  1. Purpose of consultancy  

This consultancy will support the WHO Division of Pacific Technical Support (DPS) with strategic communications related to climate change and its work in partnership with key donors.

  1. Background  

The WHO Division of Pacific Technical Support (DPS) is based in Suva, Fiji, and was established to coordinate and provide timely, tailored support and backstopping to 21 Pacific island countries and areas (PICs). The Division’s work is delivered in close collaboration with Pacific governments, other United Nations agencies, development partners, donors, and nongovernmental organizations to achieve better health outcomes for Pacific island communities.

DPS is seeking a communications consultant to support the office’s advocacy on climate change. Climate change has both direct and indirect impacts on health and health systems. In support of its mandate as the UN specialized agency responsible for directing and coordinating health, addressing these impacts is a priority for WHO at the global, regional and country level. In the Western Pacific region, WHO’s vision paper, For the Future: Towards the Healthiest and Safest Region, therefore identifies climate change, the environment and health as one of four key thematic priorities.

The health sector is dealing with the health impacts of climate change and environmental degradation, with limited control over the factors causing the problems. However, numerous health co-benefits can be achieved through climate action taken by other sectors (such as environment, energy, agriculture, transport, infrastructure, urban planning and development). The health sector is uniquely positioned –- and has a responsibility –- to join the advocacy for action outside of the health sector that will also benefit health. The consultant is therefore expected to use the Communications for Health (C4H) approach advocated for under For the Future to drive collective action on climate change, benefitting health.

At the same time, WHO’s work in the Pacific is only possible thanks to key donor partners who provide funding. The consultant will therefore also be called upon to increase the visibility of the impact that WHO is able to achieve in partnership with these donor partners.

By promoting action on climate change and ensuring adequate recognition of donor partners, the consultant will contribute to the achievement of the For the Future vision and through that, WHO’s global Thirteenth General Programme of Work, 2019-2025 (GPW-13) and the Sustainable Development Goals (SDGs).

  1. Deliverables

The consultant will be responsible for providing high quality technical support, in order to achieve the following outputs:

Output 1: Advocacy on climate change, the environment and health

  • Deliverable: 1.1: Updated climate change communications plan following discussion with relevant colleagues, ensuring a regular drumbeat of communications in the lead up to COP29
  • Deliverable 1.2: Updated climate change co-benefits key messages
  • Deliverable 1.3: Updated online toolkit for climate advocates
  • Deliverable 1.4: Slide package for virtual exchange of ideas among relevant WHO staff on how best to support health leaders to advocate for climate action
  • Deliverable 1.5: Inputs to the organization of a virtual exchange of ideas among relevant WHO staff
  • Deliverable 1.6: Initial draft concept note on training of trainers on climate advocacy in Pacific island countries
  • Deliverable 1.7: Inputs to the organization of training of trainers on climate advocacy in Pacific island countries
  • Deliverable 1.8: At least four other communications products or activities advocating for climate action

Output 2: Communications products and activities highlighting WHO’s impact in collaboration with key donors

  • Deliverable 2.1: Updated donor visibility plan following discussion with relevant technical colleagues responsible for delivering related projects
  • Deliverable 2.2: At least six donor visibility products or activities
  • Deliverable 2.3: Summary of options for a media monitoring tool
  • Deliverable 2.4: Specific photography plan with locations and dates for at least two countries with donor-supported projects
  1. Qualifications, experience, skills and languages

Educational Qualifications:  

Essential: Relevant first university degree in communications, journalism, media, health promotion, international relations, psychology or related fields from a recognized university.

Desirable: A master’s degree is desirable.

Experience:

Essential: Minimum of five years of progressively responsible experience at a national and international level in communications, media, journalism, public relations, health promotion or related fields. Demonstrated experience with strategic communications designed to lead to policy or behaviour change.

Desirable: Previous experience working with WHO and/or in Pacific island countries.

Skills/Knowledge:

Essential: Excellent writing skills and proficiency in standard MS Office software applications.

Desirable: Photography and videography skills, project management and meeting planning skills, and basic skills in graphic design.

Languages and level required:

Essential: Expert knowledge of English

Desirable: Intermediate to expert knowledge of French

 Location

Mixed: One month on site in Suva, Fiji, followed by seven months working off site/remotely.

  1. Travel

The consultant is expected to travel to Suva, Fiji, for a period of one month – tentatively from 1 May to 1 June 2024. Further short-term travel (e.g. 1 to 2 weeks at a time) to Pacific island countries may be possible.

  1. Remuneration and budget (travel costs are excluded):
  2. Remuneration: Band level B: US$8,490 per month
  3. Living expenses:

A daily allowance to cover living expenses will be payable to the consultant during their time on site in Fiji. The exact amount will be determined at the time of payment, however, the current rate is US$ 227 per day.

  1. Expected duration of contract: 8 months
