Mission and objectives
The World Food Program (WFP) is the United Nations agency that fights hunger and malnutrition throughout the planet. Context
According to the Working Group on Refugees and Migrants (GTRM), Peru hosts at least 1.5 million Venezuelan migrants who intend to stay in Peru, and another estimated 200,000 are in transit between Peru and neighboring countries. More migrants are entering Peru than leaving, resulting in a projected number of 1.62 – 1.72 million migrants established in the country by the end of 2023. According to WFP reports (ENA 2023), the situation Food insecurity among Venezuelan migrants and refugees in Peru remains critical, as 50.1% of Venezuelan migrants/refugees suffer from moderate/severe food insecurity. The situation remains even more critical for migrants in transit (91% food insecure). While the period of assistance for this group remains short-term when crossing difficulties are experienced, migrants in transit are seen to rely heavily on negative and potentially serious coping strategies: • 99.6 percent of WFP-selected transit households reported that they had to reduce the number of daily meals at least once during the week prior to the survey. • 99.7 percent of WFP-targeted transit households reported that they had had to reduce meal size at least once in the previous week. • 91.6 percent of WFP-targeted transit households reported that they had to ask for food or money to buy food at least once during the previous week. Under this program funded by USAID’s Bureau of Humanitarian Assistance (BHA), the World Food Program (WFP) provides assistance through cash-based transfers (CBT) to cover approximately 16,500 critically vulnerable Venezuelan migrants and refugees in Peru. This impact evaluation will compare the impact of receiving CBT assistance in the form of restricted food stamps compared to unrestricted preloaded debit cards. Scope of work The World Food Program seeks to commission surveyors to collect data for an impact evaluation of the WFP’s CBT assistance program for vulnerable migrants in Peru. The goal of this engagement is to prepare and conduct an in-person baseline survey and/or data collection telephone follow-up surveys (via electronic data collection in SurveyCTO) with high-quality data and related documentation for the team. WFP evaluation process. The evaluation team will be responsible for conducting the analysis and producing the survey reports. Task description
Under the direct supervision of the designated WFP Field Coordinator, and in coordination with the WFP evaluation team, the UN Volunteer will be responsible for the collection of baseline and follow-up surveys, which will include the tasks : • Participate in pilot testing of surveys and other data collection tools. Monitoring time per module to estimate average time per questionnaire and any survey design or scheduling challenges. • During the pilot test, the questionnaire can be edited; however, enumerators should not independently make any changes to the questionnaire or other data collection tools without approval from the evaluation team. • Collect data in accordance with approved field procedures and quality control mechanisms. Interviewers must comply with the sampling strategy and all other guidelines provided by the WFP evaluation team. • Daily upload survey data to the server and backup survey data if ever this is not possible. • Provide clear and concise daily progress on surveys completed, challenges faced, solutions implemented, and any other notable events. • Correct all inconsistencies and problems identified by the World Food Program through data quality checks or other forms of oversight. This may require re-contacting respondents. • Maintain fluid communication with the evaluation team. Respond quickly (within 24 hours) to information requests from the evaluation team. Data delivery: Data includes raw data sent to the server, as well as fix files for outliers, duplicates, and missing data identified through data quality checks. Data must be uploaded to the SurveyCTO server daily as soon as data collection is complete. This is critical to identifying data quality issues (such as missing observations, high attrition rates, high rejection rates) while data collection is in progress, so they can be corrected in real time. The WFP Office of Evaluation (OEV) will be responsible for: (i) creating a secure SurveyCTO server for data collection, and (ii) ensuring that only authorized collaborators have access to the SurveyCTO server. In addition to the above, UN Volunteers are encouraged to: • Strengthen their knowledge and understanding of the concept of volunteering by reading relevant UNV and external publications, as well as playing an active role in UNV activities, such as International Volunteer Day (IVD) commemoration events. • Know and develop traditional and/or local forms of volunteering in the host country; • Reflect on the type and quality of voluntary action carried out, including your participation in activities carried out periodically. SUPERVISION, INDUCTION AND DUTY OF CARE/DUE DILIGENCE OF UN VOLUNTEERS: The interviewer will respond directly to the Field Coordinator designated by WFP for the regions of Arequipa, Puno and Lima. Likewise, the interviewer will be in permanent contact and coordination with the WFP evaluation team based in Lima. The WFP evaluation team will be responsible