Project description
In order to support the Government of Uruguay in preparing for the rapid implementation of the post-2020 Global Biodiversity Framework (GBF), the Global Environment Facility (GEF) and UNDP develop a technical assistance process through of the Global Biodiversity Framework Early Action Support (GBF-EAS) project. This initiative supports developing, middle-income, and small island nations in their commitments to the Convention on Biological Diversity (CBD) in early actions for the implementation and national monitoring of the Kunming-Montreal Global Biodiversity Framework, including the alignment of National Biodiversity Strategies and Action Plans (ENBPA), the strengthening of monitoring systems, the review of public policies and the financing of the actions to be carried out. 

The national policy for the conservation and sustainable use of biological diversity in Uruguay is established through the National Biodiversity Strategy (ENB), which is the main instrument for the management of ecosystems, species and genetic resources, as well as goods and services. derived from them. The need for ENB arises in a context of growing expansion and intensification of the use of natural resources in the country. The National Biodiversity Strategy proposal originated in 1999 and since then has promoted a series of actions related to the conservation and use of biodiversity, including the financing of projects at the national and regional level.

The National Biodiversity Strategy 2016-2020 is the latest version of this policy, designed to fulfill the commitments assumed by Uruguay as a State Party to the United Nations Convention on Biological Diversity (CBD), and contribute to the objectives of the Convention on Diversity. Biological at a global level. This plan establishes 41 national goals for the conservation and sustainable use of biological diversity, and 8 axes of action that focus on the protection of species and ecosystems, restoration of habitats, management of natural resources, education and communication, and monitoring of the biodiversity, among other topics. The National Biodiversity Strategy is a key instrument to guarantee the conservation and sustainable use of biological diversity in Uruguay. 

The Global Framework for Biodiversity Early Action Support Project (GBF-EAS) seeks to promote the link between policy makers in the field of biodiversity, change agents and experts in the field to facilitate the application of the Global Framework for Biodiversity. CBD Kunming Montreal Biological Diversity and the achievement of the Sustainable Development Goals.

The project promotes early actions for alignment with the Global Biodiversity Framework through 4 components: COMPONENT 1: Rapid review of the National Biodiversity Strategy and Plan 2016-2020 for alignment with the post-2020 Global Biodiversity Framework, COMPONENT 2: Evaluation of monitoring systems, COMPONENT 3: Alignment of policies and institutions and review of coherence with the Global Biodiversity Framework, COMPONENT 4: Biodiversity financing activities. This project aims to ensure that CBD Parties have the technical and financial support they need to work towards a National Biodiversity Strategy and its Action Plan aligned with the post-2020 Global Biodiversity Framework. 

This consultancy focuses on the operational and administrative management and coordination activities of the project.

Scope of work
  • Collect and summarize information and data for the formulation/review of project work plans.
  • Provide administrative and logistical support to ensure successful project execution, including maintaining project records and files, supporting contracting activities, organizing/coordinating project events, and selecting contractors. places.
  • Monitor execution in accordance with project documents and annual work plans. 
  • Provide financial information to support project execution. Monitor the budget, prepare draft annual/quarterly budgets, periodically monitor expenses and commitments. When necessary, recommend corrective measures and draft correspondence regarding financial and budgetary matters.
  • Ensure compliance of project procedures with UNDP Project Policies and Operating Procedures (POPP) and UNDP Standard Operating Procedures (SOP).
  • Guarantee the quality of the services provided by the consultants and contracted companies. Coordinate actions and evaluate the progress of the project consultancies.   
  • Support institutional coordination. Establish and maintain contact with project partners and counterparts and ensure regular communication and coordination. Be a liaison between the government, UNDP Uruguay, the Global Team and key actors to plan the execution of the project and coordinate actions. 
  • Prepare and distribute communications that allow the normal functioning of the project. 
  • Support the organization of meetings and the preparation of minutes of the Project Committee meetings. Collaborate in the organization of events and workshops in person or remotely within the framework of the project.
  • Support UNDP and the government in monitoring and preparing project progress reports and disseminating the results. Prepare and consolidate the required reports (such as the quarterly report that must be sent to the Global Project Team and the annual and final report). 
  • Support the generation of information and visibility of project activities by preparing documents and inputs for the dissemination and communication of the scope and results of the project. 
  • Make contributions to knowledge networks and communities of practice. Support the collection and systematization of project knowledge, products and tools, as well as their distribution to partners.
  • Identify possible delays or non-compliance in execution and provide support to meet obligations in a timely manner in consultation with the supervisor and partners.
  • Collaborate in the management of project risks with a documented mitigation plan. Support the monitoring of previously identified risks and those that arise.
  • Participate in informative webinars and workshops on procedures and execution strategies organized by the project at national and global levels. 
  • Promote the participation of women’s groups and incorporate the gender perspective in the work plans, events organized by the project, and in the documents and results of the four components. 
  • Promote the articulation of this project with the Financing for Biodiversity (Biofin) and Strategy and National Plan for Biodiversity (NBSAP) projects of the UNDP with the Ministry of Environment.

Institutional agreement

The position holder will be under the supervision of the Program Analyst, Area of ​​Environment and Natural Resources Management of the UNDP, in coordination with the Department of Biodiversity Protection of the National Directorate of Biodiversity and Ecosystem Services of the Ministry of the Environment. and the Ministry of Economy and Finance.

You will work in the UNDP Uruguay offices and partially remotely and must participate in meetings at the facilities of the institutions that will make up the Project Steering Committee and coordinate meetings with other partners and key counterparts.

Minimum requirements for the NPSA

Minimum Education Requirements Complete Secondary Education is required.   

University studies (at the Bachelor’s level) in environmental or related sciences, resource management, or in another field related to the position, will be considered favorably, but is not a requirement.

Min. years of relevant work experience Minimum 7 years (with Secondary Education) or 4 years (with Bachelor’s Degree) of experience in: project management or planning and implementation of initiatives/projects with the participation of the government, international cooperation, civil society and/or the private sector.

 

Required skills (experience)  Management of projects or programs in international, governmental and/or private sector organizations, institutional coordination, management of information from various sources and formats, preparation of analytical and survey documents, publications as author or co-author, capacity for dissemination of results in multiple formats.

Modality

The consultancy will be carried out under the National Personal Service Agreement category 7 (NPSA 7) modality for a period of 11 months with a dedication of 20 hours per week, under the supervision of the Program Analyst, Environment and Natural Resources Management Area. of the UNDP, in coordination with the Department of Biodiversity Protection of the National Directorate of Biodiversity and Ecosystem Services of the Ministry of the Environment and the Ministry of Economy and Finance. You will be required to be available to attend presentations and events, as well as hold in-person meetings based on current protocols depending on the COVID19 situation in the country.

The person hired must bill as a sole proprietorship or university professional. During the term of the contract, the person hired may not be a public official or maintain contractual ties with State organizations with the exception of the University of the Republic. She must be a Uruguayan citizen (natural or legal), or a foreigner with established domicile and intention to remain in the territory of the Eastern Republic of Uruguay for as long as the tasks involved in the contract require it.

The monthly salary amounts to $U 112,834 for all concepts.
