THIS POSITION IS SUBJECT TO THE AVAILABILITY OF FUNDS

Introduction

As a member of the team, the position holder will provide senior level financial support and will be responsible for efficiently executing, completing and/or monitoring the delivery of specialized support services in the area of ​​financial management, efficient and customer-oriented. The position holder will carry out a series of administrative actions related to the financial operations of the Office. Her work will include the use of the enterprise resource planning system. The position holder will ensure the correct application, interpretation and adaptation of established rules, regulations, policies, procedures and guidelines related to finances. She will also evaluate and provide ideas to improve the design of financial services and corresponding processes.  

The position holder will work under the supervision of the Finance Officer. This supervision will focus on facilitating the delivery of services, ensuring that agreed results are achieved and that work is carried out in a coordinated and integrated manner with related services within established deadlines. Assigned tasks will generally be carried out with minimal supervision and the job holder will perform the role with a high level of autonomy. The work will be reviewed to check the feasibility of the recommendations and the accuracy of the final results. Any work that requires addressing complex and sensitive financial issues, including issues that affect other related activities of the work unit, will also be reviewed. 

Description of tasks

The Assistant will liaise with relevant staff and managers at field offices, project sites
 and headquarters to provide guidance and financial support to resolve complex issues in compliance with regulations. applicable. The contacts will also allow activities to be coordinated with other units for the provision of interdependent services. The position holder will maintain regular contacts with the regional finance unit and receive guidance from it. At an external level, the position holder will be in contact mainly with service providers, with banks, tax entities, RREE, and with their counterparts in United Nations agencies and other international organizations to ensure coordination and follow-up on outstanding issues. The job holder will share information and help resolve complex issues related to the provision of financial support.

The Senior Assistant will perform the following functions:

1. Undertake and complete the provision of various specialized functions and support services in the field of finance. Initiate, process, review and monitor administrative actions, which includes verifying that information and documentation conform to applicable financial rules, regulations, policies, procedures and standards. 
2. Conduct analytical reviews on very specific issues and trend analysis of specific types of activities, including projects financed from extra-budgetary resources, ensuring proper authorizations are obtained and all necessary supporting documentation is completed, and verification of documents and transactions fraudulent. Contribute to the preparation of analytical financial reports.
3. Act as expense controller for the Office, when appropriate. 
4. Perform monthly bank reconciliations and follow up on outstanding issues, including contacting banks to clarify issues related to account statements.
5. Examine, correct and maintain various financial, budgetary and accounting records and documents to ensure that transactions match and have been completed. Maintain, monitor and reconcile budget data, including for overtime pay, salary deductions and other payments. Prepare detailed cost estimates and participate in budget analysis and projections as required. Prepare the annual closing of accounts in accordance with applicable regulations and procedures.  
6. Verify, control and analyze the financial transactions carried out by the office(s) concerned, through a sampling system, and ensure their general compliance with the applicable regulations. Keep management informed about the internal control process of financial and administrative activities and propose solutions as necessary.

7. Carry out accounts examinations and analyze information from multiple sources for evaluations of the financial situation, execution and monitoring reports, and activities and projects. Track pending VAT refund requests and advance payment requests, and the closure of suspense accounts. Monitor and provide information on the use of resources for the purpose of preparing reports for donors and other funding parties. 
8. Assist in the follow-up of internal audit recommendations and draft responses to external audit queries and observations for review by the supervisor.  
9. Stay up to date on evolving financial rules, regulations, policies, procedures and other developments, and provide guidance and training to staff to develop their knowledge. Monitor and guide the work of support staff performing finance-related tasks, as appropriate.
10. Evaluate work methods and processes and propose improvements to ensure maximum efficiency and effectiveness. Work closely with other administrative areas to ensure that services are designed and executed efficiently and smoothly, and make recommendations to improve related processes. 
11. Perform other related duties as assigned.

Required Qualifications

Education

REQUIREMENT: 
Have completed secondary education (complete secondary school education) and training in accounting or finance.

VALUABLE:
University degree, postgraduate studies or master’s degree in the area of ​​Finance and/or Accounting.

Experience

REQUIREMENT
Minimum six (06) years of work experience in operational or administrative support tasks, and having dedicated most of that period to the provision of support services for financial operations.

Experience working with an enterprise resource planning system, particularly finance modules.

VALUABLE
Professional experience in Finance and/or Accounting in leading multinational companies, banking or financial entities, large accounting or auditing firms.

Languages

REQUIREMENT
Excellent command of Spanish. 

VALUABLE
Have an advanced level of English, which allows reading, listening comprehension, writing, maintaining conversations and making presentations.

Knowledge and skills (technical and personal)

  • Good knowledge of financial management, accounting techniques, tax system and local banking procedures. 
  • Good knowledge of international accounting standards, such as International Public Sector Accounting Standards (IPSAS), or other international or national accounting standards.
  • Knowledge of the methods and techniques necessary to evaluate the quality and efficiency in the execution of processes.
  • Knowledge of the substantive nature of ILO programs and activities.
  • Knowledge of United Nations common system policies in the financial field.
  • Good knowledge of computer programs (particularly word processing, spreadsheets and presentation creation), for example Microsoft Office.

  • Knowledge of banking transactions, updating signatory panels, e-banking, account funding, reconciliations in local and foreign currency, administration and reporting of petty cash and/or advances, etc.

  • Knowledge of budgets, accounting closings, general ledger, accounts payable, accounts receivable, expense provisions (accrued/received), income statements, preparation of financial statements,
