Job Description
Considering the specificities of different population groups in vulnerable situations, the project includes different actions to meet the needs of children and adolescents in sheltered situations, women, LGBTQIA+ people, as well as indigenous populations and other traditional peoples and communities, people in homelessness, elderly people and people with disabilities (PwD), families of missing people, as well as those vulnerable due to socio-environmental issues. To achieve these objectives, the project is divided into the following areas of action:
1. Strategy for developing a judicial policy to promote human rights with a focus on guaranteeing full access to Justice;
2. Strategy to improve judicial provision with a focus on guaranteeing the rights of children and adolescents in sheltered or vulnerable situations;
3. Strategy to improve judicial provision with a focus on guaranteeing the rights of women and LGBTQIA+ people, through an intersectional approach to gender, race and class issues and other specific vulnerabilities;
4. Methodology and pilot actions to strengthen judicial provision in guaranteeing rights and access to justice for homeless people;
5. Methodology and pilot actions to improve judicial provision in socio-environmental matters;
6. Strategy to improve the performance of the Judiciary in cases related to the involuntary and forced disappearances of people;
7. Strategy for improving judicial provision with a focus on combating racism in judicial bodies developed and strengthened;
This selection process seeks to hire a Technical Associate specialized in access to Justice for homeless people, to work remotely, from any location.
The selected person is expected to have knowledge and experience related to the management and execution of international cooperation projects, and mastery of topics related to guaranteeing rights and access to justice for homeless people. The professional must have the ability to plan and implement specific intersectional actions for this group in judicial bodies, in addition to skills in articulating technical discussions about human rights, humanized care and Restorative Justice aimed at this population.
The Technical Associate Specialist in Homeless People will be responsible for Axis 4 “Methodology and pilot actions to strengthen judicial provision in guaranteeing rights and access to Justice for homeless people” of the project BRA/23/027. This axis will accommodate transversal actions related to combating racism, sexual and gender-based violence, transphobia, homophobia and other forms of violence that affect structurally marginalized people, as well as the context and challenges of Access to Justice faced by people in street situation.
The Technical Associate specialized in access to Justice for people living on the streets, together with the coordination of the project, and in collaboration with the UNDP and CNJ teams, in planning, strategic discussion, execution and monitoring implementation of the work within their area of responsibility. It is also expected that the person hired will be included in discussions of the actions of the other thematic axes, in a transversal and intersectoral way, in order to contribute to maintaining cohesion between them.
Duties and responsibilities
The Technical Associate specialized in access to Justice for homeless people will be responsible for planning, strategic discussion, execution and monitoring the implementation of the work of Axis 4 “Methodology and pilot actions to strengthen judicial provision in guaranteeing rights and access to justice for homeless people”, from project BRA/23/027.
Under the supervision of the project coordination, the Technical Associate specialized in access to Justice for homeless people, must monitor the implementation of Axis 4 activities, being responsible for technical and administrative tasks, contributing to establishing strategies consistent with the objectives of this axis, in line with good practices for implementing and monitoring projects.
The selected person is expected to have the ability to engage technically and critically in discussions on the central themes of their axis, as well as to have good teamwork skills, collaborating to establish schedules, monitoring deliveries and deadlines and ensuring the technical quality of the actions carried out within its scope of activity. It is also expected that the person hired will be able to engage in discussions of intersectional actions between the other thematic axes of the project.
To achieve these objectives, the following indicative activities are planned:
• Execute in a technical, critical and informed manner the activities related to the implementation of actions within its axis of activity, under the supervision of project cooperation, supporting the determination of execution priorities based on the strategic decisions of the National Council of Justice. The professional is expected to act in an organized and proactive manner, seeking to accommodate different demands and actively participate in dialogues with colleagues and supervisors;
• Monitor schedules, planning strategies and execution of deliveries based on the description of expected results for its axis;
• Ensure the technical quality of deliveries, in conjunction with project coordination, seeking to fully adhere to UNDP and CNJ guidelines;
• Support the knowledge management actions of Axis 4 and encourage actions to promote and disseminate knowledge and products developed in the context of the same axis, as well as prepare subsidies for the production of monitoring reports and produce other technical and management documents , such as draft terms of reference;
• In conjunction with the UNDP, participate in recruitment and selection actions, team integration, training and development, among other activities related to the Project’s Human Resources.
• Perform other tasks, within your functional profile, as required by the designated supervisor;
• The incumbent performs other functions within his or her functional profile that he or she considers necessary for the proper functioning of the project.
The key results expected for this position aim to structure action and monitoring strategies in order to guarantee the quality, efficiency and effectiveness in the implementation of the project at a national level, in line with the goals and priorities agreed by the UNDP and the CNJ, contributing to promoting access to Justice in a broad and intersectional way.

Required skills and experience
Minimum education requirements:
• High school diploma is required;
• A university degree in the fields of Humanities or Social Sciences will be given due consideration, but is not a requirement.
Minimum years of relevant professional experience:
• Minimum of 7 years (in case of completed high school) or 4 years (in case of university bachelor’s degree) of professional or research experience on the rights of the homeless population and their intersectionalities, including experience with humanized care for this group in the Justice System.
Required skills:
• Ability to use information technology, including tools such as office suite and outlook.
Desired skills, in addition to the skills covered in the Skills section:
• Experience in executing projects or research with themes related to the rights of homeless people and their intersectionalities;
• Professional or academic experience in discussions about institutional racism, race, racism in contemporary Brazil, whiteness and similar topics;
• Experience in carrying out projects or research on access to justice;
• Experience working with the Justice System;
• Experience working with international technical cooperation projects.
• Excellent oral and written communication skills/experience, including the production of texts and reports;
Required languages:
• Fluency in Portuguese.
• Knowledge of the English language is desirable.
