RESPONSIBILITIES:

  • Play a bridging role by providing administrative and technical support to staff in the areas of finance and budget to ensure compliance with financial management policies and rules and the Financial Regulations of WFP.
  • Participate in the development and implementation of financial policies and procedures, interpret and evaluate the consequences of changes and make recommendations on follow-ups, in order to assist in the configuration and implementation of methods appropriate accounting, systems and internal controls.
  • Contribute to the improvement of internal procedures and systems and the design of tools to facilitate transparent and efficient use of financial resources.
  • Ensure daily monitoring of the cash situation to optimize the use of surpluses and maximize investment returns using the liquidity portfolio.
  • Ensure payments are processed in a timely manner, resolve complex issues relating to disbursement or replenishment of funds in accordance with WFP rules and regulations.
  • Contribute to the establishment, implementation and monitoring of budgets and track expenditures and budget forecasts, to ensure that future funding needs are covered.
  • Liaise with other teams to verify that all financial and administrative services are delivered efficiently and in accordance with the needs of the entire team.
  • Monitor account balances and supervise the recording of financial transactions rigorously and in a timely manner to avoid any overdrafts.
  • Ensure monitoring, control and analysis of general accounting accounts to undertake corrective measures and carry them out successfully.
  • Prepare and analyze financial and statistical reports according to defined frequency and make recommendations on actions to be taken to the Finance Officer or other staff, to facilitate informed decision-making. 
  • Coordinate and supervise the work of other staff members and support their learning and development in financial resource management (management of imprest accounts and subsidiary accounts, review and analysis of supplier accounts and balance sheet accounts, etc.), to ensure that services are delivered consistently and to required standards. 
  • Remain in reserve at all times and respect practices regarding emergency preparedness, in order to quickly respond to service needs related to the position and in the field. Prepares correspondence to respond to queries relating to financial matters.
  • Reviews correspondence written by the Finance Clerk before submitting it for approval to the Head of Unit;
  • Provides technical, procedural and internal control support to WFP staff, in general, when necessary;
  • Assist in reviewing finance checklist on internal controls.
  • Performs any other duties related to the position, if necessary.

EXPECTED RESULTS AT THE END OF THE CONTRACT:

At this level, the job holder is expected to take responsibility for carrying out a set of finance/budget related processes and activities requiring interpretation of standard guidelines/practices. The incumbent must be able to recommend a plan of action to staff at different levels and assign tasks to other support staff.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:                                                                                               

Completion of secondary education. A post-secondary certificate in the functional area considered is desirable.

Knowledge & Skills:                                                                  

Three years of professional experience in the field.

Experience in assessing the financial health and stability of projects involving cash and voucher activities and other programming initiatives to verify their compliance with local country laws. Experience working with auditors and other third-party providers.  

LANGUAGES :                                                                                                 

Perfect command of French, knowledge of English
