ORGANIZATIONAL CONTEXT

The Logistics Associate-Engineering position will be situated within the Engineering Unit at the Juba Country Office, supporting infrastructure projects throughout the country. This role seeks a junior Civil engineer, preferably with experience in Water, Sanitation, and Hygiene (WASH). The selected candidate will be responsible for supporting WASH-related projects and other Civil engineering assignments as directed by the supervisor. Reporting to the Senior Engineer, this role offers an exciting opportunity to contribute to critical projects in South Sudan.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

As the leading United Nations agency fighting hunger, WFP responds to emergencies by delivering food to those in need, saving lives in the process. WFP South Sudan is currently managing one of the largest emergency operations globally. With a growing staff, WFP South Sudan’s Administration is investing significantly in maintaining and upgrading various office and accommodation-related infrastructure and facilities in field offices. Additionally, as part of its mandate, WFP South Sudan develops, rehabilitates, and maintains essential infrastructure for targeted communities.

 

The South Sudan Country Office Engineering Unit manages numerous projects, some of which involve Water, Sanitation, and Hygiene (WASH) components such as borehole drilling, installation of water purification/treatment units, and construction of structures for wastewater management. The Logistics Associate-Engineering position is tailored for junior Civil engineers, preferably with experience in WASH, aiming to support WASH-related projects and other Civil engineering assignments. The selected candidate will assist senior engineers and serve as the focal point for WASH elements in projects managed by the South Sudan Engineering team.

To enhance the Engineering Unit’s project management capacity, WFP South Sudan Country Office is seeking the services of a Logistics Associate-Engineering, essentially a Junior Civil Engineer, to support projects. This role will enable senior engineers to focus on more complex responsibilities and enhance overall team efficiency. The junior Engineer should have proven experience in assessment, planning, design, and documentation of engineering projects, with experience in WASH projects preferred. The Engineer will be based at the WFP Country Office in Juba, with frequent travel to field offices.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the Lead Engineer and reporting to the Senior Engineer(s), the Logistics Associate-Engineering is responsible for the following duties:

  • Conducting assessments, preparing reports, developing scopes of work, designing, and preparing tender documentation for review by the Senior Engineer within the agreed timeline.
  • Conducting site visits and inspections of projects under implementation and preparing reports accordingly.
  • Supervising the construction works of infrastructure projects to ensure compliance with the design, required technical specifications, and methodology.
  • Assisting the Senior Engineer in monitoring and documenting contractor performance, quality control, and other aspects of ongoing construction activities as directed.
  • Participating in project meetings and producing the minutes of meetings.
  • Coordinating progress meetings and preparing periodic project progress reports.
  • Monitoring the progress and quality of implemented works through field visits.
  • Controlling the quality of works, safety, and environmental aspects, and ensuring compliance with contract terms.
  • Supporting in the documentation of the implementation process of the projects.
  • Assisting the Senior Engineer in verifying payment requests submitted by contractors for completed works.
  • Providing regular updates and written reports.
  • Performing any other tasks as may be assigned by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Diploma in Civil Engineering or related field desirable.
Language: General Service (Field): Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

Knowledge & Skills: 

  • The ideal candidate must demonstrate strong analytical and technical skills in planning, conducting needs assessments, designing, and preparing tender documentation for engineering projects. Additionally, experience in supervising projects and preparing various reports related to infrastructure projects is crucial.
  • Familiarity with engineering software and tools specific to the industry or field of specialization (preferable Autocad).
  • Excellent communication and interpersonal skills.
  • Experience in WASH projects preferred.
  • Ability to work under pressure and meet deadlines.
