Organizational Setting

The General Fisheries Commission for the Mediterranean (GFCM) is a regional fisheries management organization (RFMO) established under the provisions of Article XIV of the FAO Constitution. The main objective of the GFCM is to promote the development, conservation, rational management and best utilization of living marine resources as well as the sustainable development of aquaculture in the Mediterranean and the Black Sea. To this end, the GFCM formulates and recommends appropriate measures for the conservation and rational management of living marine resources and ensures these recommendations are implemented; constantly reviews the economic and social aspects of the fishing industry, recommending specific measures in connection with its development; promotes and carries out training, research and development activities, in addition to cooperation and technical assistance in fisheries-related fields; collects, publishes and disseminates information on exploitable living marine resources and on fisheries exploiting these resources; and promotes programmes for marine and coastal fisheries enhancement.
The Security Services (CSLS) aims to assure a safe and secure operating environment and ensure continuity of operations by protecting the integrity of premises and assets and the security of staff members and other subjects present in the premises from harmful acts and accidents or natural and technological hazards.

The post is located at headquarters of the General Fisheries Commission for the Mediterranean (GFCM) in Palazzo Blumenstihl and falls within the framework of the Security Services (CSLS) in Rome, Italy.

 

Main Purpose

The Guard performs a limited variety of routine duties that contribute to the safety of staff, visitors, assets and premises in the area of security and in application of safety and emergency procedures at Palazzo Blumensthil, where the GFCM is located.

 

Supervision Received/Exercised

The Guard reports to the Executive Secretary of the General Fisheries Commission for Mediterranean under the overall guidance of the Chief, Security Services (for security issues) and of the Programme Associate (for any other issues).

 

Working Relationships

The Guard has frequent contacts with staff/non-staff, visitors and immediate colleagues while following technical and administrative security procedures.

 

Key Functions/Results

  •    Ensure that security measures are observed at the entrances/exits on GFCM premises;
    •    Undertake routine patrols of assigned areas, maintaining continual surveillance against fire, water leakage and any other occurrence which might damage premises or staff, affiliate workforce, visitors and keep up to date records of patrols;
    •    Open and close buildings; check that all office machines, air conditioners, lights etc. are turned off after working hours, and/or as appropriate, contribute to the proper resource-saving (light, water, etc.) GFCM strategy; verify external installations of automated alarm and video surveillance system are clear of obstacles and are fully operational;
    •    Investigate and report on all incidents on organization premises that involve a breach of security procedures, injuries or theft and report back to supervisor;
    •    In case of incidents or emergencies on the organization’s premises, instruct staff and visitors of security procedures including fire control and evacuation procedures where necessary and ensure the physical security of premises and staff;
    •    Issue building passes where appropriate;
    •    Support administrative work using FAO financial and administrative systems;
    •    Respond to enquiries and provide appropriate information or suggest alternative sources of information;
    •    Maintain security personnel lists;
    •    Liaise as necessary with police authorities, local administration, fire services and other emergency services;
    •    Delivery and collect mail, documents and other items, meet official personnel and visitors as appropriate and perform visa and customs formalities when required;
    •    Use communications system to alert FAO control systems about any emergency;
    •    Coordinate the work of the pool of security guards (retirees hired on temporary basis);
    •    Contribute to the maintenance of GFCM premises by liaising with relevant offices in FAO and external suppliers;
    •    Keep log of GFCM equipment, meeting material and GFCM assets;
    •    Perform other related duties as required.

 

Impact of Work

The Guard participates as part of a team in the provision of routine security support services. Actions affect the immediate clients served. The impact of work usually does not go beyond the individual work assignment.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

Education: Secondary School Education.
Experience: Two years of experience with a national or international police force, armed forces, security organization, fire brigade, security service of a large organization or in a position requiring high security, confidentiality and total integrity.
Languages: Working knowledge (proficient – level C) of English and Italian.
IT Skills: Basic knowledge of the MS Office applications, Internet and office technology equipment.

Residency: General Service Staff are recruited locally. To be eligible for this position, candidates must be nationals of the country of the duty station or possess an existing visa/work permit, and reside within commuting distance of the duty station at the time of the application. “Commuting distance” means the distance within which staff members can travel daily between their place of work and their residence.

Desirable Qualifications and Skills

  •    Limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).
    •    Familiarity with the operation of security alarm system, preferably supplemented by additional studies in electronics.
