Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

UN Women has placed emphasis on improving its results monitoring and reporting by applying the Results-Based Management (RBM) throughout all the work of UN Women to better communicate results internally and externally at country, regional and global levels. This requires dedicated efforts to strengthen results culture in the organization.  In order for UN Women to communicate impact stories on women and girls at the corporate level with aggregated results and financial data across all the countries and regions, it is crucial to further strengthen UN Women’s capacity to monitor and report on results with qualitative and quantitative data more systematically and effectively.

The Europe and Central Asia (ECA) region comprises three subregions: the Western Balkans and Turkey, Eastern Europe and the Caucasus, and Central Asia. UN Women has offices in 12 countries/territories and serves as a member of UNCTs in 5 others as a non-resident agency (NRAs). In line with the corporate Strategic Plan 2022-2025, the ECA Regional Office Strategic Note 2022-2025 aims to apply its triple mandate – normative, coordination and operational – to achieve structural and transformational progress on gender equality and women’s empowerment in the region. The intergovernmental focus is on Beijing (BPfA), CEDAW, Council of Europe/Istanbul Convention, 2030 Agenda, UNSCR on WPS, etc., promoting engagement of youth, women’s human rights defenders, women’s organizations in national, sub-regional and regional consultations. UN Coordination is supported at the country level with gender mainstreaming of UN System planning frameworks (CCAs and UNSDCFs), regional coordination (RCP and IBCs), and through humanitarian mechanisms. The priority areas of programmatic focus are women´s entrepreneurship and economic empowerment (WEE), Gender Responsive Budgeting (GRB), gender statistics/data, social norms change and gender-based violence (GBV), as well as policy and technical advisory support on women´s leadership and political participation (WPP) and women’s peace and security (WPS) and humanitarian response and its development nexus. Areas for further development and growth are gender and digitalization (gender-responsive governance, WEE and technology-facilitated violence) and gender and climate change.

Under the guidance and direct supervision of the Regional Strategic Planning Specialist, the Regional Monitoring and Reporting Specialist is supporting the overall results monitoring and reporting work in ECA Region. The Regional Monitoring and Reporting Specialist supports the Regional Director and Deputy Regional Director in the Regional Office (RO) to provide guidance and technical support to the RO and Field Offices to ensure high quality results monitoring and reporting at regional and country levels, ensuring the compliance with the corporate standard of RBM and the relevant corporate policy and procedures on monitoring and reporting. She/he also contributes to the corporate level monitoring and reporting requirements, such as the Executive Director’s Annual Report (EDAR) to the Executive Board on the implementation of UN Women Strategic Plan and UN Women’s Transparency Portal.

The Regional Monitoring and Reporting Specialist works closely with RO and field colleagues in their region. The Specialist also coordinates with Regional Monitoring and Reporting Specialists in other ROs to facilitate cross-regional learning and peer-to-peer support mechanism. In carrying out the functions, she/he also coordinates and collaborates closely with relevant HQ Divisions and units, including the Strategy, Planning, Resources and Effectiveness Division (SPRED) and the Policy, Programme and Inter-Governmental Division (PPID) at HQ in order to ensure the implementation of corporate policy, procedures, guidance and systems associated with monitoring and reporting in their respective region.

 

Duties and Responsibilities

1. Provide guidance and technical support to the field offices to ensure timely and high-quality results monitoring and reporting at the country level in line with corporate requirements including reporting to UN Women Strategic Plan

  • Provide guidance, technical support and quality assurance to field offices in the region to ensure the quality and timely submission and finalization of monitoring and reporting work at the field level, in line with UN Women’s relevant corporate policies, procedures and guidance.
  • Provide guidance and technical support to the regional and country level Quarterly Business Review (QBR) and review of Risk Register of COs.
  • Provide guidance, technical support and quality assurance to the field offices in the region to ensure the quality and timely submission and finalization of respective annual reports (both narrative report and reporting against Strategic Note Results and Resources Framework, including reporting on relevant global Strategic Plan indicators), in line with UN Women’s relevant corporate policies, procedures and guidance.
  • Coordinates the regional level review and quality assurance of annual reports from field offices, in collaboration with the relevant RO colleagues, to support the approval of those offices’ annual reports by Regional Director.
  • Provide support to field offices to ensure the quality of reporting data against their SN before publishing in UN Women’s Transparency Portal.
  • Provide guidance, technical support and training to strengthen the capacity of field offices in the areas of RBM in relation to results monitoring and reporting with data, with the use of corporate RBM resources and relevant policies, procedures and guidance from HQ.
  • Provide guidance and technical support to field offices to ensure the effective use of corporate systems (i.e. RMS and Quantum) for results monitoring and reporting processes with Strategic Note, workplans and projects.

