Mission and objectives
The World Food Program (WFP) is the United Nations agency that fights hunger and malnutrition throughout the planet. The WFP vision is focused on a world in which every man, woman, girl and boy has access at all times to the food necessary to lead an active and healthy life to achieve the sustainable development goal Zero Hunger (SDG2). as well as promoting a global alliance to guarantee the sustainability of the population’s well-being (SDG 17).

Context
According to the Working Group on Refugees and Migrants (GTRM), Peru hosts at least 1.5 million Venezuelan migrants who intend to stay in Peru, and another estimated 200,000 are in transit between Peru and neighboring countries. More migrants are entering Peru than leaving, resulting in a projected number of 1.62 – 1.72 million migrants established in the country by the end of 2023. According to WFP reports (ENA 2023), the situation Food insecurity among Venezuelan migrants and refugees in Peru remains critical, as 50.1% of Venezuelan migrants/refugees suffer from moderate/severe food insecurity. The situation remains even more critical for migrants in transit (91% food insecure). While the period of assistance for this group remains short-term when crossing difficulties are experienced, migrants in transit are seen to rely heavily on negative and potentially serious coping strategies: • 99.6 percent of WFP-selected transit households reported that they had to reduce the number of daily meals at least once during the week prior to the survey. • 99.7 percent of WFP-targeted transit households reported that they had had to reduce meal size at least once in the previous week. • 91.6 percent of WFP-targeted transit households reported that they had to ask for food or money to buy food at least once during the previous week. Under this program funded by USAID’s Bureau of Humanitarian Assistance (BHA), the World Food Program (WFP) provides assistance through cash-based transfers (CBT) to cover approximately 16,500 critically vulnerable Venezuelan migrants and refugees in Peru. This impact evaluation will compare: the impact of receiving CBT assistance in the form of restricted food stamps, with the impact of receiving unrestricted preloaded debit cards. SCOPE OF WORK The World Food Program seeks to task the Field Coordinator with the supervision and coordination of enumerators collecting data for an impact evaluation of the WFP cash-based transfer (CBT) assistance program for vulnerable migrants in transit in Peru. The objective of this engagement is to plan, organize, supervise and support the in-person baseline survey and telephone follow-up surveys of data collection (via electronic data collection in SurveyCTO) with high quality data and related documentation to the WFP evaluation team. In addition, The Field Coordinator is responsible for carrying out quality controls and informing the Evaluation Team to make adjustments in a timely manner and/or give feedback to the survey team about their performance and the quality of the data. The Field Coordinator must assume a coordination role with the actors in the field (WFP cooperating partners, local government, regional government, etc.) in order to ensure that the connection of the impact evaluation in The CBT intervention flows without major inconveniences. The evaluation team will be responsible for conducting the analysis and producing the survey reports. Availability to make trips to other regions is required.

