Job Description

International Rescue Committee (IRC) was founded in 1933. IRC is a non-profit, non-sectarian humanitarian agency providing assistance to people affected by conflict and oppression. He subscribes to the ideals of freedom and human dignity.

IRC and its IRC employees must adhere to the values ​​and principles contained in the IRC WAY (Standards for Professional Conduct). These are Integrity , Service , Responsibility and Fairness . In accordance with these values, IRC operates and enforces policies on protecting beneficiaries from exploitation and abuse, child protection, workplace harassment and retaliation.

As part of funding from the Centers for Disease Control and Prevention (CDC) in the President’s Emergency Plan for AIDS Relief (PEPFAR) project, IRC has been conducting a comprehensive prevention, care and treatment project since September 30, 2022. HIV/AIDS called Reaching Epidemic control through Access to a Comprehensive clinical and community-based HIV approach (REACH).

And for the needs of the project, IRC is recruiting a Finance Manager.

Duties and Responsibilities

Under the direct supervision of the REACH Coordinator and the Senior Finance Manager, the Finance Manager’s tasks will be as follows:

  • Consolidate all documentation produced by Assistant Managers and Subgrant Officers .
  • Prepare key CDC/PEPFAR financial reports ( expenditure analysis, expenditure report, human resource for health );
  • Ensure that Project REACH is fully compatible with the IRC and CDC/PEPFAR rules and regulations;
  • Participate in the development of budgets, budget narratives for the lessor;
  • Carry out necessary controls to ensure that transactions are authentic and fair and to prevent abuse and misuse of  CDC/PEPFAR resources;
  • Ensure financial monitoring by planning verification missions, including donor compliance, internal control assessments, fraud investigations;
  • Ensure regular entry of expenses into the Integra system and inform the Coordinator of the constraints linked to the justification of expenses;
  • Conduct reviews and audits of records to assess compliance with IRC and CDC/PEPFAR policies and procedures and recommend changes;
  • Ensure compliance with established procedures as provided for in the IRC International Financial Manual and Local Finance Manuals;
  • Coordinate all external audits carried out by CDC/PEPFAR;
  • Monitor the implementation of audit results and recommendations;
  • Ensure compliance with CDC/PEPFAR guidelines on areas that could lead to cost ineligibility;
  • Build technical capacity of staff to assist with compliance and clear audit trail;
  • Ensure regular updating of BvA reports and make timely corrections to incorrectly coded expenses;
  • Attend all BvA meetings to provide financial updates on the project and ensure that all action items from previous meetings are addressed before the next meeting;
  • Lead the process of any project-related budget revisions, with all required changes to the budget in Integra to be completed in a timely manner;
  • Ensure follow-up of all travel and program advances taken on this project in order to close them on time according to the IRC Cote d’Ivoire policy on advances;
  • Review all expense sheets, spreadsheets for accuracy and completeness;
  • Facilitate the rapid processing of requests from program staff (request for funds from sub-recipients, request for workshops, request for training, etc.);
  • Carry out any other tasks assigned by the supervisor .

 

Qualifications

 

  • BAC +4 in finance accounting or any other equivalent diploma;
  • At least five (05) years of professional experience in the management of sub-grants for sub-recipients;
  • Experience working with major ledger software, MS Office IT;
  • Proven ability to identify, recommend and implement best practices intended to ensure rapid, consistent, high quality financial management and services;
  • Prior experience managing CDC/PEPFAR funds;
  • Strong organizational skills with a flexible work attitude;
  • Able to work productively in a fast-paced team environment, to work independently and the ability to respond to changing needs;
  • Must be patient and a good communicator who can function in an organizational environment involving diversity of cultures, languages ​​and personal interests and agendas;
  • Good at facilitating and problem solving;
  • Bilingual English and French highly considered;
  • Committed to staff training and development.