2. Provide guidance and technical support to field offices to support planning of monitoring and reporting work at the planning stage of Strategic Notes, workplans and projects in line with the corporate requirements

  • Provide guidance and technical support to field offices for the preparation of monitoring and reporting plan of offices, including for Programme Partners, as well as planning of monitoring and reporting activities and its budget in respective workplans and projects.
  • Provide guidance and technical support to ensure the quality of results framework of field offices’ Strategic Notes and of projects from monitoring and reporting perspectives.
  • Provide guidance and technical support to ensure field offices collect baseline data in a timely manner with quality as a base to set milestones and targets of results framework of respective Strategic Note and of projects.
  • Provide RBM capacity development support to field offices at the planning stage to ensure the full integration of monitoring and reporting with data collection and analysis at the formulation stage of Strategic Note, workplans and projects.

3. Coordinate results monitoring and reporting work at the regional level  

  • Contribute to development of Strategic Note and workplans of RO, by: 1) ensuring key lessons and recommendations generated from monitoring and reporting work are used for planning; 2) ensuring proper planning of monitoring and reporting work, including data collection and analysis, and its budget in RO, with development of monitoring/reporting plan of RO.
  • Coordinate with relevant RO colleagues to ensure that RO Strategic Note has all the necessary baseline data and set milestones and targets for results framework of RO Strategic Note, in line with UN Women Strategic Plan Integrated Results and Resources Framework.
  • Coordinate the overall process within RO to monitor the implementation of RO Strategic Note and Workplan, ensuring the timely submission and quality of monitoring requirements in line with the relevant corporate policies, procedures and guidance.
  • Coordinate the overall process within RO to report on the implementation of RO Strategic Note and Workplan, including the preparation of annual report of RO (both narrative report and reporting against Strategic Note Results and Resources Framework, including reporting on relevant global Strategic Plan indicators), ensuring the timely submission and quality of report in line with the relevant corporate policies, procedures and guidance.
  • Ensure the data entry and quality assurance of RO monitoring and reporting work and its data in corporate systems, including RMS.
  • Ensure the quality of reporting data against RO Strategic Note before publishing in UN Women’s Transparency Portal.
  • Provide RBM-related guidance and technical support to RO personnel to improve results monitoring and reporting with data, with the use of RBM resources and relevant policies, procedures and guidance from HQ.
  • Provide guidance and technical support to personnel in the RO to ensure the effective use of corporate systems (i.e. RMS and Quantum) for RO’s monitoring and reporting process.
  • Manage documentation in the area of results monitoring and reporting within the Regional Office and contribute to audits, evaluations and other assessments.
  • Support the Regional Operations Manager in the maintenance of accurate Office Typology and physical presence data in the Enterprise Data Management (EDM) system.
  • Contribute to regional-level joint monitoring and reporting with UN partners and other key partners under regional inter-agency mechanisms as relevant.

4. Contribute to HQ-led corporate level initiatives in the areas of monitoring, reporting and data collection/analysis in close collaboration with HQ to ensure the field perspectives and needs are reflected in those corporate initiatives

  • Contribute to corporate level monitoring and review exercises, including Mid-Term Review of UN Women Strategic Plan.
  • Contribute to corporate level reporting requirements, including the Executive Director’s Annual Report (EDAR) to the Executive Board on implementation of Strategic Plan and its data publication in UN Women’s Transparency Portal, ensuring the quality of data against Strategic Plan indicators and narrative inputs from their respective region in close collaboration with HQ, RO and CO colleagues.
  • Contribute to development, revision and roll-out of relevant corporate policies, procedure and guidance in the areas of results monitoring and reporting.
  • Contribute to development/revision of RBM capacity development resources in the areas of results monitoring and reporting with data collection and analysis.
  • Contribute to development/enhancement of corporate systems in the areas of results monitoring and reporting with data collection and analysis.
  • Contribute to enhancement of UN Women’s Transparency Portal in the areas of results monitoring and reporting with data collection and analysis.
  • Contribute to cross-regional and corporate level knowledge exchange and learning on results monitoring and reporting in close collaboration with other Regional Monitoring and Reporting Specialists from other ROs and HQ colleagues.