Task description
Under the direct supervision of the Officer in charge of the Monitoring and Evaluation Unit of WFP Peru, and in coordination with the WFP evaluation team, the UN Volunteer will be responsible for the coordination and supervision of the collection of the line baseline and follow-up surveys, which will include: Effective cooperation: • Responsible for daily coordination between the impact evaluation team, cooperating partners, and other local counterparts. This includes generating alerts about events that could be of concern to the parties involved, to ensure that any inconvenience is effectively communicated between the parties. • Support the fulfillment of goals and ensure that all activities are carried out in strict accordance with the evaluation design. • Cooperate effectively with all national, regional and local government authorities, and any other external actor involved. Coordination and supervision in the field: • Take charge of the daily organization of the survey team in the field, ensuring good logistics according to daily goals. • Work jointly with WFP cooperating partners to ensure compliance with agreed protocols and plans. • Ensure that all activities that need to be carried out for the evaluation, before the assisted person receives the transfer, are carried out correctly (randomization, informed consent and baseline survey). • Conduct field visits to ensure that the distribution between the different agreed groups is being carried out as planned, and collect information on the processes during the implementation phase. • Support training sessions to reinforce the knowledge of hired or new personnel. • Monitor implementation activities so that the evaluation team is informed and has implementation details documented across the study areas. • As requested, obtain observational data on relevant contextual factors (for example, information from development organizations or NGOs operating in the study communities). • Take note of implementation problems and challenges that may generate deviations from the protocol, and alert the evaluation team as soon as possible. Survey design and supervision of information collection: • Support the design and review of instruments for the survey of the measurements contemplated in the evaluation and its manuals. • Work closely with the technical unit in charge of the software used for data collection and storage of the information collected, to ensure that the electronic questionnaires function properly and the data and variables follow the expected formats. • Support training on the use and testing of questionnaires. • Perform test exercises, provide feedback on field operations and survey instruments. • Carry out daily monitoring and supervision of the survey team that collects information, helping to ensure that sampling strategies are implemented correctly and that activities are carried out as established in the TOR. • Prepare weekly progress reports on field work. • Actively collaborate in data collection, if necessary. • Verify and ensure that collected data follows a double data entry protocol, and provide data quality checks by performing spot-checks, revisiting homes and cleaning data. • Ensure the quality of the data, integrity of the analysis, and respect for the budget during field work and data entry. • Upon request, carry out baseline analysis and support in the preparation of a draft (if necessary). • Upon request, clean the collected data that must ensure its replicability, documentation and reports. Data analysis and reporting: • Keep the evaluation team and key members of the team in charge of project implementation informed about activities, concerns and decisions that need to be made. • Prepare written reports with feedback and analysis of the progress of the implementation of the intervention. • Prepare written reports with feedback and analysis on the piloting and field information collection of survey instruments. • Support in the analysis of survey information, and the preparation of written reports and notes. Others: • Collaborate in the implementation activities of care for the migrant population, to the extent that the fulfillment of their main responsibilities allows it. • Any other tasks required to support adequate delivery and implementation of the impact assessment. Data delivery: Data includes raw data sent to the server, as well as fix files for outliers, duplicates, and missing data identified through data quality checks. Data must be uploaded to the SurveyCTO server daily as soon as data collection is complete. This is critical to identifying data quality issues (such as missing observations, high attrition rates, high rejection rates) while data collection is in progress, so they can be corrected in real time. The WFP Office of Evaluation (OEV) will be responsible for: (i) creating a secure SurveyCTO server for data collection, and (ii) ensuring that only authorized collaborators have access to the SurveyCTO server. SUPERVISION, INDUCTION AND DUTY OF CARE/DUE DILIGENCE OF UN VOLUNTEERS: The Field Coordinator of the CBT impact evaluation, will work jointly under the supervision of the Officer in charge of the Monitoring and Evaluation Unit. You will supervise the day-to-day implementation of the evaluation, including information collection in coordination with local actors and the evaluation team. This may include conversations with the government and other stakeholders, supervision of data collection activities, real-time monitoring of information quality, analysis and preparation of reports, communication products and internal reports; among others that the OEV or the M&E unit may require. Requirements
Required experience
3 years of experience in monitoring and evaluation. Experience in managing impact evaluations is desirable either in humanitarian contexts and/or in low-middle income countries. • Experience in the design of innovative data collection protocols, and instruments with multiple topics for collecting primary information. • Experience in collecting information from panel surveys. • Experience in analyzing surveys with quantitative data. • Experience with knowledge management in reviewing and compiling papers. • Experience in the use and management of electronic platforms for collecting primary information such as: SurveyCTO, Kobo, Survey Solutions, ODK, OpenDataKit, etc. • Experience in research management and support. • Desirable experience living and working in the local contexts of the region (Puno, Arequipa). • Desirable experience working with migrant and refugee populations.

Puno is a fascinating city in Peru, known mainly for its location on the shores of Lake Titicaca, the highest navigable lake in the world. This city, often referred to as the “folklore capital of Peru”, is a melting pot of indigenous cultures, including the Aymara and Quechua, and is famous for its vibrant festivities and rich cultural heritage.
