Mission and objectives

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP’s Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts

The Governance team in BPPS is responsible for supporting UNDP’s work on Governance across the organization including on anti-corruption, legal identity, inclusive political processes, parliamentary development, elections, SDG 16 implementation and monitoring, local development, youth empowerme

Context
Digital legal identity is foundational for digital transformation of Member States which leads to the improvement of people’s lives by promoting inclusion in the foundational registry and enhancing access to public and private services. But digitalisation comes with risks of marginalisation, prosecution and exclusion. Good governance helps to mitigate such risk and encourages promotion of human rights. In order to support Member States to strengthen its governance system around digital legal identity, UNDP launched the first iteration of the ‘model governance framework for digital legal identity’. The framework requires further improvement and it will be done so by soliciting inputs from the community. The team requires the support of an online volunteer with expert IT skills who can develop such platform using the open source technology.

Task description
1) Map different open source solutions that can be used for UNDP’s ‘model governance framework for digital legal identity’ initiative to enable interactive communication with users to further improve the framework by allowing users to comment on the framework
2) Advise the team on the best open source solution and provide a development plan with a timeline
3) Develop an interactive communication platform and integrate into the website: https://www.governance4id.org/

Requirements
Required experience
1) At least 5 years experience in developing software solutions based on open source technology
2) Experience in developing a public consultation platform is a strong asset
2) Understanding of the UN system is a strong asset
3) Experiences in working for the UN organizations are strong asset

Languages
English, Level: Fluent, Required
