Job Overview:
SHPO could be under the direct supervision of Senior SHPO and EH manager for responsible to support the implementation of hygiene and sanitation promotion and water supply activities by using appropriate hygiene promotion approaches, with required standard principles, and level of participation. The position holder is also responsible for Client’s selection & verification, community mobilization, proper management of resources under the project. The Sanitation and Hygiene Promotion Officer (SHPO) officer is responsible in implementing under joint supervision of technical support from Assosa and administrative managers in Bambasi Refugee Camp. In collaboration with other teams and partners working in the project area, Position holder is encouraged to handle activities, budget and staffs assigned for sanitation and hygiene promotion activities for which they assigned. The SHP officer is encouraged to participate in different project cycles assessment, planning, implementation, and evaluation for effective strategy of project activities, play leading role in mentoring, coaching and leadership of environmental health workers at operational area.
Major Responsibilities
Coordination and representation
- Participated in different phases of project planning, implementation, monitoring and evaluation on water, sanitation & hygiene promotion related activities.
- Coordinate and facilitate interactive and participatory hygiene promotion activities for Social behavioral change communication process.
- Coordinate and facilitates national and global WASH related campaign with Partners and refugee structures.
Project implementation:
- Provide professional and required support for Environmental Health Agents, School hygiene Clubs, Sanitation facility attendants for effective project implementation and success.
- Facilitate and lead grand total sanitation campaigns in schools and refugee communities.
- Design feasible activity, procurement, and spending plan for SHP activities.
- Actively participate and conduct different WASH need assessment.
- Participate and taking lead in KPC survey data collection and entry process by Open Data Kits applications. Draft and share KPC survey reports and findings to field office.
- Take part in designing and production appropriate IEC/BCC materials for effective use.
- Work with refugee leaders to identify volunteers/incentive workers for hygiene promotion/education.
- Conducting and following up a water quality test.
- Keep all data, records, lessons and share accordingly.
Monitoring & evaluation:
- Maintain a regular system of project progress monitoring and evaluation.
- Strive to increase program quality through all stages of implementation.
- Develop and maintain systems to measure impact and quality of projects.
Capacity building:
- Select and conduct capacity training for refugee incentive workers on EH Guideline, Community Hygiene Club (CHC), Children’s Sanitation & Hygiene training (CHAST) methods.
- Mentor and support Environmental health Agent to increase their ability to perform effectively.
- Plan & initiate procurement to program activities required for SHP within in the grant period.
- Handle finance, logistics and huma resources allocated for intended program activities.
- Develop Terms of reference on Knowledge, Practice and Coverage surveys in refugee and in IDP sites.
- Provide required support on drafting and developing questioners for KPC data collection Process and act accordingly.
- Liaison with the local government and implementing partners in preparation of action plan for implementation of effective hygiene and sanitation promotion activities.
- Prepare weekly, monthly, quarterly, and annual reports to technical and immediate mangers.
- Serve as SHP focal person in assigned operational area and refugee camps.
- Participate in other environmental health activities as assigned by the supervisor.
- SHP officer responsible to monitor sanitation facility construction, EHA activities and incentive water quality workers by receiving and disseminate the correct and accurate information regarding to Sanitation and Hygiene reporting for community needs.
- Write and submit weekly, monthly, quarter, and annual report to immediate supervisor and technical supervisor.
Strategy:
- Remain abreast of new developments in the sector and disseminate ideas, tools and approaches amongst EH team.
- Represent IRC EH at external and coordination meetings with IPs, IOs and donors.
- Participate in strategic planning of the sector.
Proposals:
- Supervise/conduct needs assessments in the sector of water and sanitation, hygiene and health promotion when required.
- Actively participate in preparation of proposals, especially log frame, technical description, and budget development.
Human Resources / Staffing:
- Identify staffing needs under SHP section and assist with recruitment when necessary.
- Support camp managers with IRC performance reviews for SHP officers.
- Participate and facilitate Strive to improve and maintain overall team atmosphere and foster team-building relationships.
Qualifications
Job Requirements:
Educational Requirements:
- University Post degree, BSc degree and diploma graduate in Environmental Health Science, Public Health, Health Education, or any other related field from recognized University.
- 2 years’ work experience BSc degree and 1 year of work experience for post graduate students and 5 years for diploma graduates.
Skills Required:
- Supervisory and managerial skill.
- Technical and report writing skill.
- Adopt and use of Words and Excels etc. to facilitating activities.
- Proficiency in spoken and writing English.
- Good communication and interpersonal skill.
- Ability to work as part of a team as well as to work autonomously when required.
- Competent in Windows, MS office, email, and database experience.
- Experience of supervising staff and interaction with international staff and partners and donors.
- Proven management, project planning, organizational, interpersonal, and communication skills.
Language Skills:
- Fluency in English, spoken and written.