for the overall technical and administrative supervision of the work to be carried out under these TOR. Additionally, the evaluation team will have the following responsibilities: • Provide the data collection team with a draft of the quantitative survey instrument (on paper and/or in SurveyCTO) to pre-test in the field and finalize the instrument based on the comments of the interviewers. • Provide a draft enumerator manual and finalize the manuals based on team feedback. • Provide the team with a secure online server to upload data and IRB approval for the study with information on consent and data privacy requirements. • Assign a representative to lead the training of surveyors. • Provide an official tracking form to monitor the progress of the survey. • Supervise field work and provide recommendations to ensure that all data collected meets high quality standards. • Monitor the overall quality of the data collected. The same duty of care that is provided to the staff of the host entity must be applied to UN volunteers. The host entity’s support for volunteers includes, but is not limited to: Introductory briefings on the organization and context of the office related to security, emergency procedures, appropriate cultural practices and orientation on the local environment, administrative support for opening bank accounts, applying for residence permits, and for carrying out all official processes required in the host countries and entities; structured orientations, advice and coaching from a supervisor that includes the work plan and performance evaluation; access to office spaces, equipment, technological support (according to availability in the context of the pandemic where teleworking is mainly being carried out) and with those other tools required to complete the objectives of the assignment, such as the opening of an office address. email of the host entity; access to shared knowledge spaces, training and learning of the host entity; inclusion of volunteers in procedures for emergency situations such as evacuations; permit management; DSA for official travel where applicable; Any change in the Assignment Description that occurs between the recruitment period and the start of the assignment or during the assignment must be formalized with the UN Volunteer Program.

Requirements
Required experience
1 years of experience in household surveys. Candidates must have knowledge of local formalities and customs in the implementation of household surveys in Peru. • Experience in data collection in Peru and in the regions where the impact evaluation will be carried out, especially in fragile contexts. • Demonstrated ability and experience in planning and organizing survey logistics. • Proven track record of delivering data with low non-response rates, including for impact evaluations. • Strong capacity in data management and statistics. • Demonstrated ability to implement electronic data collection using electronic platforms for primary information collection such as: SurveyCTO, Kobo, Survey Solutions, ODK, OpenDataKit, etc. This includes ability to troubleshoot as needed and ability to manage data collected from the field. • Demonstrated and solid capacity in data management using the aforementioned electronic platforms. • Experience working with migrant and refugee populations will be valued.

Living conditions and remarks
Lima is located on the central coast of this country, on the shores of the Pacific Ocean, where it forms a continuous urban area that extends over the valleys of the Chillón, Rímac and Lurín rivers, within the provinces of Lima, its headquarters, and the Shut up. Lima’s climate is quite peculiar. Apart from its high levels of atmospheric humidity and low precipitation, it is surprising for its strange characteristics despite being located in a Tropical area at 12 degrees south latitude and almost at sea level. The central Peruvian coast shows a series of atypical microclimates due to the influential and cold Humboldt Current that is derived from Antarctica, the proximity of the mountain range and the tropical location, giving Lima a subtropical, desert and humid climate at the same time. On the other hand, the relative humidity is extremely high (up to 100%), producing persistent fog from June to December until the beginning of summer when the clouds are smaller. It is sunny, humid and hot in summers (December-April), cloudy and mild in winters (June-September). The rain is almost non-existent. Lima is connected to the rest of the country through the Pan-American Highway and the Central Highway. The capital is connected to all the cities on the coast through the Pan-American Highway, which runs parallel to the sea. The only bordering country with which Lima is not connected by land is Brazil (a situation that seeks to be overcome with the implementation of the Interoceanic Highway) currently under construction. The most used routes currently are those that lead to the cities of Santiago de Chile and Buenos Aires (Argentina). Due to its location in the center of the Peruvian coast, Lima is the confluence point of the country’s main roads. Lima is served by the Jorge Chávez International Airport, located in Callao, the most important terminal in the country in terms of national and international air traffic. Regarding cargo transport, the port of El Callao concentrates most of the national maritime transport.
