school feeding, as well as resilience-building activities.

JOB PURPOSE

We are seeking to fill the position of M&E officer who will serve as Team Lead for the M&E by supervising both national and international staff and will lead the work of M&E, including designing the M&E framework, establishing the M&E data collection system, conducting analysis and report, which is essential to make sure all learnings are reflected in better programming for WFP Ethiopia.

The job holder ensures alignment to WFP corporate standards on M&E, leads the generation of quality evidence on the outputs, outcomes, and effects of WFP’s interventions on the lives of beneficiaries, and informs strategy and program design. This includes coordinating all WFP Ethiopia Country Office monitoring activities, including outreach to the sub-offices. S/he advises managers on strategic and operational matters related to the generation of evidence and data management and provides technical leadership to country office management.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Lead a team of technical M&E experts, providing coaching and guidance to enable high performance.
  • Lead the development and implementation of M&E operational plans that will provide the most relevant and strategic information to manage progress towards achieving expected results (as set out in the Country Strategic Plan and other global and regional plans) while complying with WFP’s corporate monitoring requirements.
  • Ensure adequate M&E costs are budgeted for and advocate for appropriate financial and human resourcing.
  • Provide feedback on the formulation of sub-offices M&E plan and support their operationalization.
  • Develop an Ethiopia Country Office M&E plan aligned with corporate strategies, standards, and guidelines.
  • Advise and support evidence-based analysis and decision-making on program design and implementation, notably through making monitoring findings accessible and developing innovative, user-friendly, and informative products.
  • Support WFP Management in addressing recommendations from monitoring and reviews to ensure that follow-up actions are taken as required.
  • Design and deliver training and information-sharing to build the monitoring capacity of WFP staff and partners. Manage and mentor junior staff members and guide them as needed to enable their high performance.
  • Contribute to developing and implementing national government and inter-agency monitoring, reporting, and evaluation frameworks, including United Nations Sustainable Development Cooperation Framework (UNSDCF) aligned with nationally-owned sustainable development goals.
  • Represent WFP at national/inter-agency meetings and contribute to technical discussions, exchange best practices, identify opportunities for strengthening national monitoring capacity, and develop strategic partnerships.
  • Take responsibility for supporting the integration of protection and gender perspectives in all work areas to ensure equal participation of women and men.
  • Ensure that CO monitoring systems and tools are in place and compliant with corporate standards, including the minimum monitoring requirements (MMR), standard operational procedures (SOP), and the establishment of baselines and targets in alignment with the updated corporate result framework (CRF).
  • Coordinate and oversee the production of monitoring and operational reports, clearly showing results and implementation progress

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

EXPERIENCE:

  • Minimum of five years of relevant professional experience in international development or humanitarian work.
  • At least five years of experience in managing complex monitoring activities spanning a range of food and nutrition programme initiatives.
  • Experience in managing diverse teams of M&E staff.

LANGUAGE:
•    Fluency (level C) in English language.
