ORGANIZATIONAL CONTEXT:

 

The violence and impact of the armed conflict, the presence of illegal economies in rural areas, and the crises caused by extreme climate-related events, as well as the recent pandemic, combined with the food price crisis and the phenomenon of mass migration affecting Colombia, are among the factors that had and continue to have a profound impact on people’s food security and nutrition, particularly affecting Indigenous and Afro-descendants Peoples, women and children, as well as other vulnerable groups. Around thirty percent of the population is food insecure.

 

Colombia is the main recipient of the largest exodus in recent history of Latin America hosting almost 3 million Venezuelan migrants, WFP has been assisting an average of 1 million migrants, returnees and host communities in the las 3 years. On the other hand, Colombia’s 50-year-long armed conflict left 7.8 million IDPs, and while the country has set a path of peacebuilding and stabilization, violence caused by armed groups has dramatically upsurged since 2022 affecting hundreds of thousands of Colombians every year. Colombia is also prone to natural disasters. Since 2022, an unprecedented sequence of La Niña and El Niño phenomena has caused floods and droughts throughout the country destroying crops and animals.

 

The third generation CSP 2024-2028 has prioritized crisis response by including one outcome (SO1) and one activity (ACT1) seeking to have “food- insecure and crisis-affected populations in Colombia meet their urgent food, nutritional and other essential needs and have the capacity and resources to prepare for, anticipate, respond to and recover from shocks by 2028, in the context of a more secure, inclusive and peaceful country”.

 

SO1 is aligned with the transformations of the National Development Plan, especially: 1. Territorial planning around water and environmental justice; 2. Human security and social justice; and 3. The human right to food. As well as the axes of peace, justice and human security; and climate change, pollution, biodiversity and energy transition of the UNSDCF.

 

The job holder will work under the direct supervision of the Deputy Head of Programme and will be in charge of coordinating the implementation of these complex crisis response activities.

 

JOB PURPOSE:

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  1. Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  2. Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  3. Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  4. Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.
  5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  6. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
  7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.
  9. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
  10. Other as required.

OTHER SPECIFIC JOB REQUIREMENTS (details to be determined by Post Managers):

  • Support capacity strengthening activities for Government institutions and communities to prepare for, anticipate and respond to emergencies.
  • Ensure that people exposed to and affected by crises receive food assistance that meets their essential needs, including through anticipatory actions.
  • Promote a nexus approach, incorporating the design of  early recovery actions since the early stages of the emergency response, whenever possible.
  • Promote the use of innovative approaches and expand the implementation of context-based programs and transfer modalities to assure cost efficiency, no-harm and effective assistance to beneficiaries. In particular, explore and implement the most cost-efficient and cost-effective transfer modality in the different contexts.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

    • Has deepened technical knowledge through exposure to technical teams.
    • Has experience designing, implementing and supervising projects and programmes, particularly those related to humanitarian response and preparedness, disaster risk reduction, or early recovery.
    • Experience working with international, national and local NGO and/or other humanitarian actors on emergency management preferred.
    • Previous experience supporting complex emergency responses strongly preferred.
    • Has provided input into policy discussions and decisions.
    • Computer literacy in word processing and spreadsheets is required.
    • Excellent communication skills and ability to work under pressure.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

At least four (4) years of postgraduate professional experience, of which minimum of three (3) years of experience working on humanitarian programs.

Language:

National Professional: Fluency (level C) in English language and the duty station’s language, if different.
