Under the supervision and guidance of the supervisor, the programme associate supports the Immunization Section, through providing a range of administrative and operational support following standard procedural, in day-to-day work, ensuring timely and effective delivery that is consistent with UNICEF rules and regulations.
The incumbent is expected to deliver a broad variety of standardized administrative, operational and financial tasks for the respective units in the section requiring thorough knowledge of UNICEF administrative and financial procedures, processes and policies.
In this capacity, the need to project the image of a credible and reliable service provider is imperative to quality of process delivery, and the impact of work directly reflects on the overall reputation of the team in terms of responsiveness to client needs and quality of process execution.
How can you make a difference?
Data Communications Workflow
- Supports the programme section in researching, compiling and analyzing qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate programme delivery as well as preparation of reports, working papers and presentations.
- Communicates routine and some non-routine information pertaining to the work of the team, workflow to enhance the efficiency and timeliness of operations and outputs.
- Establishes and maintains the office digital filing and reference systems on SharePoint.
Support to Financial Control (operational budget)
- Supports in maintaining and tracking operational budget as per the unit/work plans and update financial status and recommend possibilities for reallocation to ensure the optimum use available funds for Units, keeping supervisor informed and advised on actions for decision/follow up.
- Review and process payments in VISON related to HACT, supplies, purchase orders as relevant and other payments. Check the requests have the necessary supporting documents, usually the original document, validity of the charge, they are certified by the staff responsible and are coded correctly. File the transactions and the related supporting documents regularly and share copies with relevant sections as required.
- Submits periodic financial reports for management oversight, monitoring and review and confirm availability of funds as required.
Contracting of consultants and institutions or other service providers
- Facilitates the processing of contracts for consultants and external partners that provide a service to the section. This includes preparing and filing documents, completing necessary forms and templates, uploading TOR’s in vision, and making necessary logistical arrangements.
- Keeps vendor lists, partners, and consultant rosters up-to-date.
- Process requisitions and prepare payment vouchers for the unit as required.
Travel
- Provides travel assistance to staff members in section for travel arrangements and entitlements based on the organization’s rules and policies. Liaises with relevant travel focal points to ensure that the organization obtains the best service and price for all travel.
- Briefs/de-briefs staff members on issues relating to related administrative matters such as visas, security clearance, and documentation procedures.
- Extracts, inputs, maintains, and verifies correctness of travel records in the organization’s travel system to ensure accurate transactions related to travel costs and staff travel.
- Assists in the preparation of budgets on travel costs and maintain travel plan and budgetary control records.
- Monitors travel certification and report back to the team.
Events and Conferences
- Supports in organizing meetings/conferences by making the logistical arrangements, through engaging with facilitators, caterers and hosts.
- Arranges times through liaising with participants over availability.
- Liaises with budget focal points and section over costs and needs.
- Supports the team to prepare background materials for participants and uploads cleared materials in the sharepoint.
General Administrative Duties
- Maintain hard and electronic files and update data base systems ensuring timely and appropriate recording, safekeeping and disposal of confidential information
- Maintain attendance records
- Arrange for the purchase and timely distribution of office supplies.
- Responsible for collecting invoices and filing documents for approval and thereafter processing as needed for the units.
- Upload electronic files and verify results to destination system.
- Respond to client transaction status and other inquiries if needed.
To qualify as an advocate for every child you will have…
- Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization is required.
- A minimum of 6 (six) years of relevant administrative or clerical work experience with experience in budget and financial planning, monitoring, and management is required.
- Non-US candidates must be in possession of an existing US G4 visa or be a US permanent resident/citizen.
IT Skills
- Advanced computer literacy and the ability to effectively use standard office software tools (MS Office, Enterprise database) and other office technology to create documentation, exchange and archive e-mail, and maintain electronic filing systems.
- Proficiency in using UNICEF SAP/ERP systems (VISION) is desirable.
- Excellent communication skills, multitasking, and result driven as well as the ability to manage competing priorities, are required.
- Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an asset.
