Local context 

Since 1997, UNOPS began its operations in Guatemala in order to support the efforts prior to the signing of the peace agreement and later, following that initiative, it provided support to the Commission for Historical Clarification. Likewise, it has participated in the promotion of the local economy, through the implementation of productive projects; and since 2000, it has focused on providing assistance to the Government of Guatemala, offering advisory services, project implementation and transactional services.

In 2024, Guatemala faces a government transition, with the new government plan focused on social development and improving living conditions through public services with a rights-based approach. Guatemala, as a family destination, offers a unique fusion of professional opportunities, access to educational and health facilities, cultural immersion and a high quality of life, making it an attractive option for experienced professionals seeking to make relevant contributions in a dynamic and inspiring place.

Project context 

The general objective of the project is to contribute to the Guatemalan government in actions aimed at achieving Goal 3.8 of Sustainable Development Goal 3 “Health and well-being”, which establishes that, by 2030, universal health coverage must be achieved “achieved, including protection against financial risks, access to quality essential health services and access to safe, effective, affordable and quality medicines and vaccines for all. This will be possible through timely, efficient and quality mechanisms as an alternative to guarantee the supply of medicines and other health products within the framework of fair and equitable public policy management. This initiative addresses systemic challenges in Guatemala’s health system, such as high drug prices, insufficient financing, inadequate demand estimation, and a fragmented procurement system that generates high administrative transaction costs. In collaboration with MSPAS and other stakeholders, the project seeks to systematically address these challenges and improve accessibility to healthcare for the Guatemalan population.

With a specific focus on the Ministry of Health and Social Assistance of Guatemala (MSPAS), the project aims to collaborate with the enhancement of the different access mechanisms to medicines, equipment and medical supplies through the implementation of alternative acquisition channels following best practices in public procurement and strengthening institutional capacities. Actions will be implemented to improve access to medicines and public pharmacies through a direct procurement mechanism and a state medicine procurement system, with the aim of achieving affordable prices.

In parallel, to support the strategy of the 2024-2028 Government Plan with the implementation of institutional strengthening efforts that lead to the adoption of a management model for the acquisition of medicines and other health supplies, which allows the transition towards modernization of the country’s drug procurement system.

 Functional Responsibilities

Under the supervision of the Supply Chain Management Officer and in coordination with the Technical Area of ​​Medicines and Medical Supplies, as well as support service areas, you will be responsible for carrying out the following activities: A. Planning,

preparation and update of the project contract management control, monitoring and tracking tools:

  • Prepare contract management reports (reports on receipt of contracts and POs, procedures requested by suppliers, delivery tracking matrices, among others).
  • Prepare and update contract management performance indicators (KPIs).
  • Prepare financial reports on the acquisition of medical supplies, medications and/or medical equipment, as well as lead the preparation of payment files for settlement.
  • Monitor compliance with contract and payment management goals established by the project.

B. Coordinate activities of the contract management cycle: 

  • Responsible for the execution and monitoring of the contract management strategy, coordinating the activities carried out by the project’s team of contract administrators.
  • Coordinate and ensure the registration of contracts and amendments to the acquisition of medical supplies, medications and/or medical equipment in the project databases.
  • Ensure monitoring of contracts with medical supply suppliers.
  • Coordination of deliveries between the associate and the supplier, as well as periodic support during the reception process.
  • Coordinate the efforts to amend contracts with the Procurement area, ensuring its timely management (technical review, communication with associate and supplier, contractual adaptation, etc.) and transferring the pertinent request to the procurement area.

C. Communication and knowledge management:

  • Maintain organized, updated and centralized documentation and physical and digital information generated, within the scope of assigned functions and responsibilities. 
  • Systematize the data and information generated, within the scope of assigned functions and responsibilities, according to the guidelines indicated by the supervisor. 
  • Support team members in the correct management of information.

 Education/Experience/Language requirements

to. Education 

  • Completed secondary education required. 
  • A university degree at the Bachelor’s level (equivalent to a Bachelor’s degree), preferably in Business Administration, Public Accounting, Finance, Industrial Engineering, Economics or related fields, can replace some of the required years of experience.  

b. Work experience 

  • Six (6) years of relevant experience is required (or less depending on the academic credentials presented) in contract administration, supplier management, accounting and/or financial management of contracts, management of supplier payments and billing, management or Logistical and operational monitoring of suppliers, in the public, private sector or international or non-governmental organizations.
  • Intermediate to advanced management (demonstrable experience and/or training certificates) of office packages is required (preferably MS Office and/or G Suite: Google Docs, Google Sheets, Data Studio, Forms, Presentations, Drive, etc.).

Experience in:

  • Administrative and financial management of contracts in the health sector (medicines, medical supplies and/or medical equipment). 
  • International cooperation organizations, multinationals and/or agencies of the United Nations System.
  • Document management and financial files.
  • Records management and use of database tools 

w. Languages:

  • Mastery of the Spanish language is required.
  • Intermediate level of English desirable.
