Job Description

1.Background

2. Organizational Context and Project Background

For its part, the United Nations entity for Gender Equality and the Empowerment of women, UN Women, based on the vision of equality enshrined in the United Nations Charter, works to eliminate discrimination against women. and the girls; for the empowerment of women, and to achieve equality between women and men as partners and beneficiaries of development, for human rights, in humanitarian actions, in peace and security. By placing women’s rights at the center of its work, UN Women leads and coordinates the efforts of the United Nations System to ensure that commitments to gender equality and mainstreaming are translated into action around the world. At the same time, it exercises substantive and coherent leadership to support the priorities and efforts of Member States, building an effective partnership with government, civil society, as well as other relevant actors. 

UN-Women comprehensively addresses the root causes of inequality from a perspective of transforming the systems that reproduce gender inequalities and discrimination and with a peace-building approach around: 

  • Voice, leadership and autonomy of women.
  • Strengthening multilateral and regional regulatory frameworks, and laws, policies and institutions that promote gender equality at the national and subnational levels.
  • Effective participation and protection of women in all areas of the construction of Peace, Security, and humanitarian action.
  • Equal access of women to services, goods and resources.
  • Financing gender equality and women’s empowerment.
  • Positive social norms, including the participation of men and boys.
  • Production, analysis and use of gender statistics.
  • Coordination of the United Nations system for gender equality and the empowerment of women.

The 2022-2025 Strategic Plan seeks to achieve gender equality, the empowerment of all women and girls and the full realization of their human rights. The Strategic Plan is based on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Beijing Declaration and Platform for Action, United Nations Security Council Resolution 1325 on women, peace and security and subsequent Resolutions of this agenda, the Program of Action of the International Conference on Population and Development and other outcomes of relevant intergovernmental processes, such as resolutions of the General Assembly and agreed conclusions of the Status Commission and Social of Women. UN Women contributes to the implementation of the Regional Gender Agenda of Latin America and the Caribbean and the 2030 Agenda for Sustainable Development by placing Sustainable Development Goal (SDG) 5 of gender equality at the center of the SDGs and in coordination with all the other Objectives in order to ensure comprehensive progress. 

The Strategic Plan 2022-2025 guides UN-Women in implementing its triple mandate, encompassing policy support, United Nations system coordination and operational activities, to mobilize urgent and sustained action to achieve equality. gender and the empowerment of all women and girls and support the achievement of the 2030 Agenda.

Within the framework of a collaboration agreement with the Government of Chile through the AGCID and the SEGIB, UN Women implements the Program for the protection, response and inclusion of women in situations of human mobility in the border areas between Chile and Bolivia . This initiative prioritizes addressing the needs of women and girls in situations of human mobility (MNMH) by focusing on the following gaps and opportunities:

  • Need to strengthen the capacities of local governments to improve the supply and coordination of human rights protection services of the MNMH.
  • Opportunity to improve coordination and gender focus among the institutions responsible for the care and protection of MNMH, with emphasis on: improving access to legal assistance, the quality of shelters, psychosocial care and support for the search of employment.
  • Opportunity to improve access to care services as a means to accelerate economic integration and the restoration of the rights of women in situations of human mobility.
  • Need to contribute to the reduction of xenophobia and other forms of discrimination that affect the integration of MNMH in host communities.

 

3. General Objective of the Position

The UN Women Program Office in Chile seeks to hire the services of a Program Assistant to coordinate and support administrative and financial processes for the Program for  the protection, response and inclusion of women in situations of human mobility in border areas between Chile and Bolivia.

 

4. Functions and Expected Results

  1. Provide general support for all activities and tasks related to the program.
  2. Coordinate with collaborating organizations and partners at the national and local level.
  3. Provide guidance to executing entities on routine implementation of the program.
  4. Provide assistance in monitoring and reporting on various outsourced activities and services as necessary, in accordance with program needs.
  5. Support in the preparation of progress reports and correspondence as required, and providing input to donor reports according to applicable guidelines.
  6. Support project monitoring, evaluation and audit missions, as well as expert missions.
  7. Provide administrative and financial support for the formulation, management of implementation and monitoring of the Programme, including support for financial monitoring, activity monitoring and reporting.
  8. Support in the management of meetings, events, training in various territories.
  9. Manage the contracting and/or acquisition of the design and development of various educational materials, evaluation instruments, systematization and generation of knowledge products.
  10. Monitor the adequate follow-up of the progress of contractors, review their financial reports together with the Program coordinator.
  11. Monitor and appropriately track all financial items in the status of program closing and year-end instructions and take corrective actions as necessary.
  12. Manage program payments, including implementers, consultants, travel, F10, consultancies, and other specific as required.
  13. Provide inputs and take necessary actions to facilitate timely financial closure of the project.
  14. Assist with program management support for team members during periods of absence and mission trips.
  15. Conduct a review of the Program results and propose improvements to the design and implementation.
  16. Other activities:
    • Drafting of documents: minutes, reports, technical documents, etc.
    • Provide support to the required administrative processes.
    • Management of virtual and in-person events: prepare database, organize call, prepare concept notes, support organization and systematize experiences.
    • Consolidation and regular updating of databases.
    • Support the coordination of communication and dissemination issues of the program; coordination of graphics, brochures, designs, events, videos, photographs, stories and others.
    • Facilitate processes that make alliances and territorial meetings viable in coordination with municipalities, regional governments, women’s organizations and the social world with a gender focus.
    • Prepare and/or review technical awareness-raising materials with a gender focus on migration, peace and security issues.
    • Provide assistance in the various activities organized by the UN Women Office.
    • Perform other tasks assigned by UN Women program and/or management.

  • Administrative, logistical and management skills for the organization of administrative work.
  • Skills for budget management and activity planning within the framework of projects.
6. Academic Qualification and Required Experience
Academic training
  • Bachelor’s degree in Administration, Economics, Finance or other related areas.
  • It will be an advantage to have a professional degree, as well as postgraduate degrees, postgraduate degrees or specializations relevant to the position.

Professional experience

  • Minimum 5 years of experience in monitoring and administrative control of programs or projects at a national or international level.
  • Experience in administrative and financial project management.
  • Experience working on projects on Gender and/or human mobility is valued.
  • Experience in preparation tasks, preparation of documents for the report or executive rendering of activities such as minutes, minutes, financial statements, among others. 
  • Experience in public institutions and civil society organizations, at the local and/or regional level.   
  • Previous experience in the United Nations System or other International Organizations is an advantage.

Languages

  • Fluency in the Spanish language is required.
  • Fluent English is highly valued.

Other requirements

  • Good command of Microsoft Office computer tools. Advanced use of Excel is highly valued.
  • Experience in database management.
  • Experience in resource planning systems (e.g. Quantum) is an advantage.

 

7. Travel

Availability to travel to project areas.
