Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Supported by the Government of Denmark, in 2024 UN Women is starting a new multi-year programme in Georgia, Moldova and Ukraine to build sustainable peace, resilience, and economic transformation by upholding women’s rights and promoting inclusive decision-making processes. Entitled “Women Increased Leadership for Resilient and Peaceful Societies”, the programme will also have a regional component implemented by the Europe and Central Asia Regional Office (ECARO) which is concentrated on knowledge generation and mobilization of partners to build alliances and create communities of practice in the region. Working within the framework of the country-level UN Women Strategic Notes, the programme will support gender mainstreaming in EU accession as a shared goal across the three countries. The program will support candidate countries in accelerating progress on gender equality by specifically strengthening those institutional structures, processes and procedures that are responsible for transposing the EU gender equality acquis and integrating gender responsiveness into laws and policies. While each country will have its own needs and advance at its own pace in the candidacy process, the regional component will in particular support the development of a set of EU-aligned, standardized approaches and tools, which clearly respond to the needs and challenges of the countries, and is expected to result in a consistent approach to gender mainstreaming, strong alignment with EU GAP III, and enhanced and accelerated harmonization with the EU Gender Equality acquis.

Reporting to the Regional Gender and Good Governance Specialist (P4), the Programme Analyst provides programme support to the effective management of UN Women programme “Women Increased Leadership for Resilient and Peaceful Societies” by contributing to the design, formulation, implementation of its programmatic activities, monitoring and a final evaluation. The Programme Analyst supports the delivery of UN Women programme by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team, UN Women ECARO an COs staff, national and regional stakeholders, donor/s and civil society ensuring successful UN Women programme implementation under this portfolio.

Duties and Responsibilities
1. Contribute technically to the development of strategies for “Women Increased Leadership for Resilient and Peaceful Societies” programmatic work:

Provide technical inputs to the design and formulation of activities and initiatives related to “Women Increased Leadership for Resilient and Peaceful Societies”.
2. Provide technical support to the implementation and management of the “Women Increased Leadership for Resilient and Peaceful Societies” programmatic work:

Provide inputs to the annual workplan and budget as required;
Coordinate and monitor the implementation of programme activities;
Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
Review and coordinate the submission of implementing partner financial and narrative reports;
Train partners on Results Based Management.
3. Provide technical assistance and capacity development support to the programme partners

Provide technical support to and technically oversee the implementation of programme activities with partners;
Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
4. Provide technical inputs to the monitoring and reporting of the programmatic work at the regional and country levels:

Monitor progress on programme activity, results and indicators;
Monitor the implementation of proposals by responsible partners;
Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.
5. Provide technical inputs to the management of people and finances of the programme:

Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
Provide inputs to financial reports.
6. Contribute to building partnerships and resource mobilization strategies:

Provide inputs to resource mobilization strategy at thew regional and country levels if needed; analyze and maintain information and databases;
Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
7. Provide technical inputs to coordination on “Women Increased Leadership for Resilient and Peaceful Societies” programmatic work to achieve coherence and alignment of UN Women programmes with other partners:

Provide technical support to the ECARO team on coordination related activities by providing inputs to background reports and briefs;
Provide support for the Regional Coordination Group to be established to oversee and coordinate the operations regionally and in the participating countries in accordance with the approved annual workplans.
8. Provide inputs to advocacy, knowledge building and communication efforts

Provide technical inputs to background documents, briefs and presentations related to programmatic activities under this area;
Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
Provide inputs to the development of knowledge management products.
9. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education and certification:

 

Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

 

At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
Experience in the GEWE programmatic work is desirable;
Experience coordinating and liaising with government agencies and/or donors is desirable.

 

Language Requirements:

 

Fluency in English and Turkish is required.
Knowledge of another official UN language is desirable (French, Russian or Spanish).
