The United Nations Office on Drugs and Crime (UNODC) works with States and civil society to prevent drugs and crime from threatening the security, peace and development opportunities of citizens. Promoting the updating of international best practices, the contributions consist of: (1) generating knowledge about the nature, scope and trends of the drug and crime problem; (2) support the implementation of international conventions on the subject; (3) guide national policies and strategies to combat drugs and crime; (4) develop national capacities to confront and prevent drug production, trafficking, abuse and other manifestations of organized crime. In order to achieve its objectives, UNODC develops a wide range of initiatives, including alternative development projects, illicit crop monitoring and anti-money laundering programmes.

The Integrated Illicit Crops Monitoring System (SIMCI) is a program belonging to the United Nations Office on Drugs and Crime. Its mission includes the design and implementation of methodologies for monitoring illicit crops and their transformation in the territory, in order to offer the Government of Peru and the community information for their comprehensive understanding, as well as connections with the environment in where they are established. These methodologies respond to two approaches:

Yo. The detection of the dynamics associated with illicit crops and their transformation, which are visible and leave a mark on the territory, through a monitoring scheme based on remote perception and integration of information, based on Geographic Information Systems (GIS). ); for example: lots with coca crops, areas where poppy and marijuana crops are established, losses of vegetation cover associated with illicit crops, permanence of coca cultivation, among others.

ii. The characterization of other dynamics that, although not visible in the territory, are determining factors for the establishment of illicit activities, through the development of qualitative and quantitative methodologies, among which the characterization of the production of cocaine hydrochloride leaf stands out. , drug and chemical substance trafficking, as well as related crimes related to this problem, processes framed in international conventions.

Within the framework of its operation, SIMCI has the Analysis and Research Area. This technical group leads the development of studies that contribute to characterizing the processes of production, trafficking and marketing of illicit drugs, chemical substances and related crimes related to this problem. Among the studies that this working group has led are those aimed at determining the potential for cocaine production in Peru, based on the alkaloid content in the leaf, the profiles and agrocultural practices of the growers, the extraction processes and refinement, among other determining factors. Likewise, the group works on research that allows us to understand the dynamics of the licit and illicit uses of chemical substances used in the production processes of natural drugs, as well as on a better understanding of the dynamics of the precursors used in the production of drugs. of synthesis. 

The results generated within the framework of the investigations have allowed SIMCI to contribute to comprehensive knowledge of the drug problem in Peru and in countries in the region, through the generation of knowledge and technical-scientific evidence at the service of taking action. of decisions. 

Under the supervision of the SIMCI-Peru coordinator and the thematic advisor in chemistry, you will contribute to the design and development of projects and research carried out by the SIMCI Thematic Analysis Area. His role as an advisor will range from the conception of technical studies to address the problem of drugs and the chemical substances involved to the analysis of specialized information on the issues of illicit crops, illicit drug production, drug markets and other related and related activities.

Duties and Responsibilities
  1. Support with the collection of existing and available information according to the needs of the different projects in the territorial studies area in accordance with the guidelines and instructions of the SIMCI technical team.
  2. Purify the information (existing databases) to determine the search for complementary and/or missing data according to the needs of the different projects in the territorial analysis area.
  3. Process the quantitative and qualitative information obtained according to the needs of the different projects in the territorial studies area.
  4. Support in the design and preparation of studies and reports at different territorial scales (municipal, departmental and national)
  5. Support the construction of the conceptual and methodological proposal to monitor the implementation of the comprehensive policy guidelines for the reduction of illicit crops.
  6. Prepare thematic reports based on data obtained in field studies and secondary information.
  7. Participate in the collection of qualitative and quantitative information, essential for the preparation of statistical analyzes that allow for a better understanding of the territorial dynamics of illicit crops and their articulation with the territory, which facilitate the search for a comprehensive perspective and response to the problem. of drugs in Peru
  8. Support the analysis of the socioeconomic and productive conditions of coca, poppy and marijuana growers, in areas affected by illicit crops, in order to provide useful inputs for the construction of a comprehensive perspective and response to the problem. 
  9. Accompany SIMCI Researchers and Experts to field missions in order to support the collection of information and its analysis, when required by the area leader or coordinator.
  10. Participate in meetings with counterparts when delegated by the Project Coordinator, to contribute from their knowledge and experience on the topics.
  11. Carry out other activities related to your area of ​​​​specialty that are delegated by the supervisor.

Required Skills and Experience
Education:
  • University degree in Economic, Social and related Sciences.
  • Specialization or master’s degree in public policies, public management, regional development administration, or similar is desirable.
Experience:
  • Two (2) years of experience in the development of socioeconomic research, development of research referring to the problem of illicit economies, chemical substances and related crimes, as well as the construction and formulation of indicators implemented within the framework of monitoring the problem of economies illegal activities and their relationship with the territories. 
  • Proven experience in the design and preparation of technical documents.
  • Proven experience in managing and processing databases in Excel, Acces, SPSS, E-Views, R and/or STATA 
  • Two (2) years of experience in information management/processing is desirable.
  • Experience in the United Nations System is desirable.

Languages:

  • Good level of reading and understanding of texts in English is desirable.
  • Knowledge of using Microsoft Office computer tools (Word, Excel, Power Point), Internet and email
