Office/Unit/Project Description 

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government, and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP’s Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

BPPS’s Hubs on Nature, Climate, Energy and Waste, with the support of the Vertical Fund Programme Support, Oversight and Compliance Unit, works with governments, civil society, and private sector partners to integrate nature, climate, energy and waste related concerns into national and sector planning and inclusive growth policies, support country obligations under Multilateral Environmental Agreements, and oversee the implementation of the UN’s largest portfolio of in-country programming nature, climate change, energy and waste.

The newly established UNDP Climate Hub is the arrowhead of UNDP’s commitment to the “Climate Promise” that aims to support programming countries designing and implementing pledges under the Paris Agreement, including ambitious National Determined Contributions, with climate change mitigation and adaptation interventions fully embedded in the national development planning and budgetary processes. The Climate Hub will build on UNDP’s existing over USD 4 billion country-level climate portfolio on Climate Change Policies and Strategies, Climate Change Adaptation, Climate Change Mitigation, Climate and Forests, covering over 142 countries, as well as on UNDP’s Nature portfolio, UNDP’s Sustainable Finance Hub, UNDP’s Digital offer and other relevant portfolios on youth, gender, health, climate security among others.

Under the Climate Promise, the Government of Belgium has approved a contribution of 1.2 million euros to provide capacity building support on data and transparency to lusophone and francophone countries and foster south/ south exchanges. The project, “Enhancing climate transparency in developing countries – a contribution to the Climate Promise”, has as a primary objective to provide targeted countries with effective governance and enabling environment over time, to accelerate and scale NDC implementation, by providing streamlined support and capacity building on data and transparency. This will be delivered at the country and regional level with a focus on francophone and Lusophone countries.

The UNDP Climate Hub is responsible for: 

  • Thought leadership on Climate and to be the custodian of UNDP policy positions on Climate;
  • Strategy and vision formulation;
  • Pipeline development in coordination with the other hubs and the Vertical Fund Programme Support, Oversight and Compliance Unit;
  • Provision of integrated policy and programme support to Country Offices;
  • Global engagement, advocacy in collaboration with BERA;
  • Integration across thematic areas;
  • Strategic Partnerships development and resource mobilization;
  • Lead and Support global flagship initiatives and partnerships on Climate;
  • Serve as focal point with relevant UN coordination mechanisms and Conventions (UN Framework Convention on Climate Change);
  • Cross-organization knowledge and learning; and
  • Innovation.

UNDP is recruiting a Project Coordination Analyst to ensure timely and successful delivery of the “Enhancing Climate Transparency ” project activities. The Project Coordination Analyst will be responsible in supporting the team with the preparations of technical training materials and the compilation and dissemination of project outcomes. The Project Coordination Analyst will also keep track of the project budget, financial plan, procurement and respective payments, along with overseeing the logistical (travel and venue) arrangements for workshops and trainings.

Scope of Work 

1. Coordinate and support the technical team for the preparation of the training and presentation materials.

  • Ensure good coordination with relevant UNDP teams and the external partners working on climate transparency
  • Support the project manager in the preparation of yearly project workplans and ensure the project activities are implemented successfully and timely.
  • In collaboration with the project manager, oversee planning, budgeting, implementation and monitoring of the project; and track use of financial resources in accordance with UNDP rules and regulations;
  • Ensure implementation activities are in alignment with UNDP policy and programme management procedures;
  • Ensure operational management of project through timely procurement of goods and services, effective management of human, technical and financial resources, these include:
  1. Keep track of procurement plan, project expenditures, payments, financial authorizations and prepare respective financial and narrative reports in a timely manner.
  2. Manage and oversee the logistical arrangements of the workshops, trainings and webinars, including venue and travel arrangements.
  3. Oversee delivery plans of the consultants hired by the project, in coordination with the respective technical coordinators, and ensure timely delivery of activities and keep track of their payments.

2. Monitor and report on progress in implementing project activities and achieving the targets set.

  • Support the project manager review the results framework and update the indicators, baselines, and targets of the project.
  • Liaise with the Finance team to ensure administrative requirements, budgets and use of financial resources are managed and executed in a timely and appropriate manner and within UNDP and donor rules and regulations.
  • Support the Project manager to prepare corporate, donor and government reports in line with the reporting schedule and UNDP and donor requirements.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the project.

3. Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s).

  • Dissect and compile lessons learned, best practices, needs/gaps on climate transparency and other relevant knowledge products, and coordinate their dissemination to relevant teams at UNDP and to external partners.
  • Provide sound contributions to knowledge networks, communities of practice, and digital knowledge platforms.
  • Promote advocacy on development trends and opportunities to collaborate in coordination with the project partners, stakeholders, and UNDP communication team.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

 

Institutional Arrangement

The Project Coordination Analyst reports directly to the Project Manager and Transparency Advisor. S/he will be part of the larger Climate Hub.

Minimum Qualifications of the Successful IPSA

Min. Education requirements             

  • Advanced university degree (Master’s degree or equivalent) in Climate Change, Political Science, International Relations, Environmental Sciences or a related discipline is required, or
  • A first-level university degree (a Bachelor’s degree) in the afore mentioned categories with addition to 2 years qualifying experience will be given due consideration in lieu of Master’s degree

Min. years of relevant work experience         

  • A minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of experience on climate transparency
  • Strong knowledge on the Article 13 of the Paris Agreement

Required skills            

  • Demonstrated experience in project management and financial reporting is required.
  • Demonstrated experience in qualitative and quantitative reporting and data analysis is required.
  • Demonstrated experience in organization of regional and global events is required.
  • Demonstrated competency in using online platforms such as Teams, Sharepoint, etc. is required.
  • Ability to operate corporate and commercial software applications such as Microsoft Office, Outlook, and Excel is required.

Desired skills in addition to the competencies covered in the Competencies section

  • Experience working with international institutions, including UN agencies and partners desirable.
  • Experienced in executing capacity building or trainings in the climate change field is desirable.
  • Experience in knowledge management, drafting of knowledge products or communication material for technical field is desirable.
  • Experience in Climate COPs or SB negotiations is an asset.

Required Language(s)              

  • Fluency in written and spoken English is required.
  • Fluency in French and/or Portuguese will be considered an asset.
