Background/IRC Summary

The IRC is present in Ukraine since 2022 and works in regions and districts hosting internally displaced populations as well as in communities close to the frontline, with a focus on integrated protection (CP, WPE PRoL), health and ERD programming. Increasing the use of cash and delivering through partners are two of the key strategic ambitions for the Ukraine country program.
Purpose and Objectives
The scope of work is to set up a cash for a) child protection, (CP) and b) women’s protection and empowerment, (WPE) outcomes intervention for IRCs CP and WPE and case management teams. As well as update necessary tools and resources in country for the relevant sectors and align all protection streams cash interventions based on learning of IRC protection rule of law, (PROL) team.
 
During the 8-week period, the deployment will focus on working closely with IRC protection teams (Protection, Child protection and Women’s Protection and Empowerment) on:
1. Update the IRC PROL Ukraine’s PIN based on the IRC PROL experience, as well as IRC’s global Cash for Protection Case Management PIN/ SOPs and expand the scope to include child protection, (CP) and women’s protection empowerment (WPE), including internal referrals processes.
2. Set up the CP and WPE cash for protection in case management programs- adapt and develop tools where necessary based on IRC Global and Ukraine PIN.
3. Develop and deliver a 3-day cash for protection training with specific considerations included for all 3 protection streams (WPE, CP and PROL). Training participants IRC child protection, PROL and WPE staff, partners and other relevant stakeholders.

 

Deliverables:
1. Ukraine Cash for Protection Case Management PIN is updated, includes all 3 protection streams, (CP, PROL and WPE), based on internal learning, IRC’s global Cash for Protection Case Management PIN/ SOPs and includes internal referral processes.
2. All tools/ annexes and resources related to the Ukraine (PROL/CP/WPE) interventions are either developed, adapted and finalized to effectively and efficiently use cash for protection case management across the 3 streams (based on IRC global guidelines).
3. Cash Training package for VPRU (CP/PROL/WPE), is finalized and shared prior to training being delivered.
4. IRC Ukraine Protection, WPE and CP case workers and relevant managers are trained on the use of the Cash for Protection Case Management PIN
Key Working Relationships
Position Reports to: Senior Integrated Protection Coordinator
Position directly supervises: N/A
Other Internal and/or external contacts: Works closely with Child Protection, WPE, PROL and ERD Technical Advisors for overall technical coherence, as well as Technical Coordinators for Child Protection, WPE, PROL and ERD, UN, government, local partners, INGOs, caregivers and children, others as needed.
 
Job Qualifications:

 

Education: Master’s/post-graduate degree in finance, social sciences, social work, public health, child rights, child development, and/or another relevant field or equivalent combination of education and experience.

 

Work Experience: A minimum of 6 years’ experience in developing and/or managing cash programs, especially those with child protection outcomes. This is a strong requirement within a humanitarian or international development setting. Experience in technical resource development, monitoring and evaluation, and research is highly desired. Experience in cash and child protection and working across sectors or disciplines is highly desired.
 
Demonstrated Skills and Competencies: Demonstrated expertise in strategy development, program design, monitoring, and evaluation, with the ability to turn concepts and strategy into measurable action. Strong verbal and written communication skills. Demonstrated commitment to renewing and maintaining currency with best practices.
 
Language Skills: Fluency in English. Ukrainian is an added advantage.
