Organizational Setting

The Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the region and, in collaboration with the Offices, Centres and Divisions at headquarters, develops, promotes and oversees FAO’s strategic response to regional priorities. RAP also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RAP develops and maintains relations with region-wide institutions including the UN Economic and Social Commission for Asia and the Pacific (UNESCAP) and regional inter-governmental organizations.

The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.
This position is based in the Regional Office for Asia and the Pacific (RAP), in Bangkok, Thailand.

FAO applies a zero-tolerance policy towards Sexual Exploitation and Abuse. A zero-tolerance policy requires a robust system to create an enabling working environment, through the improvement of awareness-raising, reinforcement of the culture of prevention, enabling fair and timely investigation, and application of disciplinary measures, observing principles of confidentiality and discretion, and guarantying a victim-centered approach and ongoing protection of those who report. To this end, the Organization has clear procedures and mechanisms in place to enable reporting and investigation fully and promptly. In addition to the policies, procedures and mechanisms for managing complaints and applicable disciplinary measures, it is incumbent upon all employees, and in particular managers of organizational units, to create and promote a work ethos and environment that prevents sexual harassment, exploitation or abuse.

At RAP, the Internal Control Unit (ICU) of the Administrative Services Stream empowers all decentralized offices across the RAP Region to be able to operate in compliance with the corporate internal control and risk management frameworks, including PSEA.

 

Reporting Lines

The incumbent will work under the direct supervision of the Senior Administrative Officer, the technical guidance of the PSEA Technical Officer at FAO headquarters, and in close coordination with the FAO PSEA Focal Points and inter-agency PSEA Networks and Coordinators in country offices, as well as the Regional PSEA Network for Asia and the Pacific.

 

Technical Focus 

Advisory, coordination and implementation-oriented role at regional and country level, including collaboration with FAO headquarters and inter-agency level.

 

Tasks and responsibilities

•    Review updates to key PSEA documentation from FAO RAP regional and country-level
•    Review inter-agency dynamics at regional and country level and identify opportunities for FAO
•    Provide technical guidance and support to country offices and RAP on developing and implementing PSEA policies, procedures, and action plans, including application of the UN Implementing Partner Protocol.
•    Conduct needs assessments and gap analyses to identify areas for improvement in PSEA practices within the region.
•    Review and provide feedback on country office PSEA documentation and materials.
•    Facilitate knowledge sharing and best practice exchange among country offices and the region.
•    Conduct training workshops and mentoring sessions for local staff on PSEA topics.
•    Develop and disseminate training materials and resources on PSEA.
•    Support the establishment of PSEA focal points and committees within country offices.
•    Monitor progress on PSEA implementation within the region.
•    Conduct periodic evaluations of PSEA programs and activities.
•    Report on findings and recommendations to senior management.
•    Represent the organization in regional and global PSEA forums and working groups.
•    Advocate for application of FAO PSEA policies and effective PSEA practices within the region.
•    Review of existing communication tools on PSEA for both personnel and partners, and communities/ beneficiaries, for countries at significant risk of SEA.
•    Review country-level partnership mapping/ typology for countries at significant risk of SEA.
•    Regularly report to the Senior Administrative Officer and the PSEA Technical officer at the FAO headquarters, to ensure continued engagement and address gaps in the implementation of the regional PSEA action plan.

 

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

 

Minimum Requirements

•    University degree in law, social sciences, gender, international development, public management and administration or other relevant related fields is required.
•    At least five years of experience in any of the following areas (including a combination): prevention of sexual exploitation and abuse (PSEA), gender, gender-based violence (GBV), victim centred approach, GBV case management,
•    For consultant: working knowledge (level C) of English and limited knowledge (level B) of French, Spanish, Arabic, Chinese and/or Russian; for PSA, working knowledge of English.

Technical/Functional Skills 

•    Demonstrated experience of working on projects at the field level in Asia and the Pacific is an advantage
•    Experience in developing and facilitating training and capacity-building activities is required
•    Experience at inter-agency level in PSEA or protection.
•    Experience in the victim-centred approach and its guiding principles
•    Familiarity with the establishment of confidential and safe reporting and referral mechanism is an advantage.