5. Knowledge Management and capacity building on results-based monitoring and reporting at SN/BWP, including at RO and field levels:

  • Support the Regional Strategic Planning Specialist to oversee and report on the ECA Regional Knowledge Management Strategy. Support the RO and field offices and partners in knowledge documentation and exchange.
  • Provide technical assistance to regional and field offices on RBM on a regular basis to build/strengthen technical capacities on RMB, including where appropriate the development of RBM induction and refresher trainings, Training of Trainer (ToT) programmes, tools and systems
  • Manage the development and dissemination of good practices and lessons learned on results-based monitoring and reporting;
  • Enhance Community of Practice (CoP) on monitoring and reporting areas to share and exchange knowledge within and beyond the region
  • Identify and disseminate good practices, lessons and knowledge on RBM
  • Promote the awareness and understanding of the shared responsibility of monitoring and reporting in the region through effective communication and coordination

6. Other functions

Reporting to the Head of PSMU, the incumbent will contribute to the overall oversight of programme performance across the ECA region:

  • Ensure a strategic and systematic approach for monitoring and reporting of development results at the regional and local levels, as relevant, in line with the corporate policy on monitoring and reporting of development results, by providing strategic guidance to the Programme team in developing and monitoring Performance Monitoring Frameworks (PMFs), Baseline Surveys, and other key performance indicators for measuring and assessing progress/results, in data collection and analysis, and preparing progress reports, as relevant.
  • Ensure quality assurance of the Results Framework/Theory of Change and incorporation of relevant mid-terms review and evaluation findings, conclusions and recommendations in newly formulated regional programmes and projects ahead of Regional PAC
  • Support in strengthening programme and project management capacities in ECA, by identifying gaps and challenges on results-based programme/project formulation, implementation, monitoring and reporting and developing relevant training materials, systems and tools.
  • Ensure quality assurance and review the narrative donor reports of Tier 2 offices and the regional programmes to ensure high quality and results-based reporting and enhance the overall quality of programme/project reporting to programme donors
  • Acts as the RO Focal Point for monitoring the donor reporting schedules and timely submission of donor reports across ECA offices in close cooperation with programme and project managers
  • Tracks the implementation of management responses of regional and country-level evaluations through the GATE system
  • Support the RO and field offices, in close cooperation with the Head of PSMU and Operations Manager, in the Quarterly Business Review (QBR) processes by reviewing and tracking quarterly DRF and OEE targets, as well as the Risk Register

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Supervisory/Managerial Responsibilities:  The Regional Monitoring and Reporting Specialist works under direct supervision of the Regional Strategic Planning Specialist, with matrix reporting to the Head of Programme Support and Management Unit (PSMU), and will be responsible for the overall monitoring and reporting, including tracking results against SN/BWP and programme targets, the incorporation of the results-based monitoring and reporting requirements into the SN/BWP, the Regional programme formulation, implementation and reporting as well as support field offices in results-based monitoring and reporting of UN Women SN/BWP and programmes and projects at local level, as relevant.

Required Skills and Experience

Education and Certification:
  • Master’s degree or equivalent in development-related disciplines, Social Sciences, Statistics, Political Science, Development Studies, Public Administration, Gender, or another related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage.
Experience
  • At least 5 years of progressively responsible development experience in development cooperation, international relations, public administration or other related field, some of which must be in the areas of Results-Based Management (RBM) and results-based monitoring and reporting at the country, regional and/or global levels.
  • Experience in managing and/or conducting results monitoring work at country, regional and/or global level is required.
  • Experience in managing and/or preparing results reports with use of quantitative and qualitative data at country, regional and/or global level is required.
  • Experience in providing guidance and technical support to personnel and/or partners in the areas of monitoring and/or reporting is required.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.), and web-based management systems, and up-to-date, advanced knowledge of data management tools and database packages.
  • Experience in conducting RBM training, as a trainer, to personnel and/or external partners to support results-based monitoring and reporting is desirable.
  • Experience in inter-agency joint monitoring and/or reporting work is desirable.
Languages
  • Fluency in English and Turkish is required.
  • Proficiency in another UN official languages is desirable (French, Arabic, Chinese, Russian or Spanish)
