Context
UNDP is currently working in various areas concerning sustainable development, from systems and institutional strengthening to inclusive growth and sustainable livelihoods, as well as sustainable energy, environment and resilience. The Action of Climate Change and Energy portfolio at UNDP is organized around the thematic areas of climate change adaptation and mitigation; disaster management and resilience; and access to clean and efficient energy.
UNDP is looking for a Project Associate Admin & Finance (NRM and Biodiversity) for its Action for Climate Change and Energy portfolio. The incumbent will provide overall functional support for managing finance and admin related work of 4-5 projects. These projects are in the NRM and Biodiversity domains and are being implemented in cooperation with the Central Government Ministries and State Governments. The Project Associate Admin & Finance will support the Project Manager in the implementation of the project under the guidance and supervision of the respective Project Manager/s.
The Project Associate Admin & Finance works in close collaboration with state project team members to resolve administration and finance-related issues and information exchange.
Task description
I. Financial Management:
• Preparation of expenditure reports, budgets, revisions, and projections for the NRM & Biodiversity team etc.
• Preparation of the financial reports for donors, UNDP and Government as per the requirement.
• Process timely payments to vendors, travel and other claims of staff in Quantum. Coordinate with vendors and the UNDP finance team for timely payment
• Coordinate with the Finance team for filing responses for Government Ministries on the project and its Finances as per the Government of India and UNDP guidelines.
• Assist in the preparation of legal documents for contracting and procurement of goods and services, including maintenance and physical verification of assets.
• Facilitate preparation of financial audits and processes like annual, half-yearly and quarterly financial Reports.
• Filling and documentation of important papers
II. General Administration:
• Provide administration and operational support at the central/national level.
• Draft letters, invitations, meeting agenda and meeting minutes and make travel arrangements as needed. Organize logistics for meetings/workshops/ events.
• Support and guide States Project Management units in all the financial, administrative and operational issues.
• Coordinate with counterparts in Central Ministries and State Departments to seek/provide project-related information.
• Assist in the collation and compilation of data and information from the concerned implementing partner.
• Maintaining project documents, inventory, correspondence and communications
• Any other function as required pertaining to the effective implementation of the climate change programme.
III. Programmatic support – documentation:
• Provide support in the finalization of the Annual Work Plan (budget & financial component);
• Follow up with Project personnel on submission and compilation of regular and timely progress reports;
• Provide necessary operational support for the implementation of project activities;
• Maintain project-specific documentation and minutes of the important meetings; up-load all necessary documents in PIMS.
IV. Contract Management
• Facilitate in preparing and monitoring contracts, follow ups with the contractors/consultants
• Prepare database of the contracts issued for personnel, procuring goods and services, provide timely alert submission of deliverables and contract expiration & renewals;
• Follow-ups with vendors for timely submission of deliverables and invoices for settlement of payments;
• Support preparation and submission of Procurement Initiation documentation and follow-up with the UNDP procurement unit for issuance of contract

Requirements
Required experience
4 years of experience in financial management and general administration or programme support service.
• Good understanding of administrative and financial management processes with strong coordination skills
• Possesses good understanding and knowledge of organizational policies and procedures relating to the position and applies them consistently in work tasks
• Experience of working with international organizations, NGOs/ INGOs including the UN
• Strives to keep job knowledge up-to-date through self-directed study and other means of experience learning
• Demonstrates good knowledge of information technology and applies it in work assignments
• Excellent working knowledge of MS Office- Word, Excel, Access, Power Point, Intra-Internet, e-mail applications etc.
• Ability to build and maintain constructive relationships with colleagues (and reports where inappropriate)

New Delhi, as a duty station, presents a dynamic and diverse environment. The living conditions in this vibrant metropolis offer a mix of cultural richness, historical significance, and modern amenities. The city provides various housing options, catering to different preferences and needs. New Delhi’s cosmopolitan atmosphere allows for easy integration into its multicultural society. While the city boasts a range of international schools, medical facilities, and recreational opportunities, it is essential to be mindful of factors such as air quality and traffic congestion. Flexibility is crucial, along with the ability and willingness to navigate challenging conditions, potentially involving physical hardships and limited comfort. Additionally, due diligence is essential, especially when it comes to being cautious with street food and water.
As this is a National UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in New Delhi. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.
The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.
The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents – except for UN Community Volunteers), as well as final repatriation (if applicable).
