Purpose of Activity/Assignment:
The Pharmacovigilance and Health Supply Specialist reports to the Programme Specialist for guidance and general supervision. The Pharmacovigilance and Health Supply Specialist provides technical guidance and facilitation of the pharmaceutical TWG

Scope of Work:
The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda:

•Provide technical guidance to the PTWG in developing/updating pharmaceutical guidelines for drug Management.
•Provide technical guidance to UNICEF Implementing partners in developing/updating pharmaceutical guidelines for drug Management.
•Coordinate collection and analysis of drug consumption data from UNICEF supported programmes/facilites.
•Support National Medicine Policy implementation and governance.
•Support Pharmaceutical/Health Supply Chain and logistics
•Ensure Essential medicines and Health technologies listing and availability in UNICEF Supported facilities;
•Support adherence to National Regulation and Quality Assurance of Pharmaceuticals;
•Support Pharmacy Practice, Patient Safety, Rational use of medicine and health technologies;
•Support quantification of drugs needed for National routine and Emergency needs;
•Support the Selection, Prioritization Assessments for Essential medicines and Health technologies for UNICEF

Deliverables

Analysis of the National Medicine Policy Share progress report on the following:

•Initial discussions with the PTWG and UNICEF Implementing partners to understand their needs and set the agenda for the pharmaceutical guidelines for drug Management.
• Initial analysis of existing drug consumption data, National Medicine Policy, and Health Supply Chain.
by 1st Mar – 30th April 2024 (44days) 28%

Development/update of pharmaceutical guidelines for drug Management Share progress report on the following
• Begin the development/update of pharmaceutical guidelines for drug Management.
• Support review of the National Medicine Policy implementation and governance.
• Begin listing Essential medicines and Health technologies by 1st May – 30th June 2024 28%:

Review of National Regulation and Quality Assurance of Pharmaceuticals Share progress report on the following
• Continue with guidelines, policy support, and listing of medicines.
• Review National Regulation and Quality Assurance of Pharmaceuticals.
Conduct field assessment of the pharmaceutical management in selected health facilities at the three tiers of PHC by 1st July – 31st August 2024 – 28%

Finalize the Pharmaceutical guidelines and Final Report Share Final report on the following

• Finalize the Pharmaceutical guidelines.

• Final Report by 1st – 30th September 2024 -16%:

Qualification- Knowledge/Expertise/Skills required:

•Advance University degree in one of the following fields is required: public health, paediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field.
•A minimum of 7 years of relevant professional experience in management, coordination and technical expertise, preferably with a track record of successful Infectious disease program management.
•Experience in health program/project development in UN system agency or organization is an asset.
•Experience working in the region is an asset.
•Diplomacy, conflict management, flexibility, understanding of local cultural and social practices are key success factors for this consultancy.

A range of specialized skills:
•Excellent oral and written communication skills and report writing.
•In-depth analytical and problem-solving skills.
•Excellent facilitation skills, training skills and ability to organize and implement training.
•Ability to work in a multi-cultural environment and proven interpersonal skills.
•Experience in building successful relationships with government counterparts, UN agencies, CSOs and other relevant stakeholders.
•Ability to cope with hardship conditions.
•Knowledge of computer management skills including Microsoft Word, Excel and PowerPoint software.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
