BACKGROUND

In 2007, the IRC began providing humanitarian assistance to vulnerable and crisis-affected people in Jordan in response to an influx of Iraqi refugees and the strain on host communities. Following the eruption of the Syrian war in 2011, hundreds of thousands of refugees crossed into Jordan. The ongoing insecurity in Syria and the growing needs of refugees have strained Jordan’s resources and infrastructure and exacerbated pre-existing issues like water scarcity and high unemployment.
As resources become more limited, refugees and host communities have fewer economic opportunities and become more vulnerable. The IRC’s new strategy for Jordan shows our commitment to improving the safety, health, education, and economic well-being of people affected by conflict, in camp-based (Za’atari, and Azraq camps) refugees and urban-based refugees, and in coordination with the humanitarian community and the Government of Jordan.
JOB OVERVIEW
The Senior MEAL and Data Officer will be responsible for updating logical frameworks, create and finalize M&E plans, data collection planning, data quality checks, information management and reporting for monitoring of the ECD Jordan Program. The Senior MEAL and Data Officer will support Jordan ECD Coordinator in updating the monitoring plans, and indicator tracking tables and ensure that high quality data is collected at the field level and aggregated across ECD Jordan. The ideal candidate will have demonstrated experience in monitoring and evaluation and information management, preferably with expertise in ECD or other programming with young children.
Major Responsibilities:
Monitoring and Evaluation
• Works closely with ECD Coordinator to implement the IRC inclusive ECD program’s M&E plan.
• Works closely with the ECD Coordinator to develop and support ECD project and integrated monitoring, evaluation and learning plans
• Work closely with the ECD Coordinator and ECD team to support in developing logical frameworks and theory of change.
• Provide technical advice on areas including data collection, results frameworks, or indicators.
• Lead and undertake on data analysis, interpretation, and reporting for ECD activities.
• Undertake field work and training on areas such as data collection or M&E training for partners.
• Provide recommendations and consistently promote project evidence and learning to influence program improvement.
• Design and executes M&E activities with project staff as included in the annual /bi annual work plan, with particular focus on results and impacts as well as in lesson learning.
• Design and communicate evidence and learning from the project with internal stakeholders and partners to influence the improvement of program quality.
• Create tools and work with data collection platforms (Commcare, ONA, and KoBo).
• Maps the programmatic data quality gaps and provide technical and practical solutions for electronic data collection applications.
• Ensures that all data collected including beneficiary numbers and progress against indicators is protected, accessible, accurate, and reliable.
• Provides Monthly, quarterly and Bi-annual reports for the ECD program and other activities indicators.
• Designs monitoring tools as needed to resolve any problems encountered during data collection in the field.
• Digitizes any new/updated monitoring tools as needed, using COMMCARE or ODK software.
• Manages ECD monitoring database, to ensure accurate compilation of data across ECD activities and export data to Excel, Stata, or similar software for analysis as needed.
• Collaborates with other Jordan MEL and ECD staff to ensure that Monitoring, Evaluation and information management processes are as efficient and easy to use as possible.
Analysis, Reporting, and Learning
• Analyzes, communicates and report monitoring data for Jordan ECD activities, which are conducted across sectors and with external partners.
• Shares monitoring data with ECD coordinator and, as needed, other ECD staff on a regular basis to ensure use of data to improve programming
• Creates graphs, tables, and other summaries of monitoring data as needed for reports to donors, IRC, or other stakeholders
• Ensures that all monitoring numbers in IRC, donor, or other reports are accurate and consistent
• Ensures quality information management including beneficiary count in collaboration with ECD Coordinator and IRC Jordan MEL unit.
Other
• Ensure all activities are child and gender sensitive and follow IRC Child Safeguarding Policy.
• Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities.
• Conduct himself/herself both professionally and personally in such a manner as to reinforce the acceptance of IRC in the community.
• Participate in internal office coordination and planning meetings and workshops.
• Flexibility on other duties as assigned for program or professional development.
• All IRC staff is required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
• Ensures that child safeguarding policy procedures are in place,
• Adheres to and act in accordance with the IRC Global HR Policies and Procedures.

Qualifications
JOB REQUIREMENTS
· Bachelor’s degree in IT, Statistics, Social Sciences, or any relevant related field
· At least 4 years of professional experience in the MEAL of ECD, including data collection and analysis.
· Work experience with education projects directed to children, refugees and vulnerable populations are an asset.
· Strong written and oral communication skills (in English and Arabic)
· Able to work under pressure, able to multitask, excellent team player, and able to work in a multinational environment.
· Experience with MS Office programs (Word and Excel), ONA, and KoBo.
