ORGANIZATIONAL CONTEXT :

These positions are to be filled in country offices, regional bureaux and Headquarters, with incumbents reporting to the Head of Unit, Chief or Finance Officer.

 

At this level, the holders of these positions are autonomously responsible for technical and specialized tasks, including planning, organization and coordination, and the establishment of objectives. They also deal with issues that are often not precisely defined and involve a certain amount of uncertainty and complex interrelationships. The instructions received are of a general nature and the holders must systematically demonstrate a high degree of responsibility and initiative to respond autonomously to the queries posed to them. Incumbents must have a degree of specialization and knowledge that allows them to adapt and develop systems and processes in order to continually improve the level of support provided. They are expected to motivate and develop a team of support staff and/or be responsible for specialized support services where work is carried out with the help of techniques, methods and processes specially designed for that purpose.

 

PURPOSE OF THE POSITION

Coordinate the cash management group that includes general accounting, treasury and accounts payable, monetary base transfers and financial control. Support planning and coordinate the delivery of finance, budget and administration support services, and supervise and provide guidance to a team of staff members, ensuring transparent and efficient utilization of financial resources .

 

MAIN RESPONSIBILITIES (indicative and non-exhaustive list):

 

Supervise the work team that performs the functions of accounting, treasury, accounts payable and financial management of monetary base transfers to beneficiaries in accordance with IPSAS and WFP standards and procedures.
Keep the country office’s accounting up to date, analyzed and reconciled, giving special treatment to matters that represent risks to the WFP.
Develop financial tools and standard operating procedures that guarantee optimal functioning of the area.
Prepare standard and ad-hoc reports for use by the regional office and Headquarters when necessary.
Prepares evaluations of financial service providers, economic and commercial context for purposes of transfers to beneficiaries.
Responsible for all organization payments, ensures appropriate transaction supports.
Supervises that the organization’s in-house information systems are appropriately managed, aligned, reconciled and up to date.
Ensure that the WFP has the necessary cash flows to meet daily cash needs.
Serve as a point of reference for the provision of technical and procedural support to staff employed in the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.
Act as the financial officer in charge during the absences of the area head.
Attend internal and external mid-level meetings with professionalism and the ability to provide technical knowledge and maintain positions in accordance with WFP procedures, standards and rules.
Participate in the development and implementation of financial policies and procedures, interpret and evaluate the impact of changes and make recommendations on monitoring measures, to support the configuration and implementation of appropriate accounting procedures and systems, and the corresponding internal controls.
Contribute to the improvement of internal processes, the strengthening of institutional systems and the design of instruments, to sustain the transparent and efficient use of financial resources.
Ensure payments are processed in a timely manner, resolve complex issues relating to the disbursement or replenishment of funds in accordance with WFP rules and regulations.
Coordinate with other teams to ensure that all financial services are carried out efficiently and in line with the teams’ needs.
Coordinate and supervise the work of other support staff, support their learning and professional development in the area of ​​financial resource management (e.g. petty and imprest account management, review and analysis of suppliers and balance sheet accounts, etc.), to ensure that services are provided systematically and in accordance with established requirements.
Remain on alert at all times and apply standard emergency preparedness practices to address immediate emergency needs for finance services in country offices and in the field.

DESIRABLE EXPERIENCE TO PERFORM THIS ROLE:

He has instructed and trained new members of staff in the resource management function and is experienced in operating financial tools.

MINIMUM STANDARD ACADEMIC QUALIFICATIONS:

Training:

Completion of the secondary education cycle. Certificate of post-secondary education in accounting and/or finance .

Experience

7 years of experience in analysis, costs and interpretation of data and in producing financial reports at the national level.

 

Trained and trained new staff members in the resource management function

 

Desirable experience working with agencies of the United Nations System.

 

Languages:

General Services (Headquarters): Proficiency in the English language (level C). Depending on the duty station or area of ​​responsibility, proficiency (level C) or intermediate knowledge (level B) of another official language may be required.

General Service (field): Proficiency, spoken and written, in the official United Nations language used at the duty station and the language spoken in

the place of destination, if it were different.
